1 Charging and Remissions Policy Premises & School Activities Purpose The purpose of this policy is to determine appropriate charging and remissions rates for the letting of school premises and for school activities. (PART ONE Premises) Arrangements The governing body may let the school premises at charges determined by itself. The following points of action must be implemented:- The head teacher must pay to the school s account all income from the letting of buildings and grounds, and the use of equipment and other facilities. This income will be shown in the school budget. The Governing body should ensure that the proposed activity for which the premises are to be let are suitable for the accommodation being hired. The governing body should also require the lessee to indemnify the school for any damage caused. All hirers will be made aware of the school s Safeguarding Children policy which can be accessed via the school s website Any continuous letting that involves school age children must demonstrate to the school their own Safeguarding Children policy and procedure. Procedures for Letting Premises Each hirer should complete a Booking form. The booking form should supply details of the hirer and the letting. The Booking form should also specify the regulations that the hirer is to abide by when undertaking the letting. No letting should be taken unless a booking form has been completed and signed by the hirer. Booking forms issued should be consecutively numbered. A Lettings Diary should be maintained giving details of bookings approved for each day. On issue of a booking form its number should be recorded against the appropriate entry in the lettings diary for that day to indicate that a booking form has been sent. Completed booking forms should be filed consecutively and details of the amount to be charged (per the agreed scale) entered on the bottom of the form. It is recommended that hirer s be invoiced in advance of the booking. The invoice should be completed in full and VAT charged where applicable. Spring 2015 Page 1 of 6

2 The top copy of the invoice should be given to the hirer and the bottom copy filed in consecutive order. The invoice number and date raised should be entered on the booking form. On receipt of the payment a miscellaneous duplicate receipt should be issued. The receipt number should be recorded on the filed copy invoice together with the date of receipt. It is strongly recommended that payment should be obtained in advance of letting in order that bad debts do not arise. In case of block bookings payment by instalments may be appropriate. Charging and Remissions. Hiring of school facilities will be by negotiation. For Roxton Parents Association (RPA) use, the premises will be free. This policy should be read in conjunction with the Safeguarding policy. 4 NOTES To be read before completing the form overleaf. 1. Hirers should indicate exact accommodation required, e.g. hall, field etc. and state if piano or other equipment is needed. 2. If a licence is needed e.g. for a performance, alcohol etc. the hirers must make an application to the appropriate licensing authority at least 21 days before the event. 3. The hours of hiring must allow time for preparing for the event and cleaning up afterwards. 4. The hirers must provide proof (photocopy of insurance certificate) of liability insurance and be able to indemnify the governing body of the school if it has to repair, replace or make good any part of the school premises or contents which may be lost, damaged or destroyed as a result of the hirer s use. 5. If the hirers do not have Public Liability Insurance, the school will make a small charge, 10% of the total cost of hiring and a further 5% of the insurance cost for insurance tax. 6. The hirers should familiarise themselves with escape routes and the position of fire alarms and fire extinguishers. They should ask the school caretaker to show them these. If there is a fire, the hirers should call the Fire Service. 7. Payment of premises: Payment in full should be made at least 7 days prior to the date of hire. Cheques to be made payable to Bedford Borough Council Hirers will be charged for the use of the premises if they do not give at least 48 hours notice of the cancellation of the booking. 5 PART TWO School Activities 1 Introduction 1.1 All education during school hours is free. We do not charge for any activity undertaken as part of the National Curriculum, with the exception of individual or group music tuition, or an organised event where voluntary payments are made. 2 Voluntary contributions for activities during school hours 2.1 When organising school trips or visits which enrich the curriculum and educational experience of the children, the school invites parents to contribute to the cost of the trip. All contributions are voluntary. If we do not receive sufficient voluntary contributions, we may cancel a trip. If a trip goes ahead, it may include children whose parents have not paid any contribution. We do not treat these children differently from any others. 2.2 If a parent wishes their child to take part in a school trip or event, but is unwilling or unable to make a voluntary contribution, we do allow the child to participate fully in the trip or activity. Sometimes the school pays additional costs in order to support the visit. Parents have a right to know how each trip is funded. The school provides this information on request. 3 Optional Extras 3.1 Where Education is provided outside school hours, such education is defined as an Optional Extra and charges may be made in accordance with the model charging policy of Bedford Borough LA. This education will not be required specifically to fulfil statutory duties relating to the national curriculum. 4 Residential visits 4.1 If the school organises a residential visit in school time or mainly school time, which is to provide education directly related to the National Curriculum, we do not make any charge for the education or travel expenses. However, we do make a charge to cover the costs of board and lodging. 5 Music tuition 5.1 All children study music as part of the normal school curriculum. We do not charge for this. 5.2 There is a charge for individual or group music tuition if this is not part of the National Curriculum. The peripatetic music teachers teach individual or small group lessons. The Music Service make a charge for these lessons. Spring 2015 Page 5 of 6

6 6 Football 6.1 On occasions the school offers additional football coaching at lunchtime. A qualified FA coach, who is not a member of the school staff, runs and organises these sessions. A small charge is made for these sessions. 7 Design and Technology Materials 7.1 The school provides materials and ingredients for Design and Technology including Food Technology, sewing, making models etc. The school may request a small donation towards the cost of the consumable materials used if the finished products are to be taken home.
