1 Schools of Education Learning Collaborative January 2009 Custom Inquiry Report - Teacher Education Programs University of rthern Colorado Background Prospective students commonly consider cost when selecting their post-baccalaureate and graduate-level programs. As such, the University of rthern Colorado s (UNCO) College of Education and Behavioral Sciences wants to ensure that pricing for its post-baccalaureate elementary and secondary education program is on par with other universities in the state. This investigation gathers information to help give UNCO a general understanding of what differences in cost, if any, exist. Post-baccalaureate programs are defined as those that require students to have a bachelor s degree prior to entering the program, and do not necessarily lead to a degree. Additionally, UNCO was interested in the approximate size of programs and the prevalence of online programming. Methodology Eduventures staff obtained the names of institutions with post-baccalaureate teacher education programs from the Colorado Department of Higher Education. To identify costs and enrollments of traditional programs, Eduventures staff then visited program Web sites and reviewed data from the following sources: Colorado Commission on Higher Education U.S. News and World Report National Center for Education Statistics Eduventures staff also called some programs to obtain additional information; information obtained from program staff, however, was not always available or accurate. As a result, this document presents information that prospective students would have access to when considering the cost, size, and delivery modality of each program. Key Findings Metropolitan State College of Denver has the highest number of post-baccalaureate enrollments (508). It also has the lowest estimated tuition costs for its elementary and secondary programs. Overall, the cost of attending UNCO s licensure programs is fairly competitive with other program offerings, though most public universities appear to have slightly lower tuition rates. Other factors, however, impact the total cost to students, such as the extent of scholarships, prior course credits, and other incentives. Few of the post-baccalaureate programs are offered in an online format. Custom Inquiry Reports - Brief analysis of issues of concern to individual members. The SOE-LC program maintains dedicated staff to support members needs for detailed, quick-turnaround research. Requests may be prompted by issues raised in the SOE-LC s Collaborative Research investigations, may seek to leverage the collective experience of the SOE- LC membership, or may take the form of small-scale primary research investigations or reviews of secondary literature. Requests generally take two to three weeks to complete and approximately four to six hours of analyst time. Eduventures staff work to deliver accurate, reliable data and information in all cases; however, we cannot guarantee the accuracy of data and information from all sources used. 2 Findings In 2008, Metropolitan State College of Denver (MSCD) had the highest number of postbaccalaureate teacher education enrollments. In 2008 in Colorado, approximately one of every ten teacher education students were enrolled in a post-baccaulaureate program. MSCD students accounted for nearly half (47%) of post-baccalaureate enrollments. As Figure 1 displays, Colorado Christian University and University of Colorado Boulder had the next highest number of post-baccalaureate enrollments. The University of rthern Colorado s post-baccalaureate enrollments are not reflected in this table. Figure 1. 3 In Colorado, the highest percentages of post-baccalaureate teacher education enrollments are in elementary education (41%) and art (31%). These areas are followed by postbaccalaureate enrollments in Social Studies (9%), Special Education (8%), and English Language Arts (8%). Figure 2. 5 On average, the cost of completing a post-baccalaureate program in elementary education from other Colorado universities is approximately $18,000 (for residents) or $31,000 (nonresident). Across the state, the cost ranges greatly from $9,846 (Metropolitan State College of Denver) to $56,100 (University of Denver, out-of-state) for post-baccalaureate programs by public/private university and between in-state and out-of-state residents. 6 On average, Secondary Education post-baccalaureate programs are approximately $16,000 for in-state residents and $28,000 for non-residents. Tuition fees range from $6,768 for Colorado residents to $41,662 for non-residents. For residents attending public universities, tuition averages $10,273 for 41 credit hours. Figure 4. The total tuition cost ranges depending on how many credits a student needs to take, his/her prior coursework, and what term the student begins; some program advisors and chairs request transcripts before providing definitive credit hours required. Additionally, some universities, especially private universities, may be able to provide greater financial aid or credits than UNCO. Thus, the information presented here is based on published information students are most likely accessing. Most of the programs do not have online course requirements. Some institutions clearly state a belief that teacher preparation best occurs in a face-to-face setting. A handful of schools offer students a hybrid or 100% online option. This may serve as a point of differentiation for UNCO. Figure 5. 8 Conclusion Questions for Consideration The Bottom Line: UNCO s post-baccalaureate program tuition costs appear to be competitive with other local universities. UNCO is more expensive than other public universities, in part because its greater course credit requirements UNCO s program is still less expensive than private universities. Slightly more than half of programs offer post-baccalaureate students to enroll in a master s degree program. Very few of the programs offer their online programming. A few follow-up questions arise from this investigation about the perspective prospective students might have of UNCO s post-baccalaureate programs. Among other universities in Colorado, UNCO s Web site is the most detailed in the different tuition rates. How important and how clear is this information to students? Further, while cost is one of the most important factors in students enrollment decisions, past Eduventures research has identified other factors that also influence students choices, including accreditation and reputation of the school.
