1 FLOOD EMERGENCY PLAN FOR DWELLING ADJACENT TO 2, FIELD LANE, MORTON, NR GAINSBOROUGH, LINCOLNSHIRE. MARCH 2014
2 Introduction In accordance with Environment Agency advice this Flood Emergency Plan is proportionate to the risk and appropriate to the scale, nature, location and type of the development. This document records the appropriate evacuation and flood response procedures relevant to a single bungalow with refuge in the roof space. The FRA report has established there is a residual risk of flooding but that the site is well defended by well-maintained defences. Measures have been incorporated to reduce the flood risk. The dwelling has been designed to have a FFL above the extreme flood level (should a breach in the River Trent defences occur) and flood protection measures have been incorporated such that the dwelling should not become inundated during a flooding event. Aim To enable a safe and well organised evacuation of the occupants of the dwelling during a flood event. Objectives To safely evacuate everyone during a major flood event. To reduce financial loss during a flood event. Detail the flood warnings and estimated lead time available. Detail how the plan is triggered, by whom and when. Describe what actions are required. Outline the evacuation procedure and place of refuge to safely evacuate the occupants of the premises.
3 Procedures for Occupants Flood Warnings from the Environment Agency (EA) Floodline Warnings Direct Service on The occupier must sign up to the automated flood warning service provided by the Environment Agency which relates to the likelihood of flooding affecting the area. The possibility of flooding will trigger an automatic, 24 hour warning service to the owners registered telephone number. In addition to the automated direct service, the occupier will obtain further information by consulting the EA website - and/or phone Floodline on Information on this telephone number is updated every 15 minutes. What should I do? If flooding is forecast, warnings are issued using a set of easily recognisable codes. A description of the codes and actions to be taken are described below. Flood Alert Information: - Flooding is possible. Be prepared. Timing: - Two hours to two days in advance of flooding. Action: - Inform all occupants at the dwelling of the current flood alert. Listen to and watch for weather and flood warnings on local radio and television station and on Environment Agency website for an updated status of the flood alert. Contact Floodline on to check status in this area for an updated status of the flood alert. Put flood protection equipment in place i.e. floodgates. Move important items to safety. Locate the flood kit of essential items. Be on standby to leave the dwelling.
4 Flood Warning Information: - Flooding is expected. Immediate action required. Timing: - Half an hour to one day in advance of flooding. Action: - Inform all occupants at the dwelling of the current flood alert. Contact the emergency authorities to find out if evacuation is considered necessary at this stage, if yes then Move family, pets and valuables to a safe place. Consider moving vehicle to higher ground. Turn off gas, electricity and water supplies (locations listed in appendix A). Lock up and secure the property. If evacuation not considered necessary, listen to and watch for weather and flood warnings on local radio and television station and on Environment Agency website for an updated status of flood alert and Contact Floodline on to check status in this area for an updated status of flood alert Residents should continue to monitor the situation until the EA issues the Warning no longer in force status. Severe Flood Warning Information: - Severe Flooding. Danger to Life. Timing: - When flooding poses a significant threat to life. Action: - Inform all occupants at the dwelling of the imminent flood then - If not already evacuated, implement immediate evacuation if it is safe to do so, If not stay in a safe place, i.e. the refuge at first floor level which has a means of escape. Co-operate with the emergency services. Call 999 if you are in immediate danger. If evacuation is not necessary, stay in the property until flood water has subsided from around the property.
5 Warnings No Longer in Force Information - No further flooding is currently expected in your area. Timing - When river or sea conditions begin to return to normal. Action Be alert. Flood water may still be around for several days. If you've been flooded, ring your insurance company as soon as possible. Start clean-up operations and resume normal activities. Note: - West Lindsey District council and Lincolnshire County Council have Emergency Planning responsibilities and will provide advice on the location of evacuation shelters. Safe Exit Route A safe exit route is through any one of the three external doors on the ground floor level. Once the dwelling is evacuated, the occupants should proceed south and east to higher ground. - see attached map for directions. In the unlikely event of evacuation from the safe haven refuge is required there is a fully openable escape window (to fire escape standards) located in the refuge. Annual Review This Flood Emergency Plan should be reviewed annually. All contact list numbers should be reviewed and updated. EA Floodline contacted to check registration details are correct. Check contents of Flood Kit and renew as necessary.
6 Note: - Personal Flood Arrangements for Applicant As the planning application is for a local needs dwelling, the first occupant will be the applicant. The need for the dwelling is detailed in the submitted Planning Statement. The applicant has family members living in the area in properties located on higher ground. The applicant, Mr Broomfield, will be evacuated by his family to their property when a Flood Warning is issued and they will protect and secure the property. The finished floor level of the dwelling is set above the extreme flood level and a refuge is provided in the roof space. This will provide a safe haven in the extremely unlikely that flood levels reach higher than the predicted extreme level. An emergency flood kit will be located in the refuge.
