NEW YORK ALLIANCE FOR CAREERS IN HEALTHCARE NAWB Forum 2015 March 30, 2015

NYACH Background Created in 2011 by the NYC Workforce Innovation Fund a public-private partnership between NYC Workforce Funders and NYC Small Business Services Considered the City s Industry Partnership for the healthcare sector

NYACH Vision and Mission NYACH aims to maximize the healthcare industry s ability to deliver quality care by developing a collaborative, effective, and sustainable workforce system. NYACH s mission is to build an effective workforce development system in NYC by: 1. identifying healthcare employers needs; 2. helping education and training organizations adapt their approach to better meet those needs; and 3. ensuring low income and unemployed New Yorkers have access to viable career opportunities in healthcare.

NYACH Partners Council NYACH partners include: trade associations and industry groups representing the major subsectors 1199SEIU Training and Employment Funds City University of New York (CUNY)

NYC Workforce Innovation Fund NY Community Trust NYC Workforce Funders National Fund for Workforce Solutions/JFF Rockefeller Foundation Heckscher Foundation Young Adults NYACH PARTNERS COUNCIL Comprehensive Development, Inc. Acute & ambulatory care GNYHA Community health centers CHCANYS Healthcare Industry Meta-Partnership Nursing facilities Southern NY Association Home care PHI Research City University of NY JFK Institute, Worker Ed E M P L O Y E R A D V I S O R Y G R O U P S 1199 SEIU Training and Employment Funds NYC Dept of Small Business Services/WF1 HCC City University of New York

Our Strategy 1) Ensure that workforce training and education meet the needs of healthcare providers Closely examine rapidly shifting workforce demands in the healthcare industry and work with education providers to meet these demands Engage employers in the enhancement of curricula to ensure training programs are aligned to meet the needs of healthcare delivery reforms 2) Support access to career opportunities for unemployed and low-income New Yorkers Improve education program design by incorporating adult-learner approaches, competencybased learning, case management, and internship/externship opportunities Work with employers to hire and promote unemployed and low-income New York City residents who have successfully completed training 3) Foster a more effective and coordinated healthcare workforce development system in NYC Leverage collaboration with the NYC Workforce1 Healthcare Career Center and CUNY to bring successful pilots to scale Organize conferences, conduct research, and host capacity-building workshops to promote best practices and help stakeholders stay abreast of the healthcare workforce needs Facilitate enhanced communication and collaboration between diverse industry, education, and government entities, lending greater coherence to the overall system for healthcare workforce development in New York City

ACA Workforce Implications Shift to interdisciplinary, team-based care Enhanced role of allied health staff Focus on care coordination, care management, and patient engagement skills Enhanced use of health information technology Growth in ambulatory & community-based care Includes doctor s and dentist s offices, clinics, outpatient care centers, DTC s, home health

NYACH Training Initiatives Developed innovative training programs in the following areas: Medical Assistant Home Health Aides Transition to Practice for newly graduated RNs Medical Coding

Medical Assistant PROBLEM STATEMENT: Medical Assistant training did not prepare individuals for the skills needed to practice in new primary care models Worked with industry partners, employers, and CUNY to redesign Medical Assistant curriculum Incumbent workers such as patient service representatives are upgraded to Medical Assistant positions 58% of graduates working as medical assistants now with average 9% wage gain 100% of these people report higher job satisfaction and 100% report the training prepared them well or very well.

RN Transition to Practice PROBLEM STATEMENT: Strong demand by hospitals for nurses with experience, yet many RN graduates unemployed and under-employed Worked with GNYHA and Lehman College to design six month transition to practice program 6 month hands-on clinical training for unemployed nurses at participating hospital 15 of 23 students working now as full-time nurses Actual practice is completely different from school. What I feel nursing school lacks is real experience the TTP initiative helped us fill in the gaps from nursing school Mulu Amlesom

Future Expansion Work Bridge programs Young adult population Scaling successful training models New York State Medicaid Redesign Delivery System Reform Incentive Program
