2 1. Introduction 1.1 This communications plan supports the ACPO and Dorset Police traffic incident plans. These plans are restricted and not for public distribution. In the event of an emergency they will be accessible to communications professionals via emergency planning leads. 1.2 Dorset Police is the lead communication responder, until such a time as a multi agency approach is required or the investigation is handed over to the appropriate agency, i.e. Air Accident Investigation Branch (AAIB), British Transport Police (BTP), Marine Accident Investigation Branch (MAIB) or Highways Agency. Gold will make a decision on the lead agency. 2. Definitions 2.1 For the purposes of this communications plan, a major transport accident is defined as a local accident, often involving the transport of fuel/explosives, and would include road, rail, air and marine incidents with the following potential outcomes: Up to 30 fatalities and up to 20 casualties within the vicinity of an accident/explosion; Area requiring evacuation with up to 1km radius depending on substances involved; Release of up to 30 tonnes of liquid fuel into local environment, watercourses etc.; Large quantities of fire fighting media (foam) impacting on environment; Roads and access routes impassable for a time; Emergency access into/out of large populated areas difficult or impossible. 3. Activation 3.1 Major incident in progress. MCOP invoked by Gold. Communications Plan Major Transport Accidents Page 1 of 10

Messages (see Appendix 1) 4.2 Below is a table that outlines key issues and areas of responsibility for comms professionals around the table i.e. To get information from their organisations to inform messages. 4 5. Communication Activity 5.1 There are two key groups of audiences at whom information is targeted: The public or communities within any cordon set up for the incident. This will include casualties and those suffering shock as well as emergency service staff and officers at the scene The public at large. It is important that everyone knows what to do, and how to reduce the risks for themselves, family members and friends, especially older ones. 5.2 The following communications action plan outlines how each audience will be communicated with at each level. 6. Stakeholders 6.1 The following list acts as a prompt for the initial meeting where targeted messages will be developed and channels agreed Internal The communications lead for the event should ensure that silver cell representatives distribute agreed messages to the following groups. 8 Appendix 1: Pre Prepared Media Messages/information A1.1 Messages for media cell operatives: A1.1.1 Ascertain: Who is the Incident Commander? Contact details needed (available through Dorset Police Control Room or Gold Command). Define the type of accident and extent of the damage. The Incident Commander will be in touch with emergency services at the scene and the relevant investigating authority. S/he will be able to give hazard specific information, ascertain the potential risk to stakeholders and issue initial public safety advice. A1.1.2 Stick to safe and unsafe information guidelines Safe list elements include: exact time and date of the incident location (affected area only house numbers/names may identify affected individuals) extent of the damage associated road closures confirmation of arrival at the scene other agencies involved/at the scene number of people rescued (if appropriate) confirmation of whether the cause of the accident is under investigation and by whom factual points of note/interest to the media without releasing any protected information Protected ( unsafe ) information would not be disclosed under normal circumstances and includes: confirmation and identity of any fatalities, unless a major incident has been declared (Gold will sanction) identity of any persons involved in an incident Communications Plan Major Transport Accidents Page 7 of 10

9 location of sensitive premises (for example, women s refuge, asylum seekers centre) identity of a person or persons involved in an incident who may be subject to subsequent prosecution information relating to possible causes of death (this will result from a coroner s investigation and report) information relating to incidents in central government establishments such as prisons or young offender s institutes, MOD grounds (confirmation of attendance is sufficient) information concerning Dorset Police staff, operational tactics, vehicles or equipment suspected or known medical condition of persons involved (such as, epilepsy, mental health issues, physical disabilities - it is sufficient to say the victim was a wheelchair user for example) Media cell operatives must use their discretion and guidance from Gold as to whether to contravene guidance around the disclosure of unsafe elements. A1.2 Messages/information for the public: The number for the public to use if they are concerned that they have family members or relations involved in this incident is xxx. Witnesses and anyone with information should call Dorset Police in confidence on 101 or Crimestoppers, anonymously, on Members of the public should seek alternative routes to avoid road closures. Plan your journey before you start it, and check for any incidents on your planned route before you leave. Listen to radio for traffic bulletins, and keep your sat-nav updated if it receives traffic updates. We would like to thank the public for their continued understanding and cooperation in relation to disruption caused as a result of the incident. Members of the public are asked to avoid the area due to the danger of scattered debris and the need to preserve the scene for investigation. 10 Everything that can be done is being done to minimise any further risk to people and property A1.3 Messages for public (pre-event, general safety messages): Plan your journey before you start it, and check for any incidents on your planned route before you leave. Listen to radio for traffic bulletins, and keep your sat-nav updated if it receives traffic updates. No excuse road safety messages: There are no excuses for bad driving or riding. This includes: exceeding the speed limit; careless or reckless driving/riding, such as overtaking, not keeping a safe distance, etc; being distracted by using a mobile phone, eating/drinking, smoking, reading, using SatNav, using the stereo/mp3 player, etc. not wearing a seatbelt (drivers and passengers); driving under the influence of alcohol/drugs. 11 Appendix 2: Dorset Police Community Alert System (CAS) The Dorset Police Community Alert System (CAS) is aimed at enabling Dorset Police staff to alert communities to a potential threat in the early stages.
