Clients Served: Counties, Municipalities, Private Industry, Non-Profit Organizations, Individuals Wyoming Quality of Life Result: Homeland Security affects every aspect of the Wyoming Quality of Life; however, the most benefit and quality of life result is seen in the following two areas: 1. Stable Families: Wyoming families and individuals live in a stable, safe, supportive, nurturing, healthy environment. 2. Government: Wyoming state government is a responsible steward of state assets and effectively responds to the needs of residents and guests. Contribution to Wyoming Quality of Life: 1. The primary missions of the Office of Homeland Security are to: (A) (B) (C) (D) (E) (F) Basic facts: Prepare, protect, mitigate, respond, and recover from natural/manmade disasters to include terrorist threats and attacks; Manage and administer federal homeland security grants. These grants provide necessary funding to the first responder community to enhance the capacity of state and local agencies to respond to disasters/terrorism through the following: 1. Coordinating training, 2. Equipment acquisition, 3. Planning, 4. Exercise planning, and 5. Protecting critical infrastructure. Coordinate state agencies and appropriate federal agencies during a disaster or terrorist attack; Conduct public education and outreach to inform the public about their role in crime prevention, mitigation, emergency preparedness for all hazards, public health measures and to encourage personal responsibility; Support Search and Rescue operations including the administration of the Search and Rescue account; and, Facilitate chemical, biological, radiological, nuclear and explosive activations to incidents utilizing eight Regional Emergency Response Teams, seven bomb teams and eight canine teams strategically located throughout the state. 1

Show the number of Wyoming people served in the report period: The Wyoming Office of Homeland Security provides support to each of the 23 counties and two tribes. Regional Emergency Response Teams (Graph 1): Regional Emergency Response Teams (RERTs) are established by Wyoming Statute Wyoming Emergency Response Act RERTs are geographically located throughout the state and have a two-hour response time. These teams are hosted by local fire departments in Gillette, Casper, Laramie, Rock Springs, Riverton, Worland, Cheyenne and Jackson Hole. The teams are intended to support local first responders in major hazardous material (HazMat) and weapons of mass destruction (WMD) incidents. (Graph 2) The current number of calls for service is 407. Reimbursement requests from RERTs for those 407 response calls total approximately $253,212 as of June 3,
3 Interoperable Communications: (Graph 3) Short term goals include the replacement of the back-up diesel generator used to power the State Operations Center (SOC) at 5500 Bishop Blvd and the replacement of radio communications equipment. WOHS is coordinating with the Wyoming Department of Health to acquire and equip an additional Tactical Communications Trailer (TCT) to be utilized to respond to emergencies and provide interoperable communications. Communications equipment will be reviewed on a regular basis to ensure capabilities remain in line with industry standards. Data and voice broadband Interoperable Emergency Communications is integral to initial response, public health, safety of communities, national security and economic stability. In saying that, the State of Wyoming has available for all-hazard emergency response operations the following assets: Three Mobile Support Vehicles (MSVs); one Tactical Communications Trailer (TCT), one Amateur Radio Emergency Services (ARES), and Radio Amateur Civil Emergency Service (RACES) trailer that have the ability to respond to any emergency and provide interoperable communications. These trailers consist of: An onboard very small aperture terminal (VSAT) satellite system for Voice over Internet Protocol (VoIP) telecommunications and data networking. Two cellular phones (Verizon and Union) for access to commercial carriers. Tactical communications caches that consist of: Six portable Very High Frequency (VHF) repeaters used to augment/expand radio communications during events such as wild land fires. One hundred portable VHF conventional and fifty Wyolink compatible hand held radios that can be distributed to responders during events. Two transportable VSAT satellite systems for voice and data networks. An ACU-T interoperable radio gateway. Two High Frequency (HF) amateur radios for use by ARES/RACES personnel. A rapid-deployment transportable 105 foot tower system with an ACU-100 interoperable radio gateway system for use when communications is required in challenging terrain or when temporary tower replacement is required. Regional Emergency Response Teams (RERT) that have been provided a Strategic Technology Reserve (STR) Package to enhance communication capabilities. STR packages will ensure the ability of 3
4 interoperable communication across first responder groups for all local/tribal/state and federal agencies. In Wyoming a total of nine STR packages were designed and staged with the eight RERTs and at WOHS Headquarters in Cheyenne. Each STR package has the capability to provide interoperable communications using the following systems: HF amateur radio communications, VHF WyoLink compatible hand held radio communications cache, Portable satellite transceiver with VoIP telecommunications, Portable VHF radio repeater system, ACU-1000 interoperable radio gateway. Wyoming is utilizing a statewide digital trunked communication system known as WyoLink. WyoLink has been recognized at a national level as a positive step toward ensuring the safety and well-being of Wyoming first responders, at the local, state and federal levels, as well as its residents, on a daily basis as man-made and natural disasters or terrorist events occur. Wyoming completed an interoperable communication plan which includes WyoLink, conventional channels and the national interoperable channels. This plan identifies interoperable communications for all disciplines at all levels of government. On February 22, 2012, H.R Middle Class Tax Relief and Job Creation Act of 2012 was signed by the president. Title VI Public Safety Communications and Electromagnetic Spectrum Auctions, Subtitles A through C, Sections 6001 through 6303 reallocate Public Safety Spectrum, define the governance of Public Safety Spectrum and establish the Public Safety Commitments. This legislation will create a national public safety broadband network (NPSBN) using 20 MHz of the 700 MHz spectrum. The Public Safety Communications Commission created a Broadband Work Group to assist the Wyoming Broadband Coordinator, Department of Enterprise Technology Services, public safety agencies, municipal and county governments, and state agencies on the development of a statewide public safety broadband plan, complete information requests from FirstNet and review of Nationwide Public Safety Broadband Network. Improvised Explosive Device and Explosive Detection Canine Programs: (Graph 4 and 5) Improve interoperability between the seven bomb squads, eight explosive detection canine teams, the eight Regional Emergency Response Teams and local public safety disciplines. This will be measured by joint multidiscipline training and exercising. Bring the DHS Office for Bombing Prevention Multi-Jurisdictional Improvised Device Security Planning (MJIEDSP) and National Counter- IED Capabilities Analysis Database (NCCAD) programs to the state to: 4
5 Identify gaps in planning, organization, equipment, training and exercising among the bomb squads, explosive detection canine teams, Regional Emergency Response Teams and local public safety disciplines. Provide training workshops to mitigate identified gaps. Bomb squads and explosive detection canine teams participate in NCCAD program for on-going capability gap analysis and to increase interoperability with other state, local and federal public safety disciplines. Participate in multi-jurisdictional/discipline exercises and training. There are seven bomb squads and eight Explosive Detection Canine Teams (handler and canine) geographically located throughout the state. Statistics began in requests, requests, requests, requests, and 2013 (through June 5, 2013) 7 requests. Improvised Explosive Device and Explosive Detection Canine response are available 24 hour a day/seven days a week. There are currently seven FBI accredited bomb squads and eight certified explosive detection canine teams (handler and canine) in the State of Wyoming. Each of the seven bomb squads is assigned to a Regional Emergency Response Team. The Explosive Detection Canine Teams are deployed based upon a need and availability throughout the state. Critical Infrastructure/Exercises: (Graph 5) The State of Wyoming s exercise program is driven by state and local entities. Governor s exercises are conducted with elected and appointed officials focusing on hazards identified in the Wyoming Hazard Mitigation Plan. All exercises include a variety of types to include, workshops and drills, table top, functional and full scale exercises. A majority of local health departments and several state agencies participated in a full scale exercise involving the receipt, storage and distributions of Strategic National Stockpile medications. This exercise took place over several days in May The scenario was in response to a terrorist attack involving the wide scale release of anthrax. Improved participation of state and local entities in all types of exercises has increased the skills and knowledge for all-hazards response. The state continues to work with state and local entities in exercise design, facilitation, and reporting. 5
6 Several of the topics exercised in 2012 were; full scale point of distribution sites, Wyoming Alert and Response Network (WARN) and communication drills, mass immunization tabletops, dam failure and power outage drills. The creation of an interactive Google website for the County Emergency Coordinators is planned. This site will include a shared exercise calendar as well as a lessons learned section. Having the ability to be informed of other exercises occurring around the state will reduce duplication and increase collaboration between counties saving time and money. Information Sharing: Short term goals include the replacement of the back-up diesel generator used to power the State Operations Center (SOC) at 5500 Bishop Blvd, acquisition of additional non-perishable food-stocks (meals ready to eat) and other disaster supply commodities for our Point-Of-Distribution (POD) program, and the replacement of radio communications equipment. WOHS coordinates and facilitates the sharing and distribution of relevant, actionable, timely classified and un-classified information that is updated frequently for the consumers who need it. This includes steps taken to mitigate the overall risk to critical infrastructure assets, systems, networks, functions or their interconnecting links. This initiative will also focus on actions to deter the threat, mitigate vulnerabilities, or minimize consequences associated with a natural or manmade disaster or terrorist attack. Community Resilience: Work in partnership with the Wyoming American Red Cross to strengthen Volunteers Active in Disaster (VOAD) statewide to help protect the lives of Wyoming residents by providing accurate and timely disaster preparedness information and ensure that individuals who are impacted by disasters receive needed crucial services. Acquire additional non-perishable food-stocks (meals ready to eat) and other disaster supply commodities for Point-Of-Distribution (POD) program. Coordinate mass care response elements (sheltering, feeding, bulk distribution, and volunteers/donations management). Create training for all VOAD partner agencies to best integrate nongovernment and government entities before, during and after a disaster. Distribute preparedness information to Wyoming residents to raise the level of awareness statewide. Materials will be disseminated via Public Service Announcements, standard news releases, Internet and web, and social media outlets. 6
7 Cyber Security: Wyoming state statute through assigns the responsibility to the Wyoming Office of Homeland Security to act as a coordinating agency for technological hazards. WOHS serves as part of the Wyoming Cybercrimes Task Force. WOHS coordinates policies, actions, and responsibilities for a coordinated approach to prevent, protect, mitigate, respond and recover from cyber-related incidents impacting critical infrastructure services and operations throughout the state of Wyoming. Notify and request assistance, as appropriate, from state agencies in response to a cyber incident. Coordinate the State Operations Center with personnel and equipment from primary and support state agencies in response to a cyber incident. Provide for public education in the prevention of cyber related incidents (i.e. malware and virus protection, physical and cyber security, spyware and spam, identity theft, etc.) Wyoming School Safety/Security: Gov. Matthew Mead, directed the Wyoming Office of Homeland Security to establish the Governor s School Safety and Security Task Force. This multidiscipline group of professionals representing educators, school administrators, district superintendants, local police and fire personnel, military intelligence/security, behavioral health specialists, and staff from the Wyoming Department of Education and School Facilities Department, came together in an inaugural meeting on January 18, Three initial findings were: Wyoming lacks a consistent, overarching policy for school safety and security. Without consistent policies, levels of school security and crisis management can vary significantly from one district to the next. Ongoing crisis training is needed to help districts improve coordination with local law enforcement and prevention efforts will involve ongoing professional development for school and law enforcement personnel to ensure developing skills necessary to identify behaviors preceding a violent event. The Task Force will: Evaluate the current state of safety and security across Wyoming school districts; Identify weaknesses/strengths/best practices; and Propose recommendations for improvement. Mass Casualty/Victim Care: Improve immediate emergency victim care at mass casualty events. Mass casualty events have a substantial impact on families, communities, and state, local and regional first responder agencies and public/private medical service providers. WOHS is coordinating efforts to improve mass casualty care capabilities with a specific focus on providing immediate 7
8 emergency care to victims of mass casualty events, including mass shootings. This priority will be achieved by: Engaging in mass casualty planning, training, and exercises specifically involving law enforcement, fire service, and EMS providers to rapidly deploy into areas that have been cleared but not secured in order to initiate treatment at or near the point of injury and effect rescue of survivors. Plans, training and exercises must include strategies that ensure the health and safety of first responders and citizen responders, and training associated with the prevention and detection of secondary attacks Improving coordination between law enforcement, fire service, EMS systems, other first responder agencies, and local healthcare delivery and trauma systems to improve victim triage, treatment and transport, to ensure patients are distributed to appropriate levels of definitive emergency care Establishing protocols on the medical principles of tactical emergency casualty care and conducting training for responders Empowering community bystanders through public education initiatives and training about life sustaining actions and how they can support survivors and providers in a mass casualty event.
