6 VILLAGE ENERGY EFFICIENCY PROGRAM (VEEP) Lower the cost of energy in public and community buildings in small, high energy-cost communities through energy efficiency and conservation Who is eligible? Communities with no more than 8,000 people Type of funding: Grant 2010 to 2012 program results 23 communities nearly 150 buildings/infrastructure 13,163 MMBTU in savings annually $600,424 in savings annually $2.3 million cost of implementing measures 3.8 years simple payback $3 return for every $1 invested $6 million in savings over the life of the measures Very conservative estimate: assumes 10 year life of measures when they will likely last longer and assumes current energy prices when in all likelihood they will continue to rise over time.

7 HOW TO ACCESS VEEP King Cove Regulations have been adopted by board and have been sent to DOL and the Lt. Gov. for final adoption. Once regulations are adopted AEA will solicit applications. Sign up to receive notices Improvements to 3 community buildings City streetlight retrofit 72% reduction $25,000 annual savings Apply for funding Funding level based on population 3 years to complete work If awarded communities can choose to administer and report on grant work or choose to have AEA do so on their behalf.

8 COMMERCIAL BUILDING ENERGY AUDIT (CBEA) Reduce energy use and cost in privately owned commercial property by providing commercial energy audits with site specific energy savings recommendations to owners. Who is eligible? Private owners of non-residential buildings (both for-profit and non-profit) Type of funding: Grant that covers up to 100% of cost of energy audit Amount of grant based on size of building Stipend available for auditor travel to locations without a local one 146 Alaska businesses have already received energy audits through AEA Energy assessments show average potential savings of 30% Average simple payback of a little more than 6 years Cost to achieve 30% savings average $7 per sq. ft. (median $6 per sq. ft.)

9 HOW TO ACCESS CBEA The CBEA regulations were approved by the AIDEA/AEA board and now await approval by the Dept. of Law and the Lt. Governor s office. If adopted: Simple online application Hire a commercial energy auditor McGrath Hotel s commercial energy audit revealed savings that cut their energy bills nearly in half in just over two years! 41% energy savings 2.4 simple payback Building owner pay upfront for audit Turn in receipts Get reimbursed

10 COMMERCIAL ALTERNATIVE ENERGY CONSERVATION LOAN Who is eligible? Alaska residents Type of funding: Loan up to $50,000 Maximum term 20 years Interest rate fixed at time loan approved $100 application fee and 1% origination fee Alternative Energy System: A source of thermal, mechanical or electrical energy that is not dependent on oil, gas, or nuclear fuel for the supply of energy for space heating and cooling, refrigeration and cold storage, electrical power, mechanical power, or heating of water. Energy Conservation Improvement: Structural insulation, thermal windows and doors, weatherizing, heat exchangers, high efficiency furnace and boiler additions Loan to purchase, construct and install alternative energy systems or energy conservation improvements in commercial buildings.

12 HEAT RECOVERY Who is eligible? Utility or IPP Local government or government entity Type of funding: Grant funded through Renewable Energy Fund Heat recovery works! In Pilot Point waste heat provides 80% to 90% of all heat needed in the school.

13 ALASKA ENERGY EFFICIENCY REVOLVING LOAN FUND (AEERLP) Financing for permanent energy-efficient improvements to publicly owned buildings. Who is eligible? Schools City & Borough buildings State Agency & UA buildings Type of funding: Loan No max amount 15 year max term How to access AEERLP 1. Get an ASHRAE level II audit 2. Work with energy service company or architectural/engineering team to determine scope of work 3. Keep AHFC in the loop 4. Finalize construction documents, statement of work and audits 5. Apply for loan 6. Perform efficiency upgrades and start saving

15 RURAL HOMES USE LESS ENERGY THAN THEIR URBAN COUNTERPARTS BUT DOES THAT MEAN THEY ARE EFFICIENT?

16 WEATHERIZATION Who is eligible? 100% of median income Priority given to households with people over 55, under 6 and people with disabilities Homeowners and renters Type of funding: Direct service to recipient More than 9,000 homes have been weatherized since An estimated average cost savings of $1,336 per year An estimated average energy savings of 28% Every home receives Health and Safety measures such as ventilation fans, smoke and CO detectors, energy efficiency improvements and individual client education Free efficiency upgrades to income eligible households

18 HOME ENERGY REBATE Who is eligible? Alaskan home owners Type of funding: Rebate up to $10,000 Reduces energy use in owneroccupied homes through implementation of energy efficiency. More than 18,000 Alaskans have received a rebate through this program An estimated average cost savings of $1,464 per year An estimated average energy savings of 34% Average homeowner investment after rebate is $4,792 = homeowner payback of 3.3 years More than $200 million has been spent on energy efficiency improvements by homeowners and the state since 2008

19 5 STAR + NEW HOME REBATE $7,500 rebate available to Alaskans who are purchasing or constructing a 5 Star Plus home. Who is eligible? Must be original homeowner Must meet AHFC property financing requirements House must have a 5 Star + energy rating Type of funding: Rebate Homeowners who live in energy efficient homes spend a significant amount less on energy costs.
