1 EXECUTIVE VICE CHANCELLOR FOR ACADEMIC AFFAIRS SEARCH POSITION SPECIFICATION Indiana University East invites nominations and applications for the position of Executive Vice Chancellor for Academic Affairs. The Executive Vice Chancellor exercises broad responsibilities for all aspects of the academic and student life dimensions of the campus in coordination with Chancellor Kathryn Cruz Uribe and other university leaders. IU East seeks a dynamic, innovative and collaborative leader to guide the next stage of excellence in the university s development. INDIANA UNIVERSITY EAST: AN OVERVIEW Indiana University East is a regional campus of Indiana University in a rural setting, with an enrollment of over 4,700 students (Fall 2015). Of these students, 97 percent are undergraduates and 38 percent are part time. Ninety four percent of IU East s freshman class is traditional aged students. A large percentage of students work full time. Many are first generation college students; many are raising families. Just over 65 percent are women; and 12.7 percent are from minority populations. Indiana University East leads the region as the premier four year and master s public institution in eastern Indiana and western Ohio. IU East is both a traditional campus that excels in innovative learning options, and a virtual campus with select online degree completion programs. Its customized bachelor s and master s programs anticipate the growing needs of citizens in the region, state, and nation. The campus welcomes students, faculty, and staff from a wide diversity of backgrounds and cultures. IU East s faculty members lead the community through their national accomplishments. Their teaching/learning innovations and their research, scholarship, and creative activities continue to enrich the citizens of the region, state, and beyond. History Indiana University East was established by the Indiana University Board of Trustees as a regional campus on July 1, With funds raised by area citizens, the trustees purchased 182 acres of land in Richmond near the junction of U.S. 27 and Interstate 70. Today, IU East remains on the same scenic campus and includes four academic buildings: Whitewater Hall, Hayes Hall, Springwood Hall, and Tom Raper Hall. The 2

3 campus is currently constructing its fifth building, the Student Events and Activities Center, to promote student success through programming in health and wellness, physical education, athletics, student activities and special events. IU East has over 8,000 living alumni residing within a 17 county service area in Indiana and Ohio. Faculty IU East has over 462 faculty (including adjuncts) in the Schools of Business and Economics, Education, Humanities and Social Sciences, Natural Science and Mathematics, Nursing, and Social Work. The student to faculty ratio is 15:1, allowing students to work individually with faculty on research and creative projects. The average class size is 20 students. Faculty have received honors and recognition by Indiana University, IU East, and higher education or professional organizations for teaching excellence. Among the faculty are Fulbright Scholars, published authors, and artists. Faculty members have first hand, professional experience in the fields in which they teach. Faculty are active in professional societies, present at annual meetings and conferences nationally and internationally, and publish in refereed and juried journals. Tenured and tenure track faculty have terminal degrees in their field of study. The minimum qualification for lecturers and clinical faculty members is a master s degree in their respective teaching area. Candidates for faculty positions are closely screened and evaluated so that the best match to IU East needs and expectations can be secured. 3

4 INDIANA UNIVERSITY EAST MISSION STATEMENT Indiana University East, a regional campus of Indiana University, offers residents of eastern Indiana, western Ohio and beyond a broad range of bachelor s degrees and selected master s degrees and certificates through its traditional main campus in Richmond, off campus sites, and online program options. Approved by Indiana University Board of Trustees on February 19, 2010 INSTITUTIONAL STRENGTHS Indiana University East has many points of pride: Academic programs/schools School of Business and Economics: In addition to its academic programs for undergraduates and graduates, the School of Business and Economics serves as a resource for the university and the region through its centers including the Business & Economic Research Center, the Center for Leadership Development, Center for Entrepreneurship and the Center for Economic Education. Additionally, faculty participate in the IU Business Outlook Forum to provide local economic forecast for the coming year. School of Education: The School of Education prepares today s teachers for the classroom through academics, field experience and for licensing exams. The school ranked as one of the top public universities producing the most effective teachers in Indiana in , the first year for statewide teacher evaluation by the State Board of Education based on performance standards. School of Humanities and Social Sciences: One of IU East s largest schools, 40 percent of all classes taught are in HSS. The School explores the many dimensions of the human condition through teaching, scholarly and creative activities, and service. The school is proud of its community connections, and hosts an art gallery and student space in downtown Richmond, and has just launched a Community Engagement Series featuring faculty experts and community partners. 4

5 School of Natural Science and Mathematics: The School of Natural Science and Mathematics challenges students to think critically, analytically, and creatively while providing students with cutting edge research and independent research opportunities. Students start gaining experience in research right away, typically in their freshman year. The school offers several options for majors that will lead to graduate school or into a variety of careers ranging from public health to urban development to biology and mathematics. School of Nursing: The School of Nursing prepares students for one of the nation s fastest growing, demanding professions: nursing. The School of Nursing has RN to BSN programs available at the Richmond campus as well as off campus locations at the Danielson Learning Center in New Castle, in Lawrenceburg and Madison, Indiana, and at Good Samaritan Hospital in Dayton, Ohio. Recently, Indiana University came in seventh on a list of the top 50 online Registered Nurse to Bachelor of Science in Nursing (RN to BSN) programs in the U.S. by College Choice. IU East joined the nursing consortium in September 2010 to provide an online option for registered nurses who are interested in earning a bachelor s degree. IU East is a leader in online education. Online programs offer the prestigious high quality of an Indiana University degree to students throughout Indiana, nationally and internationally. Students who have completed two years of undergraduate study may complete their degree online, allowing students the freedom to finish their degree online while providing more flexibility for work or life schedules. IU East offers 11 options for students to complete their bachelor s degree online in: English with an emphasis in Technical and Professional Writing, Mathematics, Natural Science and Mathematics with a Mathematics Concentration, Communication Studies, Business Administration, Criminal Justice, Political Science, Psychology, General Studies, Applied Science, and an RN to BSN Mobility Option. IU East also offers a Graduate Certificate in Composition Studies and a Graduate Certificate in Mathematics. IU East is currently constructing its fifth building on campus, the Student Events and Activities Center. The campus and community have generously given to this project through their support and funding. The facility will promote student success through a comprehensive offering of programming in health and wellness, physical education, athletics, student activities and special events. In 1971, the Indiana University Board of Trustees established IU East in partnership with area citizens. Today, IU East maintains the valuable relationship with the community by acting as A Steward of Place, symbolizing 5

6 the university s deep commitment to the community and region it serves. This includes a commitment to a student centered culture, to serving traditionally underserved populations, and to research and service to advance the economic and cultural development of the region. IU East is committed to providing students with a wide variety of experiences in and out of the classroom. The service learning program at IU East unites students, faculty and staff to provide a positive impact to the community. The service learning program has received recognition by being named to the President s Higher Education Community Service Honor Roll by the Corporation for National and Community Service, the highest federal recognition a school can achieve for its commitment to service learning and civic engagement. Each year, students have the opportunity to travel and study abroad. Academic course based international trips for students have included Italy, Argentina, Belize, England, Spain and France. Students experience new cultures, explore historic landmarks, observe different civilizations, and to visit new places and cities. In addition to study abroad, IU East offers students opportunities to travel within the United States to gain knowledge and skills in their academic programs or professional interests as well as to provide service. The School of Nursing takes students to Chinle, Arizona, New York and Washington, D.C. to immerse students in community medicine and diverse cultures. Students provide services such as conduct flu vaccination clinics, provide health information to families, or work in food pantries and prepare meals in soup kitchens. In addition, students also get to travel and explore the areas in which they are staying. Students at IU East are encouraged to explore, discover and research to enhance their academic experience as well as prepare for graduate school or a career. Students can begin early in their academic career to research in the lab or field and creative projects. Students work alongside faculty or are mentored on their individual projects. Each year IU East hosts Student Research Day recognizes the research, scholarly and creative work of our student scholars. IU East proudly holds the second largest art collection of all IU campuses. IU East art galleries include The Gallery, Meijer Artway and the Community Room in Whitewater Hall, the Art Collaborative in the School of Business and Economics in Springwood Hall, and Room 912 located on Main Street in downtown Richmond. 6

7 Today s graduates are looking for opportunities to stand out as they begin their journey to finding a career after college. IU East helps prepare students by providing internships for pay or credit to gain relevant work experience, to make connections with potential employers, and to network with peers in their chosen industry. IU East has experienced remarkable growth in its enrollment since 2007, more than doubling in size. In May 2014, IU East conferred 715 baccalaureate degrees and 34 master s degrees. By comparison, in 2005, the university conferred 156 baccalaureate degrees, 86 associate degrees and no master s degrees. IU East no longer offers associate degree programs and conferred its final four associate degrees in When a student graduates from IU East, they join an alumni network of over 8,000 graduates. With over 80 percent of our alumni remaining in the region to work and live, that is one strong pack. IU East provides $52.9 million through its economic impact on the region. The figure was released by Indiana University with Tripp Umbach in February Additionally, IU East faculty, staff and students provide more than $3.7 million annually in charitable donations and volunteer services including $820,000 donated to local charitable organizations. As a campus, IU East has provided nearly $2.9 million in value of volunteer time to area communities. IU East athletics teams have produced 11 team conference championships, 32 individual conference championships, eight NAIA national tournament appearances, 172 academic all conference honorees and 45 Daktronics NAIA Scholar Athletes. Sports can be found year round while IU East s student athletes compete in 11 varsity sports (the most of any IU regional campus) including men s and women s basketball, men s and women s golf, men s and women s cross country, men s and women s outdoor track and field, men s and women s tennis, and women s volleyball. IU East launched intercollegiate athletics in 2007, joining the National Association of Intercollegiate Athletics (NAIA) and becoming the Red Wolves in

8 ENROLLMENT AND ACADEMIC PROGRAMS Indiana University East serves over 4,500 students; more than 65 percent receive financial aid, need based loans, or scholarships; over 60 percent are women; and 12 percent are from minority populations. Overall the student body has 4,430 undergraduates and over 140 graduate students. Enrollment increased in Fall 2015 to a record setting level, and enrollment has doubled since Over 50 degree program options for undergraduates and graduates are offered through eight schools: Business & Economics, Education, General Studies, Humanities & Social Sciences, Informatics, Natural Science & Mathematics, Nursing, and Social Work. Graduate programs include Management, Education, English, Teaching Mathematics, Nursing, and Social Work. The Honors Program provides an intellectually enriched curriculum for highlymotivated students. Students can gain valuable experience through the research opportunities, service learning and internship programs available at IU East. Students can also travel internationally through the Study Abroad Program. Indiana University East offers programs in Lawrenceburg, New Castle, and Connersville, Ind. At Lawrenceburg, IU East offers five bachelor s degree completion programs and the M.S. in Education. IU East and Ivy Tech Community College of Indiana Southeast in Lawrenceburg have partnered to offer RN to Bachelor of Science in Nursing and Bachelor 8

9 of Science programs in Elementary Education, Psychology, Communication Studies, and Business Administration. The Danielson Center in New Castle provides educational opportunities for residents of Henry County and surrounding areas. The Connersville Center also provides education to students from Fayette, Franklin, Rush and Union Counties. Students at both of these centers can begin their general requirement courses before moving to the Richmond campus. In addition, IU East offers a business program in Madison in partnership with Ivy Tech Community College Southeast and a nursing program in Dayton, Ohio, in partnership with Good Samaritan Hospital. ACCREDITATION Indiana University East has been continuously accredited by the Higher Learning Commission of the North Central Association of Colleges and Schools (HLC) since Indiana University East received continued accreditation by the HLC in the spring of The HLC s next comprehensive evaluation of IU East will take place in

10 ADDITIONAL ACCREDITATIONS The School of Business and Economics is accredited by the Association of Collegiate Business Schools and Programs (ACBSP), and is currently seeking AACSB accreditation. The School of Education undergraduate programs are accredited by the Council for the Accreditation of Educator Preparation (CAEP) (formerly the National Council for Accreditation of Teacher Education (NCATE). The Bachelor of Science in Nursing (and RN to BSN mobility option) program is accredited by the Indiana State Board of Nursing and the National League for Nursing Accrediting Commission. The Bachelor of Social Work and Master of Social Work programs are fully accredited by the Council on Social Work Education (CSWE). IU East operates in a highly competitive marketplace. The next executive vice chancellor will be expected to determine an appropriate strategy to enhance programs and raise the profile and reputation of the university regionally and nationally. GOVERNANCE The IU East campus values its tradition of collegial shared governance. The chancellor and other key administrators work closely with faculty to ensure the governance system operates effectively and collaboratively. The new executive vice chancellor will foster a climate that welcomes free speech, in which inclusive deliberation leads effectively to wellreasoned, sound decisions. IU East is a regional campus of Indiana University. IU is not a system, but a single university with eight campuses. IU is led by one president, Dr. Michael McRobbie, and a single Board of Trustees. Academic degrees are granted by the university, and the university establishes fundamental policies across all functional areas. In several areas, especially academics, IU has traditionally provided individual campuses with considerable flexibility in applying university policy to campus mission and regional setting. 11 FINANCES, FACILITIES, AND FUNDRAISING The operating budget is approximately $43 million. The annual general fund budget is approximately $33 million, derived from approximately 65% tuition and fees and 39% from the state appropriation. In recent years, the level of state support has declined to its current level. The state has managed to weather the recent economic downturn well, limiting the negative impact on the university. The State of Indiana has recently adopted a system of performance based funding for public institutions, with an emphasis on outcomes generally, and on time degree completion in particular. The system is in its infancy, and the new chancellor will undoubtedly experience changes in the system over time. To date, IU East has benefitted from the state s performance funding formulas. Fundraising IU East has made substantial progress in developing a strong fundraising and development operation in the last few years, which has included a successful campaign to help fund the new Student Events and Activities Center. A very high percentage of faculty and staff contribute to the annual campaign. Technology IU East provides up to date technology to all faculty, staff, and students. All faculty and staff computers are replaced every three years through life cycle funding, as are the computers in the student computer labs. Classroom technology helps faculty to be more 11

12 successful educators. In this regard, all general purpose classrooms have been converted to some level of smart classroom. Students and faculty can download a wide variety of software applications from the IT website through IUanyware, either free of charge or for a nominal cost, and can use cloud computing to stream software to any computer using IUanyWare. These are important initiatives that allow faculty and students to have programs on their home computers that are compatible with those on campus. IU East supports professional development designed to facilitate teaching in a variety of learning environments, including online learning. Facilities IU East has four academic buildings including Whitewater Hall, Hayes Hall, Springwood Hall, and Tom Raper Hall on its scenic Richmond campus. Ivy Tech Community College Richmond is co located on the campus, and the institutions partner in a variety of areas, including facilities such as the library. INDIANA UNIVERSITY: AN OVERVIEW With eight campuses serving more than 115,000 students, Indiana University is one of the nation s oldest and largest state universities. It was founded in 1820, only four years after Indiana achieved statehood. More than 80 percent of Indiana s population lives within 50 miles of one of IU s eight campuses. Governance of Indiana University is maintained by nine Trustees of Indiana University, who are charged with policy and decision making authority, granted by the Indiana 12

13 General Assembly, to carry out the programs and missions of the university. Of the nine Trustees, the Governor of the State appoints five and the alumni elect three. A full time student, appointed by the Governor, fills the ninth slot for a two year period. The university is administered by President Michael McRobbie and other university officers, with a chancellor on seven of the campuses and a campus provost at Bloomington. In addition to the campus in Richmond, Indiana University is comprised of two core campuses: Indiana University Bloomington and Indiana University Purdue University Indianapolis. Indiana University also includes the following regional campuses: Indiana University Northwest (Gary), Indiana University Kokomo, Indiana University South Bend, Indiana University Southeast (New Albany), and Indiana University Purdue University Fort Wayne. IU operates year round with two academic semesters and summer school programs of varied lengths, depending on the campus. In , more than 20,000 degrees were awarded throughout the university. IU has more than 9,000 full time faculty or lecturer rank appointees and generates nearly 1,300,000 credit hours annually. Approximately 75 percent of all students are Indiana residents. The total university budget for is over $3.14 billion, coming from the Indiana General Assembly, student instructional fees, student housing and dining income, government and private gifts and grants, revenue from hospitals, and other income from sales and services. IU has more than 580,000 alumni living in all 50 states and 139 foreign countries. The IU Foundation is a not for profit corporation that serves the University by soliciting and receiving gifts, administering funds, and managing assets. Depending on gift restrictions, funds may be earmarked for the exclusive use of an individual campus. One of the major functions of the University is basic research, a key component of scholarship and teaching. The eight campuses offer more than 1,000 IU degree programs. Current enrollment is nearly 115,000. Two out of every five undergraduates at public universities in Indiana are IU students. IU provides thousands of services for the people of Indiana. Over the past 10 years, total full time equivalent enrollments at the campuses have increased by more than 20 percent. Two thirds of faculty members time is spent teaching, the other one third is spent in research and service activities. 13

14 The president is appointed by the trustees to be chief executive of the university. Dr. Michael A. McRobbie became Indiana University s eighteenth president on July 1, Dr. McRobbie became IU s vice president for information technology in 1997, and he led the university to national leadership in that field. In May 2003, he took on additional responsibilities as vice president for research. IU East is poised to address the opportunities and challenges over the near term future as it seeks to continue its impressive track record of growth and evolution into a dynamic comprehensive university. Listed below are several challenges and opportunities that relate to the leadership role of the administration and the new Executive Vice Chancellor. Leading in Changing Times. IU East has enjoyed considerable success over the past decade in advancing its academic profile and rankings. Like many other colleges and universities, IU East operates in a very competitive environment, one that has become even more challenging in recent years with a lagging economic recovery, regional demographic declines, increased competition and diminished state financial support. The Executive Vice Chancellor will play a leadership role in helping IU East focus on new and revitalized academic programs and modes of delivery and the diversification and expansion of revenue generating activities while also continuing its focus on student success and providing a high quality education in the context of affordability. Building and Sustaining Relationships. IU East is an open, collegial community of faculty, students, staff and administrators, committed to working together in an atmosphere of respect and common purpose. A commitment to shared governance, collaboration and partnerships serves as the foundation for a unified vision for the institution. The Executive Vice Chancellor will have an opportunity and responsibility to model these values, sharing information broadly, engaging others in meaningful dialogue and ensuring effective and timely decision making and action. Maintaining Academic Excellence. IU East has gained a reputation for high quality academic programs, online as well as in the classroom, and experiential learning opportunities, providing students rigorous and relevant programs of study that bridge the theoretical and practical; expand students intellectual, cultural and personal 14

15 horizons; and develop leadership skills. The Executive Vice Chancellor will work closely with faculty and administrators in the continued support of these important priorities in the years ahead. Enhancing Teaching. As a regional comprehensive university, IU East prides itself on the quality and centrality of teaching and learning and the role of assessment in sustaining a culture of continuous improvement. The Executive Vice Chancellor will continue to provide leadership of IU East s student learning outcomes assessment process in support of ongoing curricular reform and renewal institution wide learning objectives and competencies. Enhancing Scholarship and Creative Work. IU East also prides itself on the role of scholarship and creative work in supporting and enhancing the University s mission. Achieving balance between teaching and scholarship and/or creative work is challenging and dynamic. The Executive Vice Chancellor will continue to promote this balance and will facilitate the acquisition of grants, scholarships, and travel funds to further enhance scholarship activities. Improving Academic Student Success. Recruitment and retention are keys to IU East s ongoing progress as important components of an effective enrollment management approach. The Executive Vice Chancellor will oversee Academic Affairs as well as the Student Affairs functions of the campus, with the aim to enhance collaboration and improve the university s ability to recruit and retain talented students, fostering active and engaged learning and supporting their academic and developmental success. As demographics shift, IU East will need to enhance learning for on campus undergraduate and graduate, traditional and non traditional students. Strategies to enhance enrollment, maintain state of the art technology, provide professional development for faculty, and develop new and innovative ways to deliver courses in order to maintain a high level of competitiveness will be essential all the while, recognizing the essential core of faculty interacting with students face to face, particularly in undergraduate education. Articulating the Identity of the University. The Executive Vice Chancellor will partner with the Chancellor, the Vice Chancellor for External Affairs and the Vice Chancellor for Administration & Finance, to play a major role in promoting the strength of IU East s programs and services to its various constituencies, particularly to current and potential students at the undergraduate and graduate levels. Numerous opportunities exist for the Executive Vice Chancellor to contribute to the continued development of an effective communication and marketing strategy to help position the university and its academic programs locally, regionally, nationally, and globally. Continuing to improve Online Education. Already an established point of pride for IU East with 13 online bachelor s degree completion programs and certificates, the Executive 15

16 Vice Chancellor will collaborate with the faculty, among other constituencies, to continue to improve online education, both in terms of enrollment and quality of education. Additionally, the Executive Vice Chancellor will need to help develop a vision and a strategy to continue to grow IU East s online success, while coordinating with the new IU Online programs. At IU East, several efforts have been implemented to foster diversity. These include new programs and services designed to address the needs of a diverse student population; activities and events that celebrate different cultures and perspectives; the establishment of a Diversity Commission that considers diversity related concerns on the campus, and the appointment of a Chief Diversity Officer who reports directly to the Chancellor. Much progress has been achieved in enhancing diversity at IU East, but more work is needed. The Executive Vice Chancellor plays an important role in fostering diversity in all its forms across campus. POSITION REQUIREMENTS AND QUALIFICATIONS The Executive Vice Chancellor for Academic Affairs will serve as the chief academic and student affairs officer of IU East. The Executive Vice Chancellor reports directly to the Chancellor, and serves in her absence as the institution s senior administrative officer. The Executive Vice Chancellor will be an effective academic leader committed to preserving and enhancing the quality of academic programs and support services and will be responsible for the overall direction, coordination, and evaluation of the division. Additionally, the Executive Vice Chancellor will be accountable for all personnel and budgetary matters for all units within his/her area of responsibility. The Executive Vice Chancellor must work constructively with other members of the cabinet and serve as an advocate for IU East. The areas and positions reporting to the Executive Vice Chancellor include the five deans of degree granting schools, the Dean of Students/Campus Life, Academic Support Services, Admissions, Career Planning and Placement, the Center for Teaching and Learning, Financial Aid and Scholarships, Graduate and Extended Education, Regional Sites, Student Records, Retention and First Year Programs, Student Support Services, and the University College. 17 personnel and budget (approximately $5.7 million) in the instructional and academic support areas; Providing leadership in maintaining the highest academic standards and working closely with academic deans, program directors, faculty, staff and student leaders to provide quality educational programs and services consistent with IU East s mission; Providing strategic direction and leadership for the university enrollment management efforts; Providing leadership to develop and implement new efforts towards improving student success and retention; Promoting, supporting and encouraging excellence in teaching; Promoting, supporting and encouraging research and scholarship; Providing strong leadership and vision in shaping and delivering on IU East s commitment to online education; Promoting, supporting and encouraging the professional development of staff and faculty; Leading and supporting the institution s commitment to inclusive excellence in higher education; Leading the process of faculty personnel decisions and preparing appointment, rank, and tenure recommendations, and sabbatical leave recommendations, for action by the Chancellor, President and the Board; Representing the university with appropriate external agencies and organizations regarding academic programs and standards; and representing the institution externally in the community, region, and state; Directing the development and management of the Academic Affairs budget and reviewing and analyzing activities, costs, and operations to determine Academic Affairs progress toward stated goals and objectives; Representing IU East on internal, community, state, system, and national committees. 17

18 Required qualifications for this position include: An earned doctorate or other appropriate terminal degree; A distinguished record of teaching and scholarship, and eligibility for a tenured appointment at the rank of full Professor; A proven track record of successful development and/or management of a multicultural environment on campus, including the recruitment and retention of diverse faculty, staff, and students; A demonstrated commitment to academic excellence; and Successful experience in higher education at senior management and leadership levels. Preferred qualifications include: Knowledge of the goals, objectives, and operations of a comprehensive public university; Creativity and proven implementation skills necessary for quality curricular and other innovations, reforms, and modifications, along with experience working with student affairs; Significant and successful experience in higher education administration including budgetary and personnel responsibilities, accreditation, strategic planning, grant writing or obtaining grants for university operations, and academic program development; Evidence of a commitment to uniting diverse academic disciplines, with their multiple forms of scholarship, creative production and pedagogy, into the common endeavor of empowering students to advance their personal goals; Exceptional interpersonal skills and the ability to interact effectively and decisively with senior academic leadership, faculty, students, staff, donors, and external constituencies; A deep appreciation of and support for shared governance; 18
