2 Nashua School District Request for Proposals The Nashua School District invites interested parties to submit sealed proposals to provide web site consulting and design services. The Nashua School District is a prek-12 public school system serving approximately 12,000 students enrolled in twelve elementary schools, three middle schools, and two comprehensive high schools. The District s web site URL is I. Overview of Web Site Status As a large public school system the Nashua School District maintains a web site providing a large and varied base of information to a broad array of stakeholders including parents, students, staff, taxpayers, and the community at large. A web site for a public school system must meet a variety of objectives, including providing extensive information to parents and students; creating public transparency in accessing public documents such as budgets and minutes of public meetings; conveying emergency notices for school closures; marketing the good work of the District; and providing a point of access to a variety of links and portals for parents, students and staff. All school web sites, as well as the District s current web site are written on a SharePoint 2010 platform. The District web site also has custom code supporting the front end. Experience and growing feedback about the District s current web site indicate a variety of concerns, including the following: 1. While information accessible through the web site is extensive, it is not well organized to assure ease of access to information that is most frequently sought. 2. The capability to search within the web site by topics or key words is poor. 3. The look and feel of the web site must be updated. 4. Timely information is not updated on a regular basis, and the custom code can make it difficult to update information. Page 2

3 5. District accountability and strategic planning measures, such as state test scores or attendance rates should be displayed in an easy-to-understand format and updated on a regular basis. 6. The District must begin to integrate other social media such as twitter into public information strategies, including linkages from the web site. II. Scope of Services The Nashua School District is interested in securing comprehensive web site consulting and design services providing the following scope of work: 1. Assist the District in taking an inventory of existing web site information and soliciting input from different stakeholders (i.e. parents, students, staff, and members of the public) to identify the kinds of information they are most likely to seek on the District s web site. The process for soliciting input may include on-line surveys, focus groups, or other methods recommended by the consultant. 2. Identify, organize and edit content on the home page and first-level pages based on information gathered from stakeholders (#1 above). Information should be grouped and presented in a logical manner and require no more than three levels of drill down. 3. Working with District staff in SharePoint 2010, design a new home page and new first-level pages, with a new look and feel to the web site that is easy for users to navigate and that carries a common theme from page to page. 4. Migrate identified existing content to the new web site. 5. Develop a data dashboard template and initial data dashboard using SharePoint Business Connectivity Services (SharePoint Server Enterprise 2010 and SQL Server 2008 R2). The data dashboard will display data pulled from the District s student management system (Aspen, a Follett Software company product) in a graphical format using business data web parts. 6. Provide an automated job posting feature. 7. Make a recommendation (with a rationale) about whether or not to update the web site in SharePoint 2010 or an alternative software platform. If the recommendation is to utilize a new software platform, please specify the software options you would recommend. Provide a quotation for developing the web site on the current SharePoint platform, with an alternative quotation for developing the web site on a new software platform. School web sites are not included in this scope of work. Page 3

Scope of Services The Nashua School District is interested in securing comprehensive web site consulting and design services providing the following scope of work: 1.

4 III. Proposal Specifications & Selection Proposals for consultation services must include the following information: 1. A general but detailed profile of the organization, including the location of the office from which services will be provided and the date of incorporation. 2. Prior experience in web site consultation and design similar to the scope of work specified here. 3. The education, experience and qualifications of consulting staff who will be completing this work (this information can be presented with resumes). Note: The project staff must know SharePoint 2010, SharePoint Designer, SQL Server 2008 R2, and Visual Studio. 4. A list of web site URL addresses which have been designed by the organization, and the names and addresses of at least five clients for whom similar services have been provided in the past, including any educational institutions; include telephone numbers and names of contacts for reference purposes. 5. A lump sum fee quotation (to include all reimbursable costs such as travel time, mileage, etc.) for redesigning the web site on SharePoint 2010, and an hourly fee schedule for work completed outside the scope of work. 6. An alternative lump sum fee quotation if the consultant is recommending developing the web site on a new platform. 7. A timeline and process for completing the scope of work, including a detailed proposal for how stakeholder input will be solicited (item #1 under Scope of Services). 8. The name, address and phone number of the firm and contact person for this proposal, with an authorized signature. Proposal respondents may be requested to provide a presentation and answer questions in front of a selection committee. Proposals will be evaluated based on the following criteria: 1. Expertise of the organization in providing the contract services requested as evidenced by positive references, prior experience with similar projects, and the quality of similar web sites designed by the firm. 2. Education, experience and qualifications of professional staff who will be assigned to the project, including knowledge of SharePoint and related software packages identified in the proposal above. 5 3. Overall quality of the proposal for services, and the degree to which the proposal provides the information requested. 4. Cost of services quoted. IV. Insurance Coverage The Consultant shall provide a certificate of insurance demonstrating general liability coverage and commercial vehicle liability coverage for bodily injury and property, and workers compensation coverage as required by state statute. Certificates of insurance must be filed with the Chief Operating Officer prior to providing services, and shall name the City of Nashua as an additional insured. V. Submission and Opening of Proposals 1. Proposals must be submitted in sealed envelopes clearly marked Web Site Consultation Proposal no later than 2:00 PM on Friday, January 18, Proposals may be mailed or hand delivered to the administrative offices of the Nashua School District located at 141 Ledge Street, Nashua, New Hampshire Faxed proposals will not be accepted. 3. All proposals will be opened at the above date, time and place, and will be available for inspection (and thereafter by appointment) by interested parties. VI.
