This graph shows the baseline data for total fatal and serious injury road crashes in the Wairarapa Region for the calendar years 2000 to The graph includes: fatal road cashes serious injury crashes defined by Land Transport New Zealand as anyone that goes to hospital as a result of being in a vehicle accident. accidents on local roads (council owned roads) and state highways. The data does not include: non-serious injuries where people do not go to hospital accidents on private land injuries to pedestrians and cyclists. There was a peak in 2003 in fatal crashes (i.e. 10) and the number dropped to two in 2005 and zero were recorded in As the numbers of fatal crashes are small any trends need to be viewed with caution as just one accident can have a significant impact on the figures. The serious injury figures are larger and are showing a general trend upwards. Road Safety Result Card 2

3 Stories behind the baseline data 1. Fatal and serious injury road crashes. Ministry of Transport has a national Road Safety Strategy Safer Journeys which identifies making The Safe System. The system includes safe: Roads and Roadsides Speeds Vehicles Road Use The Ministry of Transport have identified areas of high, medium and continued focus in terms of keeping the statistics as low as possible. The areas of high concern are: Reducing alcohol/drug impaired driving Increasing the safety of young drivers Safe roads and roadsides Safe driving speeds Increasing the safety of motorcyclists Areas of medium concern are: Improving the safety of the light vehicle fleet Safe walking and cycling Improving the safety of driver fatigue Addressing driver distraction Reducing the impact of high risk drivers Areas of continued and emerging focus: Increasing the level of restraint use Increasing the safety of older New Zealanders The local priorities identified by the Wairarapa Cluster 1, a working group to develop the Road Safety Action Plan reflect, in the main, the national priorities with the exception of improving the safety of the light vehicle fleet (not prioritised) and increasing the level of restraint use (high priority). The Wairarapa Road Safety Council, Road Safety Manager has acted as a link between the Wairarapa Cluster and Safer Wairarapa. 1 The Wairarapa Cluster includes: Masterton, Carterton and South Wairarapa District Councils in partnership with Police, New Zealand Transport Agency, Accident Compensation Corporation, Greater Wellington Regional Council and Wairarapa Road Safety Council, Road Safety Result Card 3

4 Local Road Safety Issues The three Wairarapa territorial authorities have different road safety issues. Based on the New Zealand Transport Agency briefing notes July 2010 i the data shows that the lead characteristics of accidents are as follows; Masterton DC Carterton DC South Wairarapa DC Loss of control Loss of control Loss of control at bends Alcohol (including Alcohol Alcohol and speed) Young drivers Young drivers Motorcyclists Motorcyclists Speed The three Councils all have road safety issues with loss of control. Motorcycle accidents and alcohol related accidents are a particular concern in Masterton and South Wairarapa. Young drivers in accidents are a concern in Masterton and Carterton. Overall Number of Injury Crashes for the last five years Masterton had a level trend in the total number of injury crashes over the last five years to July 2010, however in the last three years there is an upwards trend in injury crash numbers. There were on average 37 injury crashes per 100 million vehicle kilometres travelled (VKT). Carterton had a downward trend in the total number of injury crashes. There were on average 24 injury crashes per 100 million VKT. South Wairarapa had an upwards trend in the total number of injury crashes, in particular trending upwards is the serious crash trends. There were on average 27 injury crashes per 100million VKT. The Wairarapa Cluster has a Road Safety Action Plan for the period July June 2012 which has a number of work programmes which target the above identified areas. These include: Workshops and safety sessions that include a presentation by an innocent victim of a drink drive crash Great Mates Drive Sober Campaign Facilitating and supporting Students against Driving Drunk (SADD) Police targeted enforcement and education around speed, cyclists, fatigue and alcohol Road safety workshops Learner driver and their coaches workshops Managing all engineering work effectively, which helps ensure minimal disruption and maximum safety when roads change. Speed and loss of control campaigns Providing editorial and information to the public Investigating, planning and implementing signage for schools Conducting school zone and shared pathway education Monitoring speed with annual speed survey Motorcycle training sessions Motorcycle safety campaigns Developing and conducting cycle lane education Road Safety Result Card 4

5 Distributing and displaying resources around pedestrian and cycle safety Delivering Drive Safe programme Conducting driver fatigue campaign Conducting driver distraction campaign Community education and enforcement around child restraints Education workshops and resources for mobility scooters. Although the fatal and serious injury baselines are relatively small and in some areas have trended downwards, Safer Wairarapa has elected to continue to focus on road safety as a priority, as we don t want complacency and we want to achieve our desired result. As such, there s a continual need for driver education and enforcement as people enter different stages of their driving ability. Our Partners The current partners include (but will not be limited to) members of the Safer Wairarapa Coalition and Hub: Te Hauora Runanga O Wairarapa Inc (represents Community Alcohol Action Group) Wairarapa Family Violence Network Suicide Prevention, District Health Board Accident Compensation Corporation (ACC)* Wairarapa Road Safety Council* NZ Fire Service* Masterton Safe and Healthy Community South Wairarapa Safer Community Council (SWSCC) Masterton District Council* South Wairarapa District Council* Carterton District Council* Family Violence Response, Work and Income Wairarapa District Health Board (DHB)* Rangitane O Wairarapa Police* Ministry of Social Development (MSD) Wairarapa REAP (Rural Education Activities Programme) The Wairarapa Road Safety Council is working closely with Safer Wairarapa on this project. Member agencies of the Wairarapa Road Safety Council are marked with an * above and in addition also include: Automobile Association Cycling Wairarapa Wairarapa Organisation for the Older Person (WOOPS) Literacy Wairarapa Plunket New Zealand Transport Agency New Zealand Road Transport Association Idea Services Road Safety Result Card 5

6 What we propose to do from talk to action! The actions below are a series of new collaborative initiatives that have started this year. Action 1. Engage with the community through the Road Safety Council liaising with lead agencies Masterton, Carterton and South Wairarapa District Councils in partnership with Police, NZTA, ACC, GWRC and WRSC to finalize the Wairarapa Road Safety Action Plan. It will provide the basis for policy, implementation of plans; and their monitoring in order to reduce death and injury on Wairarapa roads. To be signed off by the above agencies the by March Lead contact Wairarapa Road Safety Council Child and youth focussed actions Although children injured through walking and cycling on the road has not been identified as a particular concern in the statistics, Safer Wairarapa acknowledge the need to keep educating and engaging young people in road safety as this is expected to have long term positive implications on the baseline data. Raising the awareness of children / young people can be an effective way to educate adults. The two programmes identified below are relatively low cost and are able to be used by different community groups. 2. A Jack the Kaka costume is to be made and used to educate children in Wairarapa schools and early childhood centres. This is a recognised road safety image already used in schools by the Greater Wellington Regional Council. Jack the Kaka will children s road safety questions and hand out information at community events. Made and in use by February A game called Walk and Wheel is to be produced by Wairarapa Road Safety Council. This is a giant board game with dice promoting safe cycling and walking. Made by June 2012 and in use at community events, school events and holiday programme. Wairarapa Road Safety Council Wairarapa Road Safety Council Loss of control, alcohol and young driver focussed actions 4. Workshops for Nonprofessional Driving Coaches and Young Drivers. Provide free workshops to take young drivers and their coaches through the stages of getting a license and encourage them to use the practice programme which encourages having 120 hours practical before advancing to restricted. It will be advertised on radio and print and promoted through driving instructors. Promotions to start in January Two half day workshops to be completed before New Zealand Transport Agency Road Safety Result Card 6

7 June 2012 with 24 expected candidates. Motorcyclist focussed actions 5. Provide low cost workshops for motorcycle riders that includes skills days, two workshops to be run before June Wairarapa Road Safety Council working collaboratively with Porirua, Upper Hutt, Lower Hutt, Kapiti and Wellington Councils to provide workshops across Wellington region. This reflects that many of the motorcyclists are visiting from other areas of greater Wellington. The workshops are to be promoted through Safer Wairarapa networks starting in February. 6. Safety warning sign to be erected on the Rimutaka Hill warning motorcyclists to take care as many motorcycle accidents happen on this road. To be in place by December Sign will state: Stay upright and survive. Wairarapa Road Safety Council Police Alcohol related actions 7. CAAG and WRSC are committed to developing their relationship to include sharing of resources for community education programmes and demonstrations. They will work together encouraging sensible drinking and providing courtesy cars through things like the Sports Accreditation Programme (see details in Alcohol and Other Drug Result Card). Community Alcohol Action Group Elderly driver focussed actions Wairarapa has a higher proportion of elderly per population base than similar territorial authorities. People are continuing to drive to an older age and travelling more kilometres. Thus they have been identified as a group that Safer Wairarapa wishes to target. 8. Staying Safe programme. This programme provides refresher driving lessons for the elderly. In October 2011 an introductory presentation by a driving instructor about staying safe on the roads was provided in Masterton at an Aging With Attitude day. The programme is available on-line for people to select appropriate modules. It will continue to be promoted by WOOPS working with RSC and Safer Wairarapa to promote it to a wider elderly audience. Recognising that some older people may not use / have access to computers, the programme is designed for facilitators to take people through the dvds and worksheets. Workshops are expected to be held throughout the Wairarapa between February and June Wairarapa Organisation for Older Persons (WOOPS) Road Safety Result Card 7
