4 Incidental Repair Measures Incidental Repair Measures are necessary for the effective performance or preservation of weatherization materials. Examples: Lighting fixture replacement when installing CFLs. Wiring upgrades to handle the extra load of a cooling system. Costs must be included in SIR calculations. 6 WPN 12 9 Incidental Repair Measure Guidance Energy Conservation Measure (ECM): A procedure, including weatherization materials and installation, which is considered or performed for its anticipated energy savings. Ancillary Items: Items necessary for the proper installation of weatherization (energy conservation) materials. Include in the cost of the ECM. Incidental Repair Measure (IRM): Includes incidental repair materials and installation, which are performed because they are deemed necessary for the effectiveness or protection of one or more ECM. 8 Health & Safety Measures Energy related health and safety. Expenditures will be capped by the Grantee. Examples: Repairing a gas leak. Installing smoke/co detectors. H&S work is not included in SIR calculations. Installing smoke and CO detectors is a common health and safety measure. 9 WPN Health & Safety Guidance Health and Safety Measures (H&S measure): H&S measures are those actions necessary to maintain the physical well being of both the residents and/or weatherization workers where the actions MUST be taken to effectively perform weatherization work or the actions are necessary as a result of the weatherization work. H&S Measures allowed by DOE are listed in WPN Cost of measures are not included in SIR IF Grantee adds a budget category for H&S to their State Plan. 10 Health & Safety Guidance Currently WPN Drafted in 2011 to put all relevant H&S guidance in one place. Describes most common issues encountered during weatherization, and explains what is allowed, what is required, and what is restricted. Outlines how Grantees must address H&S in their annual plan and where more guidance may be needed at the local level. 11 H&S or Energy Conservation Measure? WPN 11 6: HEALTH AND SAFETY GUIDANCE There are some instances where, depending on circumstances, the measure can be considered either a health and safety measure OR an energy conservation measure (e.g., furnaces). In those instances where the measure has a cost effective savings to investment ratio (SIR) of one (1) or greater, the measure should be treated as a weatherization efficiency measure. 11 Weatherization Assistance Program: Incidental Repairs and Health & Safety Measures

12 H&S or Incidental Repair? You Decide. WPN 11 6: HEALTH AND SAFETY GUIDANCE Grantees should carefully consider the approach to be taken when they draft their health and safety procedures. While ease of accounting is an important consideration, Grantees should keep in mind that activities assigned to the health and safety budget category do not have to be cost justified by the energy audit. The same items assigned to incidental repair, weatherization material, or installation cost categories must be cost justified. 12 Weatherization Assistance Program: Incidental Repairs and Health & Safety Measures

13 Decision making: IRM, H&S, or ECM? (if identified as IRM in Grantee Plan) Minor repair of leaking roof that may create moisture/ mold issue in attic insulation. (if identified as H/S measure in Grantee Plan) Wall insulation Sealing high and low openings in balloon framing Sealing unusual openings as in void areas between double ceilings. 16 H&S or Incidental Repair? Eligible measures that meet both definitions: Correcting moisture creating conditions. Repairing moisture damaged areas in order to perform weatherization. Repairing a roof. Repairing electrical. THE MEASURES MUST BE ASSIGNED A CATEGORY IN THE GRANTEE PLAN. Ineligible measures that do not meet the incidental repair definition: Lead safe work and testing. Asbestos testing, encapsulation, and mitigation. 28 Summary Incidental repairs ensure effectiveness or longevity of installed energy conservation measures, are included in the SIR for the package of energy conservation measures, and are included in the average weatherization cost limit per unit. Health and safety repairs must be energy related, but aren t included in the SIR or the average weatherization cost limit per unit. For common issues that may qualify as either, a determination should be made and included in the Grantee H&S Plan.
