3 ONE Network revitalized direction 1. ehealth Ontario s ONE Network direction promotes the use of the public Internet to enable accelerated access to ehealth services by its clients. 2. Public Internet technology has evolved over the years and improvements to reliability and bandwidth, as well as application security make the Internet suitable for the secure and effective sharing of personal health information. 3. Use of commercial Internet for ehealth connectivity provides healthcare clients with a broader choice of cost-effective offerings. 4. OntarioMD and the ehealth Ontario Physician ehealth program have both identified commercial Internet connectivity as essential for improved EMR adoption and performance. 5. Similarly Cancer Care Ontario s Wait Times connectivity requirements can be very effectively met through commercial Internet. 6. Accordingly, the use of Internet connectivity is now a fundamental requirement of ehealth Ontario and OntarioMD s New EMR Adoption program and is one of the drivers for updating the ONE Network direction. 3

4 ONE Network direction 1. ehealth Ontario s ONE Network direction focuses on three distinct streams: Network Streamlining to remove unused and right-size under utilized Network Adoption to maximize the use of existing network assets and remove duplicate networks ehealth Ontario Network Direction Network Migration to the Internet where applicable 2. Network streamlining and network adoption are currently under way. 4

5 ONE Network migration & eligibility Migration selection is driven by the ONE Network eligibility criteria. The eligibility criteria states that ehealth Ontario will provide or maintain a ONE Network connection to a healthcare site, assuming program funding is available, if: The site currently uses an approved health care application that requires a class of service or has network requirements that cannot be addressed by a commercially available Internet service (e.g. Ontario Telemedicine Network); or The site uses an approved health care application that currently cannot be securely accessed over the Internet. Otherwise commercial Internet is the default method by which healthcare providers will access ehealth Ontario services. 5

6 Impacted sites migration scope 1,000 EMR Sites 600 1,000 Non-EMR Sites ASP EMR installations Hub/Spoke EMR installations Local EMR installations WTIS sites General physicians 1. Under the ONE Network eligibility criteria there are approximately 2,000 existing MPN sites that are candidates for migration to the Internet. 2. The goal is to have successfully migrated these sites to commercial Internet connectivity by March 31, Approximately 80% (or 1,600) of the sites have relatively straightforward migration requirements e.g.: LOCAL EMR solutions and Wait Times clients % of the sites are ASP or Configuration 2 & 3 funded EMR sites. These sites require connectivity to use their EMR and require a more involved migration effort. 5. With few exceptions Internet connectivity is a desirable option for our EMR, Wait Times and other general connectivity client sites. 6

7 High-touch migration process ehealth Ontario is committed to providing migrating ONE Network client sites with personal high-touch support to assist with a successful migration. A dedicated ehealth Ontario migration agent will assist each site through the entire migration process. The ehealth Ontario Migration team is prepared to help make this transition to alternative connectivity as seamless as possible with minimal impact to the site. Checklists, guidelines, informational aids, and frequently asked questions are provided to guide the site throughout the process. ehealth Ontario will provide on-site technical support for the migration if required. It may not always be possible to find suitable commercial connectivity for migrating a site. ehealth Ontario will continue to provide connectivity until such time as suitable alternatives are available. No client will be left without connectivity. 7

8 Migration reimbursement overview Migration reimbursement will cover the costs of migration for each site. 1. Each migrating site will receive a financial reimbursement to cover the costs of migrating to suitable commercial connectivity. Physicians will not be left out of pocket for migrating to Internet connectivity. 2. The reimbursement funding for the migration will be paid to the client in a single one-time payment upon successful completion of the migration and upon ehealth Ontario receiving required receipts and the return of ehealth Ontario equipment. 3. Reimbursement expenditures must be approved by ehealth Ontario prior to migration. 4. Funding will be provided to cover approved connectivity costs until March 31, Currently no funding is identified beyond March 31,

9 Migration exceptions Migration exception handling: Some sites may not be able to acquire suitable and reasonably priced commercial connectivity - or at all. ehealth Ontario will review these exceptions on a case-by-case and ensure that the group maintains ehealth Ontario provided connectivity until they are able to migrate. Ideally there will reasonable commercial connectivity available for most sites before March 31, 2012, otherwise ongoing connectivity options will be considered. No client will be left without connectivity. 9

10 EMR vendor involvement EMR vendor migration involvement EMR vendors, particularly in the ASP and Config 2 & 3 sites, play an important role in migration. These EMR vendors will specify network requirements for their EMR as well as test/confirm a successful migration. Migration will involve a coordinated effort between the EMR vendor, physician group and the network provider. In some cases EMR vendors may play a turnkey provider role - managing the network configuration as well. EMR vendor engagement Some EMR vendors have 200+ clients with dozens or even hundreds of sites on the MPN. It is important that ehealth Ontario and OntarioMD work closely with all vendors, particularly those with many sites, to coordinate the migration effort. ehealth Ontario and OntarioMD will engage with EMR vendors early in the process to coordinate an effective migration of their clients. Communication with vendors will commence prior to their clients being engaged. 10

11 Communication plan - timeline 1. An introductory communication campaign introducing the overall ONE Network direction will launch in Q2/Q More targeted communications will follow targeting specific impacted groups. Ongoing communications will be used to inform and prepare the migrating sites. 12 OntarioMD & ehealth Ontario Collaboration Of the 1,000 migrating non-emr sites it is expected that a fair number will enter the New EMR Adopter program. Through the new EMR program these groups will receive funding for 3 rd party connectivity. The migration will be coordinated to effectively transition groups into the New EMR program and over to Internet connectivity where appropriate to address their long-term EMR connectivity needs. ehealth Ontario and OntarioMD will work closely with groups to ensure migration does not increase the complexity of the EMR implementation. Open communication and coordination between ehealth Ontario and OntarioMD will help identify these sites as early as possible so we can assist and inform their planning process. 12

13 LHIN & ehealth Ontario Collaboration Phase 1 (Physician & EMR Migration) - ehealth Ontario will keep LHINs apprised of progress and update on communications throughout. Complete assessment of community care readiness for internet connectivity and create migration and education plans as appropriate. Provide information package that includes key messages and important questions and answers so the LHINs: are familiar with the network direction. can communicate high-level rationale for its implementation to stakeholders. can refer community care provider related questions or concerns to ehealth Ontario Client Program contact. 13

14 Cancer Care Ontario & ehealth Ontario Collaboration Phase 1 (Physician & EMR Migration) - ehealth Ontario will assist Cancer Care Ontario (CCO) with the migration of WTIS Surgeons to the internet. ehealth Ontario will work with CCO sponsors to assist with the migration of affected sites. The process will be similar to the process followed with physicians. 14
