4 Full- Service Requirements Full-Service requires Intelligent Mail barcodes on mailpieces, trays and containers, and requires electronic documentation of mailing information (edoc). Intelligent Mail Barcode Electronic Documentation (edoc) REQUIREMENTS Mailpiece Barcode Apply unique Intelligent Mail barcodes (IMb) to identify each postcard, letter and flat mailpiece Tray Barcode Apply unique Intelligent Mail tray barcodes (IMtb) on trays, tubs and sacks Container Barcode Apply unique Intelligent Mail container barcodes (IMcb) on placards for containers, such as pallets or APCs, when required Submit Electronically Submit Postage Statement Information & Supporting Documentation like Qualification Reports electronically Identify Identify party submitting edoc Identify Mail Owner and Mail Preparer (By/For) Specify Barcodes Barcode Information for Mailpieces, Trays and Containers included in edoc 7 Topics What is Intelligent Mail Service? 5 Intelligent Mail Barcodes Full-Service Intelligent Mail barcodes are generally required for mailpieces, handling units and containers. BARCODE ID SERVICE TYPE ID MAILER ID ROUTING CODE Intelligent Mail Barcode for Mailpieces *Note: Small mailings containing fewer than 10,000 pieces can use the same serial number for all pieces, if postage is affixed to each piece at the correct price, or all pieces are of identical weight and separated by price ZIP CODE CONTENT ID PROCESSING CODE MAILER ID LABEL TYPE Intelligent Mail Barcode on Handling Units APPLICATION IDENTIFIER TYPE INDICATOR MAILER ID Intelligent Mail Barcode for Containers Descrip;on of the IMb I N T E L L I G E N T M A I L B A R C O D E HEIGHT MODULATED TRACKING CODE 65 BARS NUMERIC VALUES A heightmodulated barcode that encodes up to 31 digits of mailpiece data into 65 vertical bars using 4- state symbology The maximum 31-digit string contains a 20- digit Tracking Code representing the first 4 fields and a maximum 11- digit Routing Code The IMb is always 65 bars, regardless of ZIP Code length All IMb fields must be populated with numeric values only HEIGHT MODULATED TRACKING CODE 65 BARS NUMERIC VALUES 10 5

6 Intelligent Mailpiece Barcode TRACKING CODE ROUTING CODE BARCODE ID 500 FOR MIXED AADC SERVICE TYPE ID 300 FOR FIRST- CLASS MAIL MAILER ID USPS ASSIGNED MAILER ASSIGNED ROUTING CODE 6449 EARL CT, MEMPHIS, TN Summary of Intelligent Mailpiece Barcode Barcode Uniqueness BARCODE ID 500 FOR MIXED AADC SERVICE TYPE ID 300 FOR FIRST- CLASS MAIL MAILER ID USPS ASSIGNED MAILER ASSIGNED ROUTING CODE 6449 EARL CT, MEMPHIS, TN A 2 digit field to encode an optional endorsement line or OEL. Must use 00 if an OEL is not printed on the piece Annotates class of mail & additional services that were requested. At a minimum provide Mail Class. Do not use 000. Populated with Mailer ID obtained from USPS. For Basic or Full- Service it can be the mail owner, mail preparer, or stakeholder in the supply chain. A numbering sequence assigned by the mailer. For the Basic service, the Serial Number does not need to be unique and can be the same on all the mailpieces. If using Full-Service, it must be unique. Identifies a valid delivery point address. Must never be padded with zeroes, spaces or nulls. 12 6

7 Intelligent Mail Barcode: Uniqueness Barcode Uniqueness BARCODE ID SERVICE TYPE ID MAILER ID ROUTING CODE Mailpiece Full-Service mailings must use unique barcodes that don t repeat for 45 days from the date the mailing is accepted into the mailstream Exception For mailings less than 10,000 pieces where postage is affixed to the piece at the correct price OR all mailpieces are identical weight and separated by price In these conditions, mailers may use identical barcode Serial Numbers within a single mailing but must maintain uniqueness across mailings for 45 days Full- Service Requirements 13 Intelligent Mail Barcode: Service Type ID A three-digit code in each IMb Instructs USPS on multiple aspects of the service the mailer is requesting: What mail class What address correction service, if any How to dispose of underliverable-as-addressed (UAA) mail Whether the mailing is Full-Service or not Whether IMb tracing is desired STID Class ACS Option Disposition of UAA Mail 300 First- Class Mail 523 First- Class Mail No Address Corrections Traditional ACS Example STIDS Forwardable mail forwarded, other UAA returned to sender All UAA mail securely destroyed A table of STIDs is available on the RIBBS website: Entry Option Nonautomation Full-Service IMb Tracing No IMb Tracing Destination IMb Tracing 14 7

8 Intelligent Mail Barcode: Mailer ID MIDs are either a 6- or 9-digit number based on a mailer s historic mail volume The MID is 6 digits long for mailers with a combined annual volume of 10,000,000 pieces or more. These MIDs begin with a 0-8. The MID is 9 digits long for mailers with a combined annual volume of less than 10,000,000 pieces. These MIDs begin with a 9. A MID is used: In Intelligent Mail (IMb) barcodes To identify a Mail Preparer or Mail Owner within edoc To determine to whom mailing information and reports should be distributed Full- Service Requirements Unique Intelligent Mail Tray Barcode for Handling Units (IMtb) MAILER ID ZIP CODE MEMPHIS, TN CONTENT ID # 242 FOR TRAYS OF FCM LETTERS WITH 5- DIGIT SORT PROCESS- ING CODE 1 FOR AUTOMATION COMPATIBLE Barcode Uniqueness USPS ASSIGNED MAILER ASSIGNED LABEL TYPE 1 FOR 6- DIGIT MID Full-Service requires a unique Intelligent Mail tray barcode on all handling units (trays or sacks) for 45 days For Mailings less than 10,000 pieces, mailers may use identical Serial Numbers within a single mailing but must maintain uniqueness across mailings for 45 days if all pieces are identical weight and separated by price or if postage is affixed to the piece at the correct price 16 Full- Service Requirements 8

9 SCF SAN FRANCISCO CA (Mailer Area) 940 8/18/14 Intelligent Mail Tray Barcode on Handling Units (IMtb) ZIP CODE MEMPHIS, TN CONTENT ID # 3- DIGITS DESCRIBING THE TRAY PROCESS- ING CODE 1 FOR AUTOMATION COMPATIBLE Barcode Uniqueness MAILER ID USPS ASSIGNED MAILER ASSIGNED LABEL TYPE 1 FOR 6- DIGIT MID Identifies the tray or sack s destination Describes the contents of the tray or sack based on the CINs listed in the Domestic Mail Manual (DMM) Describes type of mail being processed. 1 is used for automation compatible, barcoded, & machinable mail. 7 is used for all other mail. Unique 6 or 9- digit number assigned by the USPS that identifies the mail owner, mail preparer or other stakeholder in the supply chain Unique 5 or 8- digit number, depending upon the Mailer ID length Qualifier for systems to recognize the data within this barcode. It has two acceptable values: use 1 if you have a 6-digit MID or 8 if you have a 9-digit MID. Unique Intelligent Mail Container Barcode (IMcb) STD FLTS SCF BC/NBC XYZ CORPORATION INTERNATIONAL FALLS, MN APPLICATION IDENTIFIER 99 TYPE INDICATOR M MAILER ID USPS ASSIGNED, Mailer Assigned Barcode Uniqueness Full-Service requires a unique Intelligent Mail container barcode on the container placard for 45 days. Exceptions to this are explained in the next slides 18 Full- Service Requirements 18 9

10 einduc;on Pallet Placard Optional einduction placard make-up 19 Summary of Intelligent Mail Container Barcodes (IMcb) Barcode Uniqueness APPLICATION IDENTIFIER 99 Value must always be 99 TYPE INDICATOR M Value must always be M MAILER ID USPS ASSIGNED, Ex: 2034Z Unique 6 or 9- digit number assigned by the USPS that identifies the Mail Owner or Mail Preparer for the container. Mailer Assigned, Ex: Mailer assigned unique number either 9 or 12- digits, depending on the Mailer ID length. Maintains uniqueness of IM barcode. Mailers are required to uniquely number each container and NOT reuse any of the numbers for 45 days from the date of the mailing. Excep'on: for mailings of <10,000 pieces, barcode uniqueness is not required 20 10

11 Container Placards The Intelligent Mail Container Placard is used on containers such as pallets, All Purpose Containers (APC), hampers, and pallet boxes. The container placard includes the Intelligent Mail Container Barcode (IMcb) and text iden;fying the mail owner, des;na;on, and type of mail. At least two clearly visible placards must be affixed on adjacent sides of each pallet, outside of any shrink wrap (see DMM sec;on for more info) Container Placards can be two sizes: 8 minimum by 11 Self- Adhesive 4 by 7 21 Container Placards Excep;ons Container Placards are usually required for Full-Service mailings but there are some exceptions When discussing the exceptions, the following terms are important to understand: BMEU: mailings presented by a customer at a BMEU Processing Facility: mailings verified at a detached Mailing Unit (DMU) and entered at a processing facility Generally container barcodes and placards are not required for small volume mailings entered at a BMEU or Post Office

12 Container Placards: Standard Mail, Periodicals and BPM Container Placards are NEVER required when: Container Placards are required if the mailer separates mail by des4na4on and the mailing is: Container Placards are ALWAYS required when: Mailing is less than 500 pounds of bundles/sacks or 72 feet of trays AND mail is not separated by des;na;on Under 500 pounds of flats entered directly at a DDU Mailing is more than 500 pounds of bundles/sacks or 72 feet of trays *Note: Unlike for First- Class Mail, these rules apply to all mailings regardless of the type of facility at which the mail is entered Between 100 and 249 pounds of bundles/sacks or 12 feet of trays entered the des;na;on NDC, ASF, ADC, SCF Between 250 and 499 pounds of bundles/sacks or 36 feet of trays 23 Container Placards: First- Class Mail Entered at a BMEU Container Placards are NEVER required when: Container Placards are required when: Container Placards are ALWAYS required when: Mailing is less than 48 linear feet of leler trays or 16 flat tubs. Mailing is greater than 48 feet of leler trays or 16 flat tubs AND the mailer Creates an origin SCF pallet or Separates mail by des;na;on Mailer has a CSA 24 12

13 Container Placards: First- Class Mail Verified by a BMEU and entered at a Processing Facility Container Placards are NEVER required when: Container Placards are ALWAYS required when: For APC, Gaylord, or rolling stock: Mailing is less than 48 feet of leler trays or 16 flat tubs Mailer has a CSA For Pallets: Mailing is less than 72 feet of leler trays or 24 flat tubs For APC, Gaylord or rolling stock: Mailing is greater than or equal to 48 feet of leler trays or 16 flat tubs For Pallets: Mailing is greater than or equal to 72 feet of leler trays or 24 flat tubs on a pallet 25 edoc Requirements What is edoc? Allows mailers to submit mailing information that is traditionally provided via postage statements and qualification reports electronically through the PostalOne! system What goes in edoc submissions? Postage Statement information Qualification information presort and entry facilities Unique barcodes for mailpieces, handling units such as trays and sacks, and containers Exception for certain mailings under 10,000 pieces Nesting information, which may include logical handling units Identification of edoc submitter, Mail Owner and Mail Preparer Full- Service Requirements

14 edoc Requirements Mail Owners and Mail Service Providers (MSPs) must be identified within the edoc. This identification is called By/For. Mail Service Provider (BY) Mail Owner (FOR) Note: For simplification, a hard copy postage statement is used to represent electronic documentation since the concepts are similar within edoc The Mail Owner is always required to be identified within edoc either by a CRID, MID, or Permit A Mail Service Provider must identify themselves using a CRID or MID The party that submits the edoc (edoc Submitter) also must identify themselves using a CRID Exception: If a Mail Service Provider mails for multiple Mail Owners and some have fewer than 5,000 pieces per mailing, those Mail Owners do not need to be identified within edoc to claim the Full-Service discount but will need to be included if the Mail Owner wishes to receive Full-Service Feedback such as address correction. Full- Service Requirements edoc Requirements The four options for submitting electronic documentation are: Mail.dat Mail.XML Postal Wizard For mailings of less than 10,000 identical-weight pieces or less than 10,000 pieces with correct postage affixed to each mailpiece Intelligent Mail for Small Business (IMsb) Tool For mailers who mail less than 10,000 pieces per mailing and less than 250,000 pieces annually Full- Service Requirements

15 Available edoc Technologies Mail.dat Mail.XML Postal Wizard Intelligent Mail Small Business Tool (IMsb) Mailer uses own software or vendor software to create electronic file Mail.dat is an electronic file that represents the mailing and contains the Postage Statement and qualification information Mail.dat uses a fixed file format to send mailing information Mailer uses own software or vendor software to create electronic file Mail.XML is an electronic file that represents the mailing and contains the Postage Statement and qualification information Allows two-way conversational communication letting the customer select data fields submitted Separate software is needed to generate barcodes Mailer types information into online forms in Postal Wizard, a USPS tool Postal Wizard creates the electronic postage statement Designed specifically for small-volume mailers Allows mailers to print an Intelligent Mail Barcode on pieces and tray labels and to prepare Full- Service mailings, including electronic submission of postage statements Topics What is Intelligent Mail Service?
