Evaluate proposed family law legislation and provide subject matter expertise in coordination with the statewide Office of Governmental Affairs; develop curriculum and serve as faculty for judicial education programs Present Judge Pro Tem Alameda Superior Court Family Law Family law high volume calendars involving issues of contested custody, visitation, child and spousal support, use and control of property pretrial, case management and settlement conferences and post judgments hearings on modification and enforcement of judgments. Often handle busy dockets of domestic violence cases and calendars involving contested civil harassment matters and elder abuse. 3/09 6/09 Senior Legal Expert, DPK Consulting, San Francisco, Egypt Family Justice Project Evaluation Contract with USAID and the Egyptian Ministry of Justice, visited, conducted interviews, and wrote evaluation on the newly established family court mediation programs in pilot locations of Cairo, Giza, Port Said, and Minya. Co-authored Family Justice Project Evaluation Report. The evaluation addressed the assessment of support work done by local NGOs. An evaluation report including both qualitative and qualitative evaluations of effectiveness of interventions, and the overall potential of mediation in Egypt was required as well as a narrative report of the involvement of the NGOs in the process. Results presented to the Ministry of Justice and the Ministry of Family & Population June 7, 2009, USAID Contract Task No. 263-I , DPK, San Francisco.
3 Family Law Facilitator - Alameda County Superior Court Developed and administered trial court programs in family law pursuant the Family Law Facilitator Act (Family Code et. seq.) Created the first family law facilitator s office in the Alameda Superior Court. The program became a model for other courts in California and elsewhere in the nation, such as Alaska. Program provided assistance directly to self-represented litigants in child support and an array other family law matters. It was designed as a four-pronged service delivery system providing assistance individually, through workshops, through use of a telephone help-line, and in courtrooms on pro per calendars to mediate cases and help get matters settled. The program served over 12,000 people per year during its first three years of operation. It included legal research on the Rules of Professional Conduct and the Code of Judicial Ethics to develop the ethical guidelines for attorneys in this new role. Also involved participation in statewide activities directed toward the development of the Family Law Facilitator Program, development of legal procedural protocols, legal materials, training, education and supervision of non-attorney staff, and collaboration within the court with criminal and civil departments Family and Juvenile Law Advisory Committee - Makes recommendations to the Judicial Council for improving the administration of justice in all cases involving marriage, family, or children and juvenile law, procedure, and practice; addresses issues related to domestic violence, self-represented litigants, juvenile dependency and delinquency, and adoption Legal Services Trust Fund Commission - State Bar of California Administers I.O.L.T.A. and Equal Access funding to legal services agencies throughout California Law Offices of Deborah J. Chase Representation of clients in family law matters, focusing in contested child custody cases, and complex property issues, and clients seeking and opposing domestic violence restraining orders. The office also did some contract work for other attorneys on criminal and civil litigations.
