3 INTRODUCTION This report includes statistics about criminal justice informati, including: the number and types of records maintained by the state central repository; the number and types of agencies using the Alaska Public Safety Informati Network (APSIN);...the volume and types of informati reported to and requested from the repository;...audits and training completed to measure and improve record quality and system security; and...the number of requests to review records for possible errors and correctis made. By reporting compliance with state and federal criminal justice informati laws, the report is intended to be useful for planning and evaluating record management resources. See Tables A and B for a partial listing of laws affecting the reporting, maintenance, and release of criminal justice informati. Alaska Statute Title 12, Chapter 62, Criminal Justice Informati Systems Security and Privacy, is used as an outline for the report. For each secti of AS there is a brief summary of requirements, followed by any available statistical data. This project was supported by a grant awarded by the Department of Public Safety, Divisi of Alaska State Troopers, with funding from the Bureau of Justice Assistance, Office of Justice Programs. With ctinued funding, the Divisi of Statewide Services will publish an updated report at the end of each fiscal. To demstrate trends, most tables are designed to hold five s of data, where it is available. Explanatory notes ([a], [b], etc.) appear at the end of each table. 10 AS CENTRAL REPOSITORY RESPONSIBILITIES DPS' Divisi of Statewide Services operates the state central repository of criminal justice informati. The Informati Systems Secti is respsible for APSIN, the Alaska Public Safety Informati Network, an line, real time data processing system ctaining over 12 milli records, with approximately 2,800 computer programs supporting over 100 line functis, operating 24 hours/day, for over 3,300 authorized users employed by local, state, and federal criminal justice agencies; CJIS Systems Agency (CSA, formerly Ctrol Terminal Agency) duties for network communicatis and links with the FBI's NCIC (Natial Crime Informati Center) and other states via NLETS, the Natial Law Enforcement Telecommunicati System; smaller applicatis and interfaces, such as CARDS (a fingerprint workflow and revenue tracking system), SORCR (sex offender registry software and its Internet access), UCR (uniform crime reporting) desktop publishing, imaging systems, and livescan fingerprint machines, and other special queries/programs to provide and/or exchange data and statistics; implementati of other local, state, and regial interfaces, including WIN (Western Identificati Network), motor vehicle, police, courts, prosecutors, and correctis informati systems; other technical, programming, and network support. The Criminal Records and Identificati Bureau (CRIB) is respsible for: data entry/updates of criminal history records and related informati in APSIN; source document archives for APSIN records; criminal/applicant fingerprint records and latent crime scene fingerprint processing through AFIS (Automated Fingerprint Identificati System); driver's license and booking photos maintenance, for police line ups and other functis; processing requests and fees for state and natial criminal history background check reports; CJIS Systems Agency (CSA) duties for State of Alaska system access and security; audits and training for compliance with APSIN and NCIC laws and policies; audits and training for agencies submitting criminal justice informati to the repository; correcting records and notifying other agencies/individuals of the correctis. The number of latent fingerprints file decreased because Alaska no lger has to store latent prints from other WIN member states in its own database. AFIS record refers to a record identifying a pers, not an event a pers with multiple fingerprint cards file has a single "AFIS record". "Tenprint" refers to fingerprints received FBI criminal card/format (from booking facility) or applicant card (for employment/licensing). Latent refers to crime scene fingerprints received from law enforcement. "Hit" means a set of fingerprints submitted by Alaska matched a fingerprint record in the WIN database, which csists of criminal and applicant fingerprints from a csortium of western states, including Alaska. In FY 01, direct entry of live scan submitted prints was initiated. All criminal cards submitted via live scan were automatically searched. In the past, ly those fingerprint cards believed not to already reside in AFIS were searched. "Hits" for FY 02 includes all identificatis made to existing criminal and applicant records in the Alaska porti of the WIN database. Hit record with different name represents individuals with an existing record within the WIN system (including other "WIN" states) for which the name supplied the the fingerprint card differed from that file from the previous submissi. In March, 2005, R&I began accessing digital photos. After implementati of the digital system, the backlog in the filing of DMV photos was eliminated. During a three mth period, in FY03, 503 booking photos were added to the data base (WIN PHO).
