The Assisted Voluntary Return is the possibility offered to third country nationals to voluntarily go back to one s country of origin in security and with the due assistance. In compliance with the Return Directive (2008/115/EC), the Italian Law n. 129 of August, 2011 and related Guidelines - DM Who is eligible for the AVR? According to the EU legislation the programme addresses any third country national who is in situation of vulnerability, an irregular migrant, or who is at risk of irregularity. Ineligible cases Ineligible people are: European Union citizens or persons with dual citizenship -one of which belonging to the EU, according to articles 5 and 7 of the Return Directive (2008/115/EC); people holding a long-term permit of stay In order to verify whether a specific case is eligible and obtain further details on the programme please check out our website at or contact the Return Help Desk (From Mondays to Fridays 9.00 a.m.- 4 p.m., toll-free num , [email protected]) It must be underlined that: beneficiaries of AVR programmes waive their status and renounce to their permit of stay. Yet they are not subject to a re-entry ban in the Italian territory; How AVR is implemented Since 2009 AVRs were realised thanks to the projects co-funded by The European Return Fund ( ) and the Italian Ministry of Interior, Department for Civil Liberties and Immigration. Each year the Ministry of Interior selects some projects in order to : Implement the AVRs, thanks to three type of action (action 1, 2 and 3); Systematic actions as the RIRVA Network (action 6), to provide information on the measure and report the cases Capofila Partner: Partner rete di sostegno

3 Action 1 - PARTIR VI operated by IOM, International Organisation for Migration Rome Last departures by See also the project informative sheet (available at section I progetti RVA attivi ) migrants from any Third Country residing in any Italian region, belonging to one of the following categories as long as they also are in a vulnerable condition like: people with disabilities, elderly persons, pregnant women, single parents, victims of trafficking or torture, people with serious mental and/or physical problems, ect ) - third country nationals irregularly staying in the Italian territory; - foreigners holding an expiring permit of stay who no longer meet the requirements in order to obtain the renewal of that permit; -third country nationals subject to a deportation order who have been granted a period of voluntary departure in accordance with art. 13, par. 5 of the Immigration Consolidation Act.; - migrants holding a permit for international protection who choose to waive their status; - asylum seekers who decide to waive their status; and failed asylum seekers who appealed Pre-departure consulting Journey: - Travel arrangements, purchase of the ticket, accompanying the person to the airport - Provision of 100 in cash (per person) before departure Reintegration assistance: up to allowance given in-kind (goods and services). 5 Action. 3 - RETURN REINTEGRATION 2 Implemented by CIR with OXFAM Italy and CISP Last departures by See also the project informative sheet and the multilingual leaflet (available at section I progetti RVA attivi ). 80 Third country nationals from da ALGERIA, GHANA, ECUADOR, COLOMBIA e PERU, mainly residing either in Lombardy or Lazio. Nevertheless also migrants residing in other regions can apply for the programme. Migrants belonging to one of the following category: vulnerable migrants holding a permit of stay about to expire and no longer renewable, hence at risk of becoming irregular; irregular migrants even if they have already received a deportation order or have been rejected at the borders (upon agreement with the local Prefettura), victims of trafficking, asylum seekers and refugees who will waive their status. Pre-departure assistance: return counselling, draft of reintegration schemes and possible professional training; Journey: - Travel arrangements and ticket purchase - Provision of 300 in cash (per person) before departure - Assistance in completing the necessary pre-flight procedures at the airport (Milan or Rome) Reintegration: - Reintegration assistance: up to 2000 allowance given in-kind (goods and services) depending on the reintegration plan agreed upon before departure. - Post-return support: monitoring of the post-return reintegration assistance carried out by the officers in the country of return - AVR application form - the implementing body CIR *Cases in Rome or centre and south of Italy: [email protected]; [email protected]; *Cases in Milan or North of Italy: [email protected]; [email protected]; - Help desk RIRVA: [email protected] 5

Nevertheless also migrants residing in other regions can apply for the programme. Pre-departure assistance: social, and legal counselling, psychological support, trainings. It will be arranged meetings with cultural mediators and social workers in order to draft a tailored reintegration plan for each migrant. In case one is interested in setting up a small business, he will be offered a support in drafting a business plan or a help in the preparation of a CV Journey: - Travel arrangements and ticket purchase - Up to 150 for baggage expenses - Provision of 150 in cash (per person) before departure - Assistance in completing the necessary pre-flight procedures at the airport Reintegration: - Reintegration assistance: up to 2000 allowance given in-kind (goods and services) depending on the reintegration plan agreed upon before departure.
