3 TEMPO objective A gap exists between the perceived need for policy intervention in the transport sector and our knowledge on the real-world, end-of-chain environmental, economic and societal effects of the various policy measures available to governments. The main aim of TEMPO is to help fill this gap, i. e. to provide policy makers with the information needed for effective policy formulation. 7 Oslo Centre for Interdisciplinary ENvironmental and Social Research CIENS is a strategic research collaboration between independent research institutes and the University of Oslo. A total staff of around 500 representing the natural sciences, technology, the social sciences, and economics will work together at the centre. The centre will build capacity to face the serious and complex challenges in the intersection between environment and society. Side 7
