Singapore has grown to become a premier data centre hub in Asia as the result of a pervasive ultra-high speed broadband network, a robust intellectual property regime, and strong trade connections to some of the most important markets in the world. Data centres are critical in supporting the development and operations of nearly every sector of the economy. Their demand for energy is growing rapidly in response to an increase in internet traffic, new computing paradigms like cloud and mobile computing, more complex applications and data storage demands. While reliability and speed of access to data will remain major concerns, energy efficiency and ICT sustainability are becoming priorities for data centre operators. Data centres are extremely energy-intensive. As energy costs continue to rise evidenced by a 34% increase in electricity tariffs in Singapore 1 between 2001 and 2013 many data centre operators will find it challenging to keep the cost of operations under control. Today, the energy bill accounts for more than half of the operating expenditure in a typical data centre in Singapore 2. To remain competitive, data centreoperators are looking for ways to drive improved energy efficiency of their data centres. 3 Steering the industry towards green data centres In response to increasing energy consumption in data centres, the Singapore government has set up a progressive framework to improve the energy efficiency and reduce the carbon footprint of data centre facilities. Value of attaining Singapore s Green Data Centre Certifications To motivate data centre operators and owners to reduce energy consumption in a cost-effective manner without hampering the mission-critical functions of a data centre, the Infocomm Development Authority of Singapore (IDA) has partnered with other government agencies to develop two key standards to achieve greater efficiency in the data centre: > Singapore Standard for Green Data Centres (SS 564), and > BCA-IDA for Data Centres Scheme About SS 564 Green Data Centre Certification About BCA-IDA for Data Centres Scheme Achieve up to 30% energy savings from a certified green data centre Gain industry recognition and credibility for environmental achievements Increase competitive edge by achieving long-term energy efficiency IDA, together with the Information Technology certifications Committee (ITSC), has developed and published the Singapore Standard for Green Data Centres: Energy and Environmental Systems or SS 564. SS 564 is the world s first energy and environment management systems standard specifically tailored to the needs of data centres. The SS 564 Green Data Centre Certification inculcates the culture of continuous improvement by establishing a recognised framework, as well as a logical and consistent methodology to identify potential areas necessary to improve the energy efficiency of data centres. Jointly developed by the Building and Construction Authority (BCA) and IDA, the BCA-IDA for Data Centres scheme is a dedicated green building rating system for data centres. The scheme employs a performance-based rating system to evaluate and score the impact of green policies, systems and processes implemented within the data centre. The rating system covers performance efficiencies in areas such as energy, water and environment with a significantly higher emphasis placed on data centre energy performance. 4 Requirements of Singapore Green Data Centre Certifications SS 564 Green Data Centre Certification BCA-IDA for Data Centres Scheme The purpose of this standard is to enable an organisation to plan, build, operate and maintain a green data centre, by establishing the systems and processes to manage and improve its data centre s energy performance (inclusive of energy usage, consumption and efficiency), as well as other significant environmental impact (if applicable). It provides a model for establishing, implementing, operating, monitoring, reviewing, maintaining and improving an energy and environmental management system. Process Approach SS 564 Green Data Centre Certification specifies requirements of an energy and environmental management system for an organisation to develop and implement a green data centre policy, establish objectives, targets, and action plans, with the consideration of its obligation to any applicable legal and other requirements, as well as the identified significant energy usage of its data centre. It is based on the Plan-Do-Check-Act (PDCA) continual improvement framework. The approach can be summarised in Figure 1. The standard comprises of three key components > SS 564 Green Data Centre Certification is a certifiable management system which provides data centres with a recognised framework as well as a logical and consistent methodology to achieve energy efficiency. Continuous improvement in this area is modeled after established international management system standards, and is based on the Plan-Do-Check-Act continual improvement framework. > SS 564 Green Data Centre Certification defines a set of performance metrics for data centres to measure and track their performance in energy efficiency and environmental impact (if applicable), and identify potential areas for improvement. > SS 564 provide a set of best practices covering the management of mechanical and electrical systems, IT equipment and data centre design, which data centres can choose to adopt, depending on their needs and requirements.
