INTRODUCTION Himachal Pradesh State Pollution Control Board has organized the 'Environmental Public Hearing' of proposed Reoli-Dugli Hydroelectric Project ( MW) under the chairmanship of District Commissioner, Lahaul & Spiti, Shri Vivek Bhatia and Sub Divisional Magistrate, Udaipur, Shri Vishal Sharma, on at 11 A.M. at open field of village and post office Tindi helipad, District-Lahaul-Spiti. This public hearing was conducted as per standard procedure under Govt. of India Notification No.S.O.1533 dated The advertisements for Public Hearing were issued in following newspaper on The Tribune 2. Dainik Bhaskar 3. Punjab Kesari The copy of advertisements is enclosed as Appendix-I. The list of the officers and persons attended the 'Public Hearing' is herewith attached as Appendix-II. At the onset of public hearing, the representative o f Himachal Pradesh State Pollution Control Board welcomed the chairman as well as public present in the meeting and described the purpose and motive of Public hearing. Thereafter, the Project management and their consultant described about the Project and the Environmental Impact Assessment and Environmental Management Plan in detail. At last, the company representative requested for co-operation from the local public for the implementation of Project and expressed the company commitments towards the development of the area and thanked the public for their presence in the public hearing. Thereafter, the public hearing was started with the permission of the chairman. The Assistant Environmental Engineer said to the public that a suitable platform is being offered to you people for raising your thoughts, doubts and suggestions fearlessly on environmental conservation. The minutes of meeting are enclosed as Appendix- III. WAPCOS Limited 1

ISSUES RAISED DURING PUBLIC HEARING The public hearing was started with the permission of the Chair, Various points raised by the public and their replies by the company and Govt. Some water to be released from muck dumping points so that we could dispose our bone ashes into River and other animals and cattles could not die from water. 4) DC sir, prior to signing of MOU with company we have a 3 LADF policy. 3) The Project management informed that muck dumping site & its protection work will be done under the direction of state pollution control board. Details of 7 muck dumping sites allowed out of 8 have been identified which are as follows:- I) Dl & D2 near to Lohini village and at the Right Bank of the River. 2) D3 at GREF 0 Point, Limatyadh village, Right bank of the River 3) D4 at right side of Arsed nallah and left bank of the River. 4) D5 at left side of Arsed Nallah and left bank of the River. 5) D6 at both side of Rohli Nallah a nd right bank of the River. 6) D7 at Gohar Nallah and right bank of the River. Prior to the public hearing, approval has been taken from HPSPCB for all the dumping sites. 4) The Project management stated that wherever the road and bridge

No. Name & Address Issue raised Replies of the raised issues WAPCOS Limited confusion-we and Gram panchayat people are knowing that firstly the company will construct the road, bring the machinery and then only the tunnel work will be possible. There are some other sayings that road at Daare place are being submerged and electricity supply are being submerged and electricity supply are interrupted due to Moser baer Company Project. In that case how we will get the facility of electricity and road. 5) It is known to us, others and Border Road Organization (BRO) is saying that Company should do an agreement and provide the funding for alternative arrangement for the road which is being submerged at Daare place. Moser Bare or L&T whosoever should talk mutually on the interruption of electricity and road? Our public is to be assured that firstly the road and bridge are constructed to bring the machinery thereafter the 4 improvement are required shall be done to bring the machineries. 5) The Project management clarified that from upstream onwards of the dam about 2 km road is being submerged from this project. The submerged road will be constructed prior to the construction of Project. Earlier about 5-6 kms of Road was going to be submerged but we have reduced the dam height by 05 meters thereby reducing the environmental & area submergence.

Therefore our cash crop like pea, cauliflower could not reach the mandi. Likewise we have dandhal nallah hence we wanted that company should construct the tunnel in them prior to the signing of MoU and supply of our cash crop could not be interrupted and reached to Mandi. The project should be constructed as soon as possible as the water is flowing worth lessely. 7). If poisonous gases are emitted during excavation of the tunnel then what shall be done by the project management? It is being asked by the village ladies that project will run upto 40 years. Will the villagers get the free electricity project? 5 from 6).The Project Management said that this was not i n our cognizance, since you have highlighted the issue henceforth we will record i n project planning and follow the Govt. direction on the same. 7).The Project management explained that Project geology has been evaluated by Geological survey of India. As such the possibility of poisonous gas emission is rare and least in Himalayan region but still if it happens then it should be managed by high end technology. The Project management clarified that there is no provision of free electricity as per the policy of Govt. of

Shri Payre Lal (TAC) Village- Kutah, PO-Tindi, Sub- division-udaipur, District- Lahaul- Spiti (HP.) WAPCOS Limited As our friend Sh. Moti Lal Sharma stated that Project work shall be started as soon as possible but we also have some sort of problem;- 1) The area has unemployed youth which shall be given employment. 2) The muck to be disposed properly and plantation to be done thereon. 3) There should not be the problem of electricity supply and road access. 4) How much time will be taken to start the project construction and where to be plantation done? Kindly give details of forest & dumping area. I would like to urge State pollution control Board, District admin. that this project should only be allowed to establish if local people will 6 Himachal Pradesh. 1) The Project management said that this has been answered i n serial no. 1. 2) The Project management replied that Muck shall be disposed scientifically at HPSPCB approved locations and thereafter plantation will be done on these locations after putting a soil layer on it. 3) The Project management said that this has been answered in serial no.1. 4)The Project management stated that possibility of starting Project construction could be 1 year after submission of DPR. The project will acquire 172 hectares of forest land.

Sh.Sandeep Kumar, Pradhan, Gram Panchayat- Tindi PO- Tindi, Subdivision- Udaipur, District- Lahaul- Spiti (HP.) WAPCOS Limited give consent otherwise it will not. HPSPCB has organized public hearing today and this has been reference to Environment. Regarding NOC, The Government has snatched the power of public and handed over to administration. 1) Muck dumping, diversion tunnel has been talked. We wanted to know whether the village Lohini will be displaced. 2) Lohini village has only one drinking water source, which w i l l be dried due to tunnel crossing, therefore drinking and irrigation arrangement to be done on each village affected. 3) L&T has employed 4 person, will they be expelled after public hearing? 7 The Project management stated that pertaining to NOC, directive of Govt. Himachal Pradesh shall be complied. 1) The Project management replied that no village and household will be displaced from this project. 2) The Project management replied that project tunnel is proposed 200 meter away from the village and 300 meter deep under the hill, Therefore it has least possibility to affect the water source & village, but if still happens then drinking and irrigation arrangement will be provided. 3) The Project is under survey and investigation stage therefore less no. of person has been engaged. The employment will be given till the running of the project & thereafter we normally relocate

Bheem Sen Thakur, Village- Kutah, Po- Tindi, Sub- division- Udaipur, District- Lahaul-Spiti (HP.) WAPCOS Limited 4) L&T shall establish their workers camp outside the village. 5) Each family of the panchayat should get the employment. We should not face the difficulties as Sanj and Kinnaur people are facing. The commitment made during public hearing should be fulfilled. The project management should not do it by willfulness 1) 70% locals to be employed and not only the beldars, chowkidars but also employed on higher post. 2) Project office should be established in Tindi village. APPROPRIATE 3) Road works to be completed before project construction. Electricity supply also to be taken care. We are in favour of this project and should be started immediately. By the way this water is only being used by us for bone ash 8 the employees in other projects. 4) The Project management replied that while establishing the labour camp for the project due care shall be taken. 5) The Project management said that it has already been answered in serial no.l. Road work will be done before the start of the project & electricity supply will be taken care of.

Vice President, Village-PO-Tindi, Sub-Division-Udaipur, District-Lahaul & Spiti WAPCOS Limited disposal. 4) We wanted to know whether the company will make arrangement of school and college also. 5) Locals to be given preference In contractors as well as in Equipment's hire. Water and air cleanliness also to be taken care. 1) Lohini village which has 10 houses and land holdings of the people are less than 1 or beegha will be highly affected from this project. The company people will cheat us and depart. We are against the establishing this project. 2). Due to this project our pasture field will be affected so we are against the project. 9 4) School will be built at the time of project construction. Skill development will also be promoted in consultation with panchayat. 5) Project construction would requires high end machineries and will come from outside, but preference will be given to the locals for hiring vehicle like dumper, truck etc. Contract works will be given to the locals. The Project management stated that air, water quality and pollution control are fully planned In the project and shall be ensured based on their capabilities. 1) The Project management stated that possibility of loss to the village land & Water resource from this project is least. During construction if any loss is occurred then it should be compensated as per Govt. directive. The project will not impact any private land. 2). How long employment will be given 12 years or 15 years or how long? Those who will be given employment will be from Tindi? 2) This district has 570 illegal encroachment out of this Tindi alone has 100 cases. said that first part of question regarding agricultural land is related to this project. The Project management further replied that Employment should be given till the construction period of the project. 2) The Project management stated that question is not in the context of this project. People which are being impacted from the project, where and how they will be rehabilitated? 4) Will the employment be given population or ward wise? Hence gathering at this place is being impacted. Stage construction is still incomplete, only two pillars are standing there and not completed yet. 2) As earlier it was asked by Suraj that if crops or apple trees to be ruined due to this project then how the compensation will be given to us? 3) The roads has not been metalled therefore causing pollution and harming our apple t r e e s. 1). In early days we have seen in Kinnaur, Bhakra and Pong dam that displaced people are still wondering.
