1 PROJECT REQUEST FOR OBTAINING A MASTERS DEGREE ADMINISTRATIVE GUIDE COLLECTIVE AGREEMENT FNEEQ (CSN) Disclaimer: This is an unofficial translation prepared by the John Abbott College Faculty Association for the benefit of its members. 2 INTRODUCTION This document presents the procedures for obtaining release for obtaining a master s degree for the academic year. This program is established under the CPNC/FNEEQ (CSN) Collective Agreement as described in clause th paragraph and article , and the relevant annexes. 3 1 ADMINISTRATIVE PROCEDURES Priority of access to the masters degree program is to teachers with 19 years of schooling and who were at level 17 of the applicable salary scale in The masters degree program must be in the discipline taught by the teacher or in a related and useful discipline for teaching in the discipline of the contract. The College administration must confirm the relevance of the masters degree. The masters degree project that is the object of the request must allow the teacher to complete the training and obtain the masters degree. The teacher may be enrolled in the masters degree program either full or part-time. One semester of full-time studies is equivalent to a 0.50 FTE release; for part-time studies three credits are equivalent to 0.10 FTE. For example, a thesis that makes up 15 credits is equivalent to 0.50 FTE, courses equivalent to 30 credits are equivalent to 1.00 FTE. A teacher who presents a project must transmit to the parity committee a letter from the university concerned explaining the nature of the project and the value of the credits associated with it. Throughout the masters degree program, teachers must remain in the program of studies to which they were accepted. Any change of program of studies requires a new request. A request to increase the duration of the masters degree program as initially accepted by the Parity Committee on Placement becomes a new request and will be considered after all other requests. However, a suspension of the masters degree program under clause , which has the effect of lengthening the duration of the retraining program as initially accepted by the Parity Committee on Placement, constitutes an extension of the project. By May 15 at the latest, the College must transmit to the Parity Committee on Placement: Two copies of the completed form; Two copies of the masters degree project, including a description of the proposed program and the objectives pursued; The link with the discipline taught as well as the length of the program; Two copies of an attestation from the educational institution (university) that offers the masters degree program, describing the number of credits completed and the number of credits to be completed; An explanatory letter from the university. 4 2 ALLOCATION PROCEDURES FOR MASTERS DEGREE PROGRAMS Priority for this program is given to teachers who had 19 years of schooling and who were in level 17 in A) The Parity Committee on Placement will allocate masters degree projects as follows: 1. Masters degree projects with a duration of one semester, or the equivalent of 0.50 FTEs or less; 2. Masters degree projects with a duration of two semesters, or the equivalent of 0.50 to 1 FTE; 3. Masters degree projects with a duration of two semesters or more, or the equivalent of 1 FTE or more. B) When the Parity Committee on Placement must choose between Masters degree projects targeted in subcriteria 1, 2 or 3 of criterion A), it will allocate projects according to the following priorities: 1. The project of a teacher who is continuing and which is the object of a request for renewal for a teacher who has not obtained the release requested, and whose years of schooling are not completed; 2. The masters degree project of a teacher who has more seniority or, if seniority is equal, who has the most experience or, if experience is equal, who has more years of schooling. 3 THE PARITY COMMITTEE ON PLACEMENT (CPP) The Parity Committee on Placement is responsible for establishing the administrative rules, for studying the masters degree projects and for distributing the release. 5 ANNEX CLAUSE C), 4 th PARAGRAPH CLAUSE , 4 th PARAGRAPH AND ARTICLE
6 C) RETRAINING FOR A RESERVED POST, 4 TH PARAGRAPH As of , for any given year, the balance of the 19 FTE provided for in this clause shall be accessible to professors who request leave under article in order to obtain a degree leading to scales with Master s degree and to step 18 of the single scale in Appendix VI , 4 th PARAGRAPH In accordance with the provisions of Appendix VI-1, a Master s degree shall be recognized for the purposes of remuneration if it is acquired in the subject taught or in a related subject relevant to the teaching of the subject indicated in the professor s contract. Article Provisions Relating to Leave for Obtaining a Degree Providing Access to the Master s Scales and Step A professor may benefit from leave with pay to obtain a Master s degree, in accordance with the terms and conditions of this article No later than May 15, the professor shall send the parity placement committee a training proposal accompanied by a notice from the College confirming its recognition of the Master s degree cited in the proposal for the purposes of remuneration The parity placement committee shall analyze the training proposals and, taking into account the funds available under clause C), it shall first accept training proposals submitted by professors with nineteen (19) years of schooling and who will attain step 17 in Following the parity placement committee s approval of the training proposal, the College shall grant the professor leave with pay for the duration of the proposal The proposed training may be taken full-time or part-time. The duration of the proposed training may be one (1) semester, and no more than four (4) semesters. Continuation of the training shall be conditional on its successful completion. The College shall verify the successful completion of the training and notify the parity placement committee.
7 In the case of disability or maternity leave or the extension of maternity or paternity leave, adoption leave or the extension of adoption leave, the professor may temporarily interrupt his/her training for the duration of the leave without exceeding a period of two (2) years. When the duration of the interruption is effective for a full semester, the training proposal shall not be counted for the purposes of clause C) Once the proposed training is interrupted for other reasons than those provided for in clause , the professor must notify the College. In this case, the training shall be terminated and the professor shall resume his/her position or teaching load in accordance with the terms and conditions agreed upon by the professor and the College A professor on leave to obtain a degree providing access to the Master s scales and step 18 of the scale in Appendix VI-1 provided for in this article shall remain in the employ of the College or another College in the network for the equivalent of the duration of the training proposal The leave provided for in this article shall not have the effect of modifying the rights and benefits to which the professor would be entitled during a normal teaching year.
