8 RESOLUTION AUTHORIZING THE ESTABLISHMENT OF THE CENTRAL TEXAS REGIONAL AGING, DISABILITY AND VETERANS ADVISORY COUNCIL Resolution #: AAA1 WHEREAS, the Central Texas Council of Governments (CTCOG), a Regional Planning Commission designated by the Office of the Governor, State of Texas, under provisions of Article 1011mm, V.A.C.S., with jurisdictional lines encompassing the counties of Bell, Coryell, Hamilton, Lampasas, Milam, Mills and San Saba; and WHEREAS, the Texas Department of Aging and Disability Services is designated as the State Unit on Aging by the U.S. Administration on Community Living (ACL) and has designated CTCOG as an Area Agency on Aging under the authority of U.S. Code Title 42, Chapter 35, Subchapter III, Part A Section 306 of the Older Americans Act; and WHEREAS, Subsequent to passage of House Bill 2292, 78 Texas Legislation that combined 13 Texas Health and Human Service Agencies into 5 Health and Human Service Agencies and the CTCOG Executive Committee authorized the Area Agency on Aging to propose that CTCOG be designated as 1 of the first of 3 Aging and Disability Resource Centers (ADRC) in 2006; and WHEREAS, the Central Texas ADRC was designated by the U.S. Veterans Health Administration as 1 of 11 national demonstration projects to implement the Veterans Directed Home and Community Based Services and Veterans Directed Caregiver Respite Program on 2001; and WHEREAS, the 84 th Texas Legislature is considering adoption into law the recommendations of the Texas Sunset Commission s recommendation to consolidate the remaining 5 Texas Health and Human Service Agencies in to 1 State Agency Texas Health and Human Services Commission; and WHEREAS, After the potential Legislative Texas Health and Human Service Agency consolidation, there will be a need for Regional Administrative Structures to support functional local services now provided by: 1) The Texas Department of Aging & Disability Services; 2) The Texas Department of State Health Services; 3) The Texas Department of Assistive & Rehabilitation Services; and 4) The Texas Department of Family and Protective Services; WHEREAS, CTCOG is uniquely capable to serve the State of Texas as a Regional Health and Human Services Administrative Entity; NOW, THEREFORE LET IT BE RESOLVED, that the CTCOG Executive Committee abolishes the existing Area Agency on Aging Advisory Council and establish the Central Texas Regional Aging, Disability, and Veterans Advisory and authorize the Director of the CTCOG Area Agency on Aging in compliance with Federal and State Laws to: Identify potential Regional Aging, Disability, and Veterans Stakeholders for County Judge Consideration and Appointment of Members to the Central Texas Regional Aging, Disability, and Veterans Advisory Council Oversee Development of the Central Texas Regional Aging, Disability, and Veterans Advisory Council By-Laws for CTCOG Executive Committee Consideration and Approval Periodically Report to the CTCOG Executive Committee on policy issues and recommendations made by the Central Texas Regional Aging, Disability, and Veterans Advisory Council on needed 8

9 actions by the CTCOG Executive Committee pertaining to regional Health and Human Services impacting the Aging, Disability, and Veterans residing in State Planning Region # 23.
