1 Page 1 of 5 UMKC Online Online Course and Program Development Proposal Agreement and Guidelines Dear Applicant(s): UMKC Online is offering financial support to academic and continuing education units for the following elearning development projects: Development of online minors. This can be for the development of new online minors or conversion of existing minors into online formats. Development of new fully online programs or conversion of existing programs into online formats. Development of new fully online courses or course sections that help units to more effectively implement online strategies for program delivery. Priority will be given to those courses with the greatest potential to positively impact student recruitment, retention, and degree completion rates through online delivery. Conversion of existing courses or course sections into online formats. Priority will again be given to those courses with the greatest potential to positively impact student recruitment, retention and degree completion rates. Enhancement of existing face-to-face or hybrid courses to incorporate elearning strategies and technologies into the curriculum. This includes the development of flipped or hybrid courses. Funding typically ranges from $2000 to $5000 per developed or converted course and is negotiated based on institutional needs and available funds. Proposals are accepted on a rolling basis. Funding can include but is not limited to: stipends, course release, supplies and equipment, specialty software or licenses, marketing, and department overhead to support development and program delivery. A proposed budget must be included as part of this proposal. Proposal Steps 1. Review the Terms and Conditions of this agreement. 2. Consult with UMKC Online about available funds and priorities. 3. Prepare a brief (one to two page) written proposal indicating the need for the course(s) or program to be converted or developed into an online format or enhanced with elearning technologies, the timeline for completion of all course and program development, and a statement on how funding will support the online strategy and strategic goals of the department related to student recruitment, retention and degree completion. 4. Prepare and include a budget and budget justification. 5. Submit the written proposal, budget, and the signed terms and conditions document to Molly Mead at MeadMo@umkc.edu.
2 Page 2 of 5 Terms and Conditions This Agreement outlines the conditions, requirements, and process for funding and completion of the online course or program. To complete the Proposal Agreement, read carefully and obtain signatures of persons involved in and approving this course or program for online development or revision. Submit this signed Agreement along with the written proposal to Molly Mead at meadmo@umkc.edu. FUND AWARDS Funds awarded through this initiative will be transferred directly to individual departments or units for disbursement. A MoCode must be included as part of this proposal. Compensation to faculty or course developers can be offered either as a stipend through payroll with a 35% deduction for benefits or deposited into a UMKC faculty research account. If the faculty research account option is selected, benefits and taxes would not be removed and all of the UMKC policies related to the use of the account would apply. Funding can include but is not limited to: stipends, course release, supplies and equipment, specialty software or licenses, marketing, and department overhead to support development and program delivery. A budget and budget justification must be included as part of this proposal. CONDITIONS AND PROCESS FOR TRANSFER OF FUNDS Funds are transferred in two installments. The first 50% of the funds will be transferred to the appropriate department or unit after the course developers have: 1. Met with UMKC Online instructional design staff for an initial consultation. During the consultation, developers will receive a copy of the UMKC/Quality Matters (QM) Higher Education online course development rubric, establish a course development plan and timeline, and identify any specialty training, software or support needs. 2. Enrolled in the online instructor certification training course through UMKC Online. This is a short course introducing developers and online instructors to the elearning technologies and instructional best practices adopted by UMKC. Developers completing the course will be certified to teach online at UMKC. Completion of the certification program or online orientation is a requirement to teach online beginning in the Fall semester of Note: If the developer is already certified through UMKC Online within the last three years, the requirement to enroll in and complete the certification will be waived. 3. Completed at least one online course module such as the course introduction or first week's instruction and activities. The second 50% of the funds will be transferred after the course or courses have been reviewed and certified as meeting the UMKC Online/Quality Matters standards for online course delivery. Note: As a condition of the funding, it is expected that the course(s) will be regularly scheduled and be available to all qualified students. The developed course may be taught by additional faculty based on the operational needs of the school and department. COURSE DEVELOPMENT TIMELINE The proposal must include a development timeline. The course(s) must be completed and certified with all content loaded into the Blackboard LMS four weeks before the course start date (i.e., the first day of the term in which the course is offered). Failure to meet this final deadline may result in a reduction or loss of funding. Note: Depending on the availability of funds and at the discretion of UMKC Online, a unit may receive a development bonus of up to 10% of the total awarded amount. Use of bonus funding must adhere to UM System and UMKC fiscal policies. To be eligible for a development bonus, all courses must be completed, certified and ready for deployment within the specified development timeline.
3 Page 3 of 5 QUALITY ASSURANCE The developer is expected to follow the UMKC/Quality Matters (QM) Higher Education rubric standards throughout the course development process. The UMKC Online team will provide the developer a copy of the full UMKC/QM rubric at the initial consultation and will be available throughout the development process to assist the developer in meeting the standards described in the rubric. At the completion of course development, UMKC Online will review the course and provide a certification score and evaluation to the developer and unit. As a reminder, all courses must be certified to be taught online through the UMKC/Quality Matters review before final payment is released. COURSE CONTENT AND MATERIALS Course content and rigor will be academically appropriate for its designated course number and will include all necessary learning materials required for course completion, including a syllabus with student learning outcomes, course expectations, lectures, required lessons, assignments, examinations and other assessments with answer keys, all rubrics, and any other study materials deemed necessary, beneficial, or appropriate. Course content and all course materials, including textbooks, must be current and pedagogically viable for approximately three years. The course must be approved to be taught online through the appropriate department or college curriculum review process. ADA COMPLIANCE Course content will be designed whenever possible using the accessibility requirements of the Americans with Disabilities Act (ADA) and Section 508 of the Rehabilitation Act. INSTITUTIONAL SUPPORT UMKC Online will partner with the course developer and academic unit to provide the support and consultation that is needed by the developer to successfully design, certify and deploy the proposed online courses. This includes training in the use of Blackboard LMS and integrated educational technologies approved for use at UMKC, consultations on pedagogy, and instructional design. INTELLECTUAL PROPERTY Under current University copyright policy, the University retains ownership of works produced in the scope of employment, including works produced for online instruction. (Refer to For the purpose of this agreement, UMKC defines works as being the completed and certified online course. The developed course will become a part of UMKC's online course repository. The course developer grants to UMKC the rights to use, reproduce, and modify the course as part of the academic programs at UMKC and acknowledges that the course may be taught by additional faculty within these programs based on the operational needs of the school, department or other academic unit. UMKC retains the right to use the course royalty free. The course developer retains ownership of the individual content elements developed for the course and grants UMKC the right to use these materials royalty free as part of the developed and certified course. The course developer may publish the course materials, build and teach the course at other institutions, and distribute the course materials to the public without requiring consent of or payment of royalties to UMKC.
