2 Baraboo School District Online Learning Plan and Resource Guide Overview Mission and Core Belief Statements Mission: The School District of Baraboo is dedicated to being the best educational community by supporting the maximum growth of each student, enabling each to succeed in and contribute positively to a continuously evolving world. School District of Baraboo Core Beliefs: We believe education is an investment in the future of our community and society. Educational achievement is a collaborative process engaging students, teachers, administrators, parents, and the community. We believe each student can learn and has the right to reach her or his full potential. We believe every student is entitled to an education that is responsive to her or his unique needs. We believe that all members of the educational community have the right to feel safe, physically, emotionally, and socially. Baraboo School District Online Learning Belief Statements: We believe in offering a wide variety of online course options as generated by student needs and interests. We believe students should be encouraged to complete at least one online course experience as preparation for an increasingly technological world. This experience could be an online course or it could be part of a traditional course. We believe students should not take all of their courses through online learning as they may miss positive experiences in school. We believe the future success of Baraboo online learning is contingent upon exploring and engaging in partnerships that maximize resources to benefit students. 2
3 Response to Intervention Response to Intervention (RtI) is a framework of educational decision-making and service delivery. This model assumes that each student receives high-quality, research-based, and differentiated instruction from a general educator in a general education setting. At its core, RtI is the practice of the following: Providing high-quality instruction and interventions matched to student need. Monitoring progress frequently to make decisions about changes in instruction or goals. Applying child response data to important educational decisions. The Baraboo School District is committed to providing optimal learning conditions that support academic achievement for all students. When implemented with fidelity, an RtI framework has the potential for meeting this commitment through the implementation of a multi-tiered system of support based on sound educational practices. The process also emphasizes the importance of leadership, the use of data to guide instruction, appropriate intervention and practice, parent involvement, and other research-based practices. In the world of online learning, this refers to implementing and sustaining efforts, which ensure our students have access to differentiated curriculum, flexible pacing, acceleration, and other universal interventions available to all students in the general education classroom. There are eight essential components of RtI: 1. Evidence-based curriculum and instruction 2. Ongoing assessment 3. Collaborative teaming 4. Data-based decision making 5. Fidelity of Implementation 6. Ongoing training and professional development 7. Community and family involvement 8. Strong leadership Each element is part of an interrelated process that should be applied to every student. RtI creates an integrated and seamless continuum of services that encompasses all staff through a multi-tiered service delivery model. The Baraboo School District s Online Learning Program adheres to the principles of RtI as the foundation of our practice. 3
4 Alignment to the International Association for K-12 Online Learning (inacol) Standards The International Association for K-12 Online Learning (inacol) has developed and outlined standards for quality online programs to best meet the needs of students enrolled in online courses. Standard 1: Institutional Standards--Institutional standards address the organization s vision, mission, philosophy and beliefs. The institutional standards define those elements critical to creating the operational framework of the online program including the governance, leadership, resources, and organizational commitment to meet the program s vision and mission. Mission Statement: The mission of Online Learning is to utilize new and emerging technologies to provide students access to high-quality, standards-driven curriculum in an environment that is student-centered and personalized to accommodate an individual student s needs. Governance: The Baraboo School District is an affiliate member to Wisconsin eschool Network and partner with the Wisconsin Digital Learning Collaborative. A coherent governance model is used, which allows for local control and responsibility for quality online courses. Leadership: The leadership of the Baraboo School District online program is accountable to the program s governance body and is responsible for setting and meeting operational and strategic goals. Planning: The Baraboo School District Online Learning program utilizes the Wisconsin eschool Network and Wisconsin Digital Learning Collaborative strategic plan which focuses on: o o o o o o Governance: to develop and maintain a governance structure instilling trust, collaboration value, innovation, and fiscal responsibility. Operational Efficiency: to create a sustainable operational environment that emphasizes student centric initiatives to best serve a network of growing autonomous members Program Development and Growth: Increase equitable access and knowledge of quality 21st century digital learning resources throughout Wisconsin. Financial Sustainability: to maintain and develop financial models both sustainable and attractive to existing and potential partners. Quality Curricular Resources: to maintain and evaluate the appropriate means used to increase the quality of curricular offerings used to positively impact student learning. Professional Development: to increase the opportunities for knowledge sharing and professional development by leveraging the Wisconsin Digital Learning Collaborative to protect and validate programmatic academic validity on behalf of students. These efforts will focus on the adoption of Professional Learning Communities and updating and development of PD course offerings. 4
5 Organizational Staffing: The Baraboo School District recognizes that appropriate levels of staffing are critical to the success of the online program. Clearly defined roles and responsibilities are evident to create a collegial team. Course instructors are certified and highly qualified. Organizational Commitment: The Baraboo School District demonstrates a commitment to attaining the online program s goals by ensuring activities and accomplishments of the organization are aligned to the mission statement. Sustainability of the program is articulated through the strategic plan. Financial and Material Resources: The Baraboo School District allocates finances and materials in support of the mission statement which are managed in a responsible manner in accordance with prescribed budget and accounting principles. Equity and Access: Online enrollment is available to students who are residents of the Baraboo School District as well as students who open enroll and are attending classes in the district. Online options are available for students who attend Jack Young Middle School and Baraboo High School. Integrity and Accountability: The online program, leadership and staff are accountable to the Baraboo School District Board of Education. They work to provide regular and timely information on progress towards attainment of goals, alignment with policies, and achievement of student learning outcomes. Standard 2: Teaching and Learning Standards--Teaching and learning standards focus on how an online program develops or chooses its curricula; how the program s teachers deliver that curriculum to students; and how students progress in the curriculum is assessed. the inacol National Standards of Quality for Online Courses focuses on issues of curriculum and assessment at the individual course level while the inacol National Standards for Quality Online Teaching focus on ensuring individual teacher quality. These standards assume that a quality online program meets those individual course and teacher standards and identifies the most critical aspects of those standards as well as more comprehensive, macro-level set of standards to truly be considered a quality online program. Curriculum and Course Design: The Baraboo School District is a partner with the Wisconsin eschool Network and the Wisconsin Digital Learning Collaborate in providing online courses through a variety of vendors including Wisconsin Virtual School, Florida Virtual School, edynamic Learning, and OdysseyWare. Online courses offered meet the requirements of state standards, provide accessibility for individuals with disabilities, and demonstrate rigorous course content. Instruction: The Baraboo School District ensures excellent online teaching for its students. This process begins with requiring that faculty hold the required certification and are trained in online instructional methodologies and learning technologies. Assessment of Student Performances: The Baraboo School District Online Learning program values student academic performance. Measuring student achievement includes enabling students to monitor their own progress, enabling teachers to adapt their 5
6 instruction to meet the learners needs, using multiple methods to assess student performance, providing timely feedback, measuring student attainment of a course s educational goals, and informing ongoing course design and revision. Standard 3: Support Standards--Support standards address the organization s academic, guidance, and technical services that are critical to meeting the needs of all participants in the online program. Faculty: The Baraboo School District supports the online faculty by providing opportunities to develop professional skills through mentoring, professional development, and technical assistance. Students: The Baraboo School District Online Learning program provides students an orientation course prior to the start of an online course to ensure proper placement and student success. Guidance Services: The Baraboo School District Student Services Team provides academic advising for students to meet requirements of the program and/or school. Organizational Support: The Baraboo School District Technology Services provides an online learning environment that is appropriately maintained, secure and is a productive and safe work environment for students and staff. Parents/Guardians: Parents and guardians work as a team with faculty, administrators, student services, and organizational support to ensure a quality educational experience for their children. Standard 4: Evaluation Standards--A culture of continual program improvement is critical in becoming a quality online program and maintaining that status. Evaluation efforts are utilized to both verify the program is meeting its intended purposes and identifying where improvements can be made. The cycle is completed by taking this information and developing concrete plans for program improvement. Program Evaluation: The Baraboo School District recognizes the value of evaluating the online program to collect and analyze data that evaluates its learners, evaluates faculty, reviews courses, determines program success, and assesses progress towards goals, mission and the strategic plan. Program Improvement: The Baraboo School District online learning program uses data to effectively drive instructional decision-making and is based on advancing the program s vision, student achievement, current research and educational best practices. 6
7 Description of an Online Course Online courses offered by Baraboo School District are web-based, which means they are accessible from anywhere there is Internet access. Each course has a Wisconsin Department of Public Instruction (DPI) certified teacher that works directly with the students, facilitating their learning and evaluating their efforts. Students have access to their courses 24 hours a day, 7 days a week, providing flexibility in scheduling when students work on their assignments. Online courses are typically weeks in length. Assignments are given deadlines to support completion within this time frame. Students may complete a course in a shorter amount of time to accelerate their learning. Lesson content is provided online, and assignments are submitted electronically. Assessments may require oral submission or may need to be taken in a proctored setting to provide validity in student knowledge and skills. Some courses may have hard copy texts or require downloading of software. Doing an online course does not mean that students have to be online and connected to the Internet to complete all of the coursework. Students can print out pages and work offline for some lessons. For other lessons, students might use magazines or periodicals to research and a word processing program to type a formal report. Enrollment Options for Baraboo School District Students Any Baraboo School District student in grades six through twelve attending Jack Young Middle School or Baraboo High School may request online enrollment. Students can enroll in an online course based on individual need, but must follow guidelines for graduation requirements, course prerequisites and course availability. Baraboo School District offers an online program, which gives students the opportunity to supplement their traditional school experience with online courses. Baraboo School District offers online enrollment during fall and spring semesters in addition to summer school. A student may request to take an online course for a variety of reasons: 1) a course is not available as a result of a significant schedule conflict 2) a course is not offered in the Baraboo School District 3) a student is accelerated 4) a student has not been successful in the traditional face-to-face setting or 5) if a special circumstance exists. Special consideration is provided for students with significant life obstacles: medical reasons, dropouts, adjudicated and/or incarcerated youth, teen parents, homebound students, students with physical, mental or emotional difficulties, voluntarily withdrawn or expelled students, self-supporting youth, transient students, students in treatment programs. 7
8 Students are expected to participate in a one-week online orientation course prior to the start of their first online course. Successful completion identifies that the student has the technological skills and motivation necessary for the online environment. A student taking an online course has a two-week trial period from the date of enrollment to determine if the selected online course is a proper fit. During this period, a student is expected to be on pace with coursework in order to continue online placement. A student may enroll in one online course initially to determine if the online learning environment is a good fit for him or her. After successfully completing a course, a student may request enrollment in two online courses simultaneously. This is the recommended number of online courses students may take at any given time. Students will be assigned an online coach/mentor/facilitator. This role is to support the student in meeting course deadlines and completion goals. This support person could be a guidance counselor, administrator, or online certified teacher. The Online Coordinator in the school district will manage the enrollment of online students, monitor student progress, and help the student solve problems encountered during the online course. Online Enrollment for Returning Students without Diplomas Baraboo School District residents who have not graduated and have reached the age of 20 (Age 21 for Students with Disabilities) are eligible to enroll in online courses to complete their diploma requirements taking Baraboo online courses whether or not they attended the Baraboo High School. Returning Students Age 20 or more Baraboo School District residents, or former Baraboo High School students, who have passed their 20 th birthday and are within 6 credits of completing their diploma requirements, may be considered for enrollment on a case-by-case basis. Those students would need to pay a fee of $350 per 0.5 credit course. Homeschool Students Homeschool students may enroll in up to two courses per semester and still maintain their home school status. Either or both of the courses could be online courses. Students who desire more than two courses per semester may register as a student within the Baraboo School District. 8
9 Baraboo High School Guidelines Students attending Baraboo High School are encouraged to register for online courses prior to the start of a semester. A student may initially enroll in one (1) online course but has the option to accelerate the pace to complete the course in less than a traditional semester timeline. If a student has successfully completed an online course in a semester or less with a minimum grade of C-, then the student can request taking two (2) online courses simultaneously. Students taking an online course may do so independently, or may be enrolled in a block/section in the online learning lab during the regular school day. If a student is enrolled in two online courses, he/she is expected to sign up for two blocks/sections. A student enrolled in a course through Wisconsin eschool Network will receive a letter grade upon completion based on the overall course percentage and passing the final exam. These courses will apply to a student s GPA. A student enrolled in a course through OdysseyWare will receive a P or Pass for a grade if the course is completed with a D- or better. These courses do not affect a student s GPA, but do count towards completed credits for graduation. A student taking an online course has a 2-week drop window from the date of enrollment. This drop window helps determine if an online course is a good fit for the student. There are no consequences for dropping a course during this 2-week window. A student who is 5 or more assignments behind pace will be considered significantly behind in the course. This may affect eligibility for extracurricular activities if the student is failing another course. If a student moves or withdraws from Baraboo High School and chooses not to complete the online course, then the student will receive a W/F. A W/F translates to a 50% on the Baraboo High School scale. Students who do not successfully complete a course within a given semester may: a. Request an extension to continue the course into the next semester with completion of Academic Extension Form and consent of the Online Coordinator and the online instructor. b. Accept an I Incomplete grade and complete remaining assignments within 10 business days. c. Accept a W/F grade. A student who receives a failing grade for an online course will be required to meet with an administrator, Student Services team, the Online Coordinator, and a parent/guardian before being permitted to take an additional online course. 9
10 Jack Young Middle School Guidelines A student may enroll in an online course after successfully completing the application process: 1. Recommendation/request to take an online course--by student, parent, or school personnel 2. Complete application showing parent consent 3. Review and approval by team which may include an administrator, student services, online coordinator, school psychologist, online facilitator, and parent/guardian 4. Enrollment and completion of online orientation Students taking an online course will be assigned to an online instructor s classroom in the traditional school setting. Coursework can be accessed during the school day and at home with Internet connection. A student who is 5 or more assignments behind pace will be considered significantly behind in the course. This may affect eligibility for continued online learning opportunities as well as extracurricular activities if the student is failing another course. Student progress will be evaluated quarterly to determine proper placement in the online learning program. Summative standards-based assessments will be created and administered by the online instructor to determine student progress and proficiency for reporting purposes. The percentages represented in the online course are considered formative. 11 Baraboo School District Online Coordinator Job Description RESPONSIBILITIES Support the mission for the online program and the Baraboo School District and develop a vision for growth and development. Prepare the budget for the online program. This includes district purchases and keeping track of networked students serviced and Baraboo students sent to network teachers. Train online teachers to use eschool software and provide on-going support. Recruit new teachers and promote online certification through the eschool Network. Communicate changes within the eschool Network and with online vendors to administrators and teachers. Inform students, community members, and school personnel about online and blendedlearning opportunities. Work towards setting school board policies for online courses. Work with faculty to share how online courses work for their department/classroom. Process enrollment requests with administrators, student services and/or special education. Input student data into the registration program and enroll students in courses. Attend monthly operations and board meetings for Wisconsin eschool Network. Update policies, procedures, and guidelines to reflect any changes in the eschool Network. Monitor Baraboo students pace and delegate mentors to monitor student pace so that parents are aware of problems. Collect and monitor student enrollment data and share with stakeholders. Meet with student services, students, and parents to resolve any issues with online courses. Update Orientation procedures and course as needed and grade assignments for students enrolled. Coordinate contracts with area schools for available online semester enrollments. Coordinate purchase and distribution of supplemental resources for courses. Coordinate local and network section enrollments. Monitor course extension requests for online courses. Issue withdrawal grades when appropriate. Update the Online Learning Center website. 11
12 Baraboo School District Online Teacher Job Description QUALIFICATIONS: 1. DPI licensed teacher with online training certification. 2. Displays knowledge of online learning curriculum, assessments, and data analysis. 3. Flexibility to attend to Response to Intervention and online learning opportunities. RESPONSIBILITIES Course set-up which includes updating syllabus, setting up discussion groups, deactivating final, archiving old course sections, editing new sections. Send welcome or make a welcome call to new students in the course and make sure that they understand how the course works. Provide feedback to students that will help them understand concepts that are difficult. Give progress reports at least once a month. Track attendance in a course. Student must submit a minimum of one assessment a week or they are considered truant for online purposes. Three weeks of truancy will result in removal from the course. Assign and grade coursework. Phone quizzes (oral assessments) periodically throughout the course. Coordinate exams including communicating with proctors, exam clearance (ready for exam), and supplying a password. Respond to student s within 24 hours Monday-Friday or by the next Monday if the is on the weekend. Grade assessments within 24 hours Monday-Friday or by Monday if assessment is completed on the weekend. Contact students and parents of students who are not progressing in the course. Contact should be logged in the student management system (currently Genius). Inform the Online Coordinator of any problem with students, parents, or network partners. 12
13 Baraboo School District Online Mentor/Coach Job Description RESPONSIBILITIES Supervise a computer lab and online students Help students with questions in their courses as they arise. Direct students to communicate with the online teacher via , phone or chat session. Coordinate communication with student and online teacher when necessary to keep students moving forward in the course. Monitor pace charts with students about once a week and more if needed. Check progress reports when submitted by online teacher. Discuss attendance issues with students (online attendance is submitting a minimum of one assessment per week). Communicate with the online teacher for exam clearance and scheduling. Proctor exams Keep online coordinator advised of issues such as difficulty coordinating student/teacher contact, student not progressing in the course, etc. Baraboo School District Online Registrar Job Description RESPONSIBILITIES Act as administrative assistant for the Online Coordinator as needed for daily operations of online programming. Enter student data into registration program (currently Genius) for students approved to enroll in online courses. Enter parent contact information and ensure parent access to assist in monitoring progress. Track attendance in a course. Student must submit a minimum of one assessment a week or they are considered truant for online purposes. Three weeks of truancy will result in removal from the course. Parent Communication Online Coordinator Communication with Parents Online Coordinator will contact parents of online students to facilitate needed problem-solving meetings. Online Coordinator will also communicate and provide updates on academic progress. Teacher Communication with Parents Teachers are encouraged to contact parents of students on a regular basis to communicate individual student progress and notify parents of any potential student concerns. Parent Communication with Teachers The district highly encourages parents of students to contact teachers at any time if they have specific concerns or if they just want some information about their child s educational activities or performance. They may call the teacher, set up an appointment for a meeting, or communicate by . Parents are encouraged to attend parent-teacher conferences. 15
16 Pupil Services Support Students May Need Guidance Many middle and high school students deal with a variety of social-emotional issues. Students may be able to work on these issues on their own, but they might also need some adult guidance and discussion. For issues that continue unresolved over a period of time, counseling or intervention may be needed. Students are not always able to verbalize what they are feeling and experiencing. As parents and teachers we do need to be sensitive and alert to students needs and communicate with each other when we see a student may need some guidance. Online instructors partner with classroom teachers, counselors, parents and administration to address guidance issues. Signs of Positive Adjustment These are some signs of positive adjustment to online coursework: Willing to tackle challenging work independently. Able to communicate with online instructor when work is challenging. Able to maintain on pace progress. Able to ask for assistance without reduction in self-esteem. Gains confidence through mastering challenges. Recognizes personal strengths and abilities. Signs of Adjustment Difficulties These are some signs of difficulties adjusting to online coursework: Is significantly behind which means more than 5 assignments behind pace. Refuses to accept assistance from online instructor or mentor/coach. Experiences anxiety when discussing online course. Is frequently unable to complete work. Wants to avoid doing online work at home. Uses inappropriate language when communicating in online discussions. Actions to Take It is a good idea for online instructors or parents to consult with others if any issues continue over a period of time without being resolved. The Online Coordinator, school guidance counselors and/or building administrators are all potential resources. Through collaboration, we may be able to identify some steps that can be taken to help students deal with significant issues with their online coursework. 16

19 Baraboo School District Student Contract for Online Courses Access to the technology utilized by online courses imposes certain responsibilities and obligations. Appropriate use is ethical, honest, and legal. I understand that I am taking a place in an online course that is valuable and that I am going to do my best to complete all assignments and uphold a high level of academic integrity. Academic Honor Policy 1. I understand and agree that all work submitted must represent my original ideas and I will appropriately cite all relevant sources if it is not completely original. Failure to do so can result in receiving a failing grade for the assignment and possibly for the course. I may be required to complete the assignment without credit in order to continue in the course. 2. I understand that no one other than me can complete any portion of an assignment, activity or exam or make revisions to an assignment, activity, or exam. Doing so may result in a failing grade, my immediate removal from the course, and/or my inability to take another online course. 3. I understand that I may be assigned proctored assessments and/or oral responses in person or on the phone. These are standard assessment tools in online courses. Most courses have a proctored semester exam or culminating activity. It is my responsibility to contact the Online Coordinator to set up an appointment if appropriate time to take the exam is not available during the school day. 4. I understand that if I am not able to pass the semester exam, credit WILL NOT BE AWARDED for the course no matter what grades I earned throughout the course. Alternate assessment methods may be used at the discretion of the teacher. Course Progress Expectations 1. Attendance for my online course is measured in one or more of the following ways: a. By attending my scheduled block/period during the school day. b. By logging in a minimum of two times per week. c. By completing a minimum of 1 assignment per week. 2. I understand that I will need to complete 3-5 assignments per week on average. Failure to do so for any 3 weeks within the semester may result in my being removed from the course with a W/F (50%). 3. I understand that all assigned work needs to be completed according to the due dates provided in my course. Any assignment submitted beyond the due date may not receive full credit. Blank assignments are not considered appropriate submissions. 4. I understand that if I fall 5 or more assignments behind pace that I will be considered significantly behind pace in the course even if my grade is passing. I will be expected to work outside of the classroom to catch up. 5. I understand that I am expected to communicate with my teacher on a regular basis and read any s the teacher sends. Parents/guardians may have access to this communication and my online progress. 9. I understand that I need to complete my course with a minimum score of D- in order to enroll in an additional online course or a C- if I would like to be in two courses simultaneously. 10. I understand that if I have been making regular progress, but do not finish my course by the deadline, I can request an extension. I may be asked to finish my course on my own time as an independent study. 19
20 Drop Window and Trial Period 1. I understand that online courses may not be a good fit for everyone. I may drop the course during my trial period, on or before two weeks from the date of my enrollment date without consequence. 2. I understand that I may be dropped from my course without penalty for any of the following reasons: a. I do not successfully submit at least one appropriately completed assignment within 7 calendar days of my enrollment date. If I have questions regarding the content or if technical problems occur, I should communicate with my teacher or the Online Coordinator immediately. b. I am NOT ON PACE by the end of the second week in the course, and have not been making sincere effort to complete assignments. Acceptable Use Policy 1. I will uphold all district technology policies in this learning environment. 2. I will use resources provided for online courses for authorized purposes only. 3. I will use only legal versions of copyrighted software in compliance with licensing agreements. 4. I will use appropriate and respectful language in all communications. Inappropriate language or messages will not be tolerated. The online staff will determine whether language and/or messages are inappropriate. The following minimum disciplinary guidelines will be used when determining consequences: first offense, a warning to the student and notice to parent; second offense, a conference with the student, parent and administrator; third offense, removal from the course with a failing grade. In the case of a grievous offense a student could be removed from the course even if it is a first offense. 5. I and/or my parents are liable for any improper use of the Internet and/or . I understand that anything done on the computer can be retrieved and printed at any time. My , chat, whiteboard and discussion privileges may be restricted or removed. My course accounts should be used for class purposes only. I am expected to protect the privacy of students and staff and not publish or distribute addresses outside of the class members. Any improper use will result in loss of use of district equipment and services. I will follow rules, written and implied, pertaining to Internet etiquette (Netiquette) and communicate respectfully to everyone. I will not attempt to bypass security protocols. 6. Any software provided by instructors to be installed on my personal computer for a particular course, must be uninstalled as per the product licensing to make the resource available for future students. A grade may be withheld if equipment, materials, or software have not been returned. Technical Support Computer-based courses may require a student to download software and/or access files to use within the course.
