2 Dear Early Childhood Educator, You spend every day helping the children in your care to learn and grow. This guide contains information about the opportunities that are available to help you learn and grow professionally. We are happy to announce that beginning fiscal year , First 5 Contra Costa, the Contra Costa County Office of Education, and the Local Planning & Advisory Council for Early Care and Education (LPC) are aligning efforts and blending funding to consolidate professional development opportunities for all Contra Costa early care and education (ECE) professionals. Our intent is to simplify and streamline professional development and incentive opportunities for our local workforce and to proactively respond and integrate input received from our local ECE workforce to improve access and participation in the Professional Development Program (PDP) activities. This guide is reflective of continued professional development opportunities, services and financial incentives that in the past may have been funded through CARES Plus and/or AB212 programs. We enthusiastically present to you Contra Costa s Comprehensive Professional Development Program (PDP) Participation Guide! Information about different PDP options, where to find more information about them, and how to enroll in the Comprehensive PDP is included in this guide. 3 ELIGIBILITY REQUIREMENTS To enroll and participate in Contra Costa Professional Development Program (PDP), participants must meet the following requirements: IMPORTANT INFORMATION Be employed at a licensed or license-exempt program in Contra Costa County and work directly with a group of children 12 years and younger for a minimum of 15 hours per week. NOTE: Individuals working with children 0-5 years, see Section I, pages 5-15, for professional development options and services available to you. NOTE: Individuals working with children 6-12 years, at a state-funded program, see Section II, pages 16-23, for professional development options and services available to you. Be at least 18 years of age and have a Social Security Number or Tax ID Number. ENROLLMENT REQUIREMENTS is the primary communication method for PDP. Therefore, participants must have access to a valid account. Please add etreanor@firstfivecc.org to your contacts list to ensure our messages are received. One , one last name. Use the same and same last name for your application, to register for trainings, and for communication with your PDP team including First 5 Contra Costa staff, County Office of Education staff, and PDP Advisors. Should you have a change, please inform us immediately. Complete and submit an enrollment form through one of the Contra Costa Community Colleges: DVC, LMC, or CCC. Forms are also available at The enrollment period is July 2- September 4, NOTE: If employed at a licensed state-funded program serving children ages 6-12 years, submit enrollment form to the Contra Costa County Office of Education (COE) PDP Advisor, Terrissa Hein, County Office of Education, , thein@cccoe.k12.ca.us. PROGRAM & STIPEND REQUIREMENTS Participants must have worked consistently within the same program for a minimum of 15 hours per week and for at least the previous 9 months at the time of the stipend request. In Spring 2016 participants will receive Stipend Request and W-9 forms to complete and submit to their PDP College Advisor. Stipend requests are due to your PDP College Advisor by May 20, NOTE: If employed at a licensed state-funded program serving children ages 6-12 years, submit Stipend Request and W-9 to COE PDP Advisor Terrissa Hein, County Office of Education. Stipends will be issued in July 2016 and will be mailed to participants home mailing addresses. Stipends must be declared as income and are subject to income tax regulations. A 1099 form will be mailed January 2017 to any participant who received total payments of more than $600 during the year. Stipend requests will be reviewed by First 5 Contra Costa to determine the final stipend to be paid. Stipends payments are contingent upon availability of funds and the number of eligible program participants. 3

5 Section I for Early Childhood Professionals Working with Children Birth to 5 Years 5

6 (0-5 years) CORE STIPEND: Individuals who are new to PDP must enroll in CORE, which is a prerequisite to all other professional development options. CORE requirements include the following: 1. Participation in Looking at CLASSrooms Seminars (LAC Peer Learning Groups). These Groups will be held monthly during Spring 2016 at the Contra Costa Community Colleges (CCC, DVC, and LMC) and at the Child Care Council. 2. Completion of the following three online activities: Required for New Participants $500 (online trainings and LAC Seminars) $800 (if you have less than an A.A., online trainings, LAC Seminars, and successful completion of 3 units of pre-approved coursework) Introduction to The CLASS Tool is a 2-hour online program that introduces the CLASS structure, its uses, and the importance of effective teacher-child interactions to learning. Looking at CLASSrooms is a hour, self paced online program. Participants will identify and analyze effective teacher-child interactions with videos and interactive materials supported by LAC Peer Learning Groups. Kids & Smoke Don t Mix is a self-directed online training (1 hour). 3. First year participants with less than an Associate s Degree in Child Development, Early Childhood Education (or equivalent) must complete three (3) units of pre-approved coursework between July 1, May 31, Participants cannot use the same three (3) units for CORE to meet Component B coursework requirements (6 units) or toward additional units stipend bonus. IMPORTANT: To access these online trainings you will receive a key code from your PDP Advisor, which will allow you to set up an online account and register for the Introduction to the CLASS tool training. Participants must complete the Introduction to The CLASS Tool online training. Once this training is completed participants will be granted access to the Looking at CLASSrooms training. Access to the Kids & Smoke Don t Mix training begins in October This training must be completed by May 31, You can access this training through the following links: (English) (Spanish) 6

7 (0-5 years) Component A New & Returning Participants Option I - 21hours of CDE-approved trainings Option II - a minimum of 2 semester units in ECE/CD/HD STIPEND: $300 Component A requires completion of 21 hours of California Department of Education (CDE) approved trainings. This component is available to PDP participants with an Associate s Degree or higher in ECE/CD or equivalent. Participants with less than an Associate s Degree may be recommended for this option if also enrolled in College Coursework (Component B). Completion or updating of annual Professional Growth Plan and/or Education Plan is required for Component A eligibility. Contact your PDP Advisor for assistance in completing this requirement. There are two options to complete Component A: (I) Professional Development trainings, and (II) Unitbearing courses. Both the professional development trainings and the unit-bearing courses must be completed between July 1, 2015 and May 31, OPTION I Complete 21 hours of training provided by a California Department of Education (CDE) approved organization including any of the following: Brandman University: Meaningful Writing Experiences for Young Children California Preschool Instructional Network (CPIN) Center on the Social and Emotional Foundations for Early Learning (CSEFEL) Child Care Initiative Project (CCIP) Desired Results Developmental Profile (DRDP) trainings Environmental Rating Scales (ERS) Healthy and Active Preschoolers Health, Safety, and Nutrition (2 hour online training, Preschool English Learners (PEL): Principles and Practices to Promote Language, Literacy, and Learning Program for Infant-Toddler Care (PITC) The Strengthening Families Protective Factors Framework UC Davis Family Child Care at Its Best You may find a detailed list of all CDE-approved trainings at You may register for and complete the trainings through the following organizations: Contra Costa County Office of Education (in-person trainings) California Early Childhood Online (CECO) (online trainings) 7

8 (0-5 years) Component A New & Returning Participants Option I - 21 hours CDE-approved trainings Option II - a minimum of 2 semester units in ECE/CD/HD STIPEND: $300 OPTION I (continued) IMPORTANT: If you pay registration fee for training (s) - Option I only - you may be reimbursed up to $150 with submission of receipts. Reimbursement will be included with stipend payment in July OPTION II Participants may use Child Development, Early Childhood Education or Human Development unit-bearing courses to meet 21 hours Component A requirements. Coursework must be completed with a grade of C or higher and pre-approved by your PDP College Advisor. Courses used as Professional Development Trainings are counted as follows: Semester Professional Development Units Training Hours IMPORTANT: A College course may be applied to only one component, either Component A or Component B. Pre-approval and a recommendation from your PDP College Advisor are required for Option II eligibility. Participants may also combine unit-bearing coursework with 21 hours of CDE-Approved Professional Development Trainings to fulfill Component A requirements. 8

9 (0-5 years) Component B: College Coursework New & Returning Participants Minimum 6 units toward degree and/or permit STIPEND: $400 - $1,200 The college coursework component is designed to support early educators pursuing a college degree in Early Childhood Education, Child Development (or equivalent), or taking coursework to obtain or upgrade a Child Development Permit. Participants must complete the following required activities to qualify for a stipend: Meet with a PDP College Advisor twice a year to identify and obtain approval of coursework on either the participant s education plan or otherwise documented and approved by your PDP College Advisor. Complete the minimum of 6 semester units during the program year with a grade of C or higher to earn the stipend of $400. If approved for Component B, you may be eligible for $100 for each additional unit of coursework, up to $800. The maximum stipend paid for College Coursework is $1,200 a combination of Component B and Coursework Bonus. Coursework must be completed between July 1, May 31, Participants who are taking coursework towards an Associate s Degree must take classes at Contra Costa College, Diablo Valley College, Los Medanos College or at a College pre-approved by their PDP College Advisor. Participants who are taking classes towards a Bachelor s Degree must complete coursework in a regionally accredited higher education institution and have an education plan pre-approved by their PDP College Advisor. 10 (0-5 years) Reflective Practice Seminars (RPS) New & Returning Participants STIPEND: $300 This option requires group reflective practice seminars integrating the CLASS tool with college coursework. RPS seminars will take place during the Fall semester and require concurrent enrollment in at least one preapproved three-unit course. Eligibility requirements for this option are: 1) Completion of the four foundational CD/ECE classes (12 units); 2) Completion of component B six (6) units requirement; and 3) PDP College Advisor pre-approval. (0-5 years) Education Milestone Returning Participants ONLY STIPEND: $500 - $1,000 This option requires PDP College Advisor pre-approval and is available for returning participants who have completed CORE (see page 6), and who are pursuing a degree and obtain the higher milestone during the program year: Milestone 1: 24 CD/ECE Units and 16 General Education Units - Applicable to Associate Degree and approved by your PDP College Advisor. STIPEND: $500 Milestone 2: Associate s Degree in CD/ECE Or Related Field Approved by your PDP College Advisor STIPEND: $500 Milestone 3: Bachelor s Degree or Higher in CD/ECE Or Related Field Approved by your PDP College Advisor STIPEND: $1,000 IMPORTANT: Stipend payment is contingent upon availability of funds. (0-5 years) Lost Wages New & Returning Participants STIPEND: up to $1,250 per semester Lost Wages reimburses full-time teachers for unpaid time while completing field experience and/or practicum lab hours. The following elements will be verified by your PDP College Advisor and by First 5 Contra Costa s review of copies of documents. You must be pre-approved by your PDP College Advisor to be eligible for this component. Reimbursement is for time spent in field experience or practicum course. Participants must provide verification of wages or payments to substitutes. Participant transcripts must show completion of student-teaching or field experience courses with a grade C or higher. See your PDP College Advisor to apply for this component. 10

11 My Teaching Partner (MTP) is a year-long, supportive, one-on-one coaching program focused on helping teachers interact more effectively with children. To be eligible for MTP early childhood educators must: Be employed at a licensed or license-exempt program in Contra Costa County and work directly with a group of children 5 years and younger for a minimum of 15 hours per week. Commit to the entire program year to complete the initial fall video observations, coaching cycles, and spring video observations. Have at least three (3) children enrolled in their program at the age group for which they are receiving MTP coaching. Submit enrollment forms to your PDP College Advisor by August 4, (0-5 years) Component D Returning Participants ONLY My Teaching Partner (MTP) STIPEND: $1,300 You are required to complete an Education Plan and/or Professional Growth Plan with your PDP Advisor. IMPORTANT: If you have previously participated in MTP and wish to complete the coaching program during , you are eligible to do so if currently working with a different age group from your previous participation. If approved for MTP, participants must complete the following required activities to qualify for a stipend: A year long (September 2015-May 2016) coaching program with an assigned First 5 California MTP coach. Participants must have regular access to an account. Communication and project work are entirely conducted through . All coaching is based on videotaped teacher-child interactions. A camera kit will be loaned to you for the duration of the program. Stipends will be paid after confirmation that Child Development Training Consortium (CDTC ) received your camera kit. The certificate of program completion must be submitted to your PDP Advisor by May 20, Participant Selection and Notification: Participants are randomly selected to participate in My Teaching Partner by First 5 California. Selected participants will be notified via in September

12 (0-5 years) Foreign Transcript Evaluation Do you have a degree from a country other than the United States and wish to be considered for transcript evaluation assistance? Coursework and degree may be evaluated and applicable to Child Development Permit requirements, degree requirements, and/or to help you pursue a higher level degree. If you are interested in receiving assistance, please contact your PDP College Advisor for review and approval of your application.
