1 GEOGRAPHY 3320/5320 Geography of Terrorism and Homeland Security George F. Hepner OSH 270 Course Description: Geography has traditions of 1) using the concepts of geographic space to organize information, 2) examining the role of geographic location (both absolute and relative)to processes and systematic interaction of physical, economic and cultural phenomena, and 3) employing geospatial data and information (maps, aerial photographs, satellite imagery) to detect, measure and monitor activities on the earth s surface.. The course will employ a geographical perspective, geographic concepts (region, diffusion, spatial interaction, sense of place and relative location) in the context of modern geographic science and technologies to analyze non-state terrorism across the globe. The course views terrorism as a hazard which requires the understanding of geographical aspects of both the risks and the vulnerabilities for society to the terrorist threat The purpose of this course is to use these geographic traditions as the viewpoints through which we analyze terrorism and international security situations. The content of the course will focus on the readings, lecture-discussion, guest experts, site visits and term papers. Readings will be provided on the CANVAS link (Geog 3320) to this course. Terrorism is such a dynamic issue. Additional readings will be selected to cover selected topics in a more expansive and updated manner than possible in the text.. Learning Objectives: 1. Convey the geographical dimensions of non-state terrorism across the globe. 2. Understand the physical and human geographic factors that foster terrorist group formation, create havens for terrorists, form the basis of their territorial ambitions and contribute to their tactics and political endgames. 3. Introduce the students to modern geogrpahic methodologies and technologies utilized in the analysis and countering of terrorism groups, including satellite and airborne surveillance, global positioning systems and geographic information systems (GIS). 4, Provide the student with the necessary understanding of terrorism and international security to be an informed citizen and be able to evaluate and discuss these topics with knowledge and insight. Expected Academic Background: No special background in geography is necessary, only the desire to learn about one of the most important threats to the 21st century world. Required Textbook: The Geography of International Terrorism: An Introduction to the Spaces and Places of Violent Non-state Groups. Richard M. Medina and George F. Hepner, CRC Press, Taylor and Francis Group ISBN , A copy of text will be placed on library reserve. Additional reading may be assigned. Author royalties for this book purchase will be donated in accordance with university policy to the Wounded Warror Project.

Global geographic patterns of terrorism- Terrorism implicitly and explicitly geographical (homelands, borders, insurgent states, diffusion of ideology, migrations, diasporas, conflict spaces) Chapter II. Insurgency and terrorism. What is an insurgent state? Insurgency as a basis for terrorism Legitimate freedom fighters- terrorists- criminals Insurgencies and terrorism case studies (Columbia, Afghanistan, Sri Lanka). Terrorism transition to criminal activity Chapter 3 additional readings 7-8 III. Terrorist networks in geographic-social hybrid space. Terrorist networks in geographic, social and virtual space.terrorist uses of various spaces for activities Network structures hirearchial to leaderless resistence. Links and flows between groups ( financial, strategic goals, recruitment) Term Paper Proposals Due 9-10 IV. Aspirational geography, safehavens, What are factors that create safe havens? Role of terrain, land cover, borders, support community territories -Urban safe havens. (Tri-border area, London) Understanding groups aspirational geography informs ways to counter groups and their support communities. (Kurdistan) Exam I V. Introduction to geospatial technologies and information. Geospatial science and technology defined: mapping, satellite imagery, GPS, GIS. What is the potential for terrorist use of public geospatial information? Commercial imagery, UAVs governmental databases, foreign assets Chapter 4 additional readings GIS, VI Terrorism Risk and Vulnerability Terrorism viewed in a hazards context-hazards theory, planning, response, recovery Defense is not security Vulnerability and Risk assessment methodologies Bio-Chem- Rad security using geographic information science and technology. Implications for the future Nexus of impacts of globalization and global climate change leading to instability (water shortages, food shortages, migration, sea level rise) Terrorism Potential in China, South Asia and Africa (Yighurs, Naxalites, MEND) Non-military means to couter terrorism Security versus individual freedoms Comparison of security measures in other democratic nations. Chapter 6 additional readings 16 Graduate Oral Presentations- --Term Papers due last day of class EXAM WEEK EXAM II Essential Learning Outcomes: ELO s are skills that should be gained in general education coursework that prepare students to be effective 21 st century global citizens (U of U General Education Guidelines). Through the discussions over the course of the semester and with assignments described above, we will specifically work on several of these outcomes and they will be incorporated and assessed as follows: Critical Thinking and Reasoning- Critical thinking and reasoning skills will be developed and employed on a daily basis through the presentation, discussion, and consideration of information on terrorist motivations, strategies and tactics as an international process of 21 st century globalization. Students will learn that terrorism is an emotionallly loaded label, often assigned to individuals or groups for political purposes. Students who can recognize and evaluate for themselves the differences between terrorists and legitimate freedom fighters and criminals These skills will be assessed during the in-class discussion, outline assignments and on the exams which will include short answer and essay responses. Inquiry and Analysis- The research term paper project will require students to develop a paper proposal and a three level outline specifying content and logical flow necessary to complete the paper. The evaluation of the proposal and the final paper will be the assessment tool for this outcome. Written Communication Student written communication skills will be assessed and constructive feedback provided during the research term paper proposal and final paper, and on the written portions of the exams. Information Literacy The outline assignments will require students to extract the relevant information from the readings and create a three level outline of each of the readings for the course. These will be evaluated as the primary portion of the grade for class discussion/outlines (33% of the final grade). Students will need to read the research literature and evaluate this information relative to their term paper proposals. Furthermore they will need to extract information from the literature, and synthesize this information with their knowledge from the class to create the term paper. Intercultural Knowledge and Competence Terrorism is a continuing real world challenge for all citizens of the earth. The course focus is on the ideological, nationalistic and cultural/religious motiviations for terrorism will provide an understanding and competence to the students about diverse cultures, their

4 identities and justifications of communities of support for terrorist groups across the globe. The portions of the course that focus on countering terrorism emphasize the necessary cultural sensitivity of any actions taken. Grades Grading will be based on the following point formulation: Class Discussion/Outlines/Exercises 100 pts Exams each) 100 pts Term Paper 100 pts** TOTAL 300 pts ** Term paper Proposals will be graded as 25 points of 100 point total. Oral presentations for graduate credit 5320 will be graded as 25points of this 100 point total. Outlines- print on two sided paper and hand in on due date. Term Paper Proposal- Print on paper and hand in on due date or before. Term Paper Topic The term paper subject is to be of primary interest to the student, however, it should be not be one that the student already has substantial knowledge. The goal is learning. Topics must involve some geographical component, usually integrated with other socio-economic or technological components of an issue related to terrorism, counter terrorism and international security. The specific topic and proposal are to be agreed upon by the student and the instructor as indicated by the submission and return of a paper proposal. While it is possible to deviate from the topic as proposed, this should only be done in consultation with the instructor. Approach Each paper should strive to be a piece of scientific writing with a geographical component. Purely, social, biological, engineering or technological approaches to topics are not acceptable.. For example, a paper solely on the organizational structure and personalities of al Qaeda or on the physiological effects of anthrax as a terrorist weapon are not acceptable. Also, the paper must use multiple sources and views, and not be simply a recitation of a situation. Micro case studies of local issues are discouraged, unless this case is tied substantially to a larger terrorism or security context. These papers are to be more objective analyses of all sides of an issue. Caution is needed to not allow your personal view distort the discussion. Hand in a final paper copy to me AND submit a pdf copy of paper to the Assignments link of the class CANVAS page for review on or before the due date. Late outlines, proposals and papers are reduced two (2) points per day. Your final grade is calculated as a percentage of the total points possible based on the grading scale ( A, B, etc.) Plus and minus grades are given for the margins of each letter grade (i.e. 90-A-, 89-B+).

5 Class participation is evaluated. Please notify me by the second week if you have a special activity schedule (work, sports, dance, etc.) that will conflict with class. Guest speakers will be brought in to discuss their employment, research and views on terrorism and homeland security. Also, I hope to arrange site visits to local agencies. Geography Department Academic Misconduct Policy Academic misconduct will not be tolerated. Penalties may include failure of an assignment, the entire course, and/or the filing of formal charges with appropriate university authorities. Academic misconduct includes, but is not limited to, cheating, misrepresenting one s work, and plagiarism: Cheating involves the unauthorized possession or use of information in an academic exercise, including unauthorized communication with another person during an exercise such as an examination. Misrepresenting one s work includes, but is not limited to, representing material prepared by another as one s own work or submitting the same work in more than one course without prior permission of all instructors. Plagiarism means the intentional unacknowledged use or incorporation of any other person s work in one s own work offered for academic consideration or public presentation. When you gather information from any source (internet, book, newspaper, journal article, etc), you need to paraphrase. This means changing the words from the original source into your own. Even though the words are yours, the content is still from somewhere else, so it still needs a citation. The best way to do this is to read something and make notes on what you read. Then, put the original source away and explain it using my words and notes; again with citation of the source. ***The University of Utah seeks to provide equal access to its programs, services and activities for people with disabilities.
