Human resource management is critical to the successful implementation of government programs, and understanding advances in information technology is integral to successful public management. The objective of this course is to provide the necessary foundation for performing human resource management tasks. Major themes include: an overview of the civil service system in America, the legal framework for public human resources management, the role of information technology in the public workplace, and the essential elements of public human resources practice. You should gain an understanding of legal, political, technical, and practical issues facing public human resources managers. Required Texts: Condrey, Stephen E. (Ed). (2010). Handbook of human resource management in government. (3 rd ed.). San Francisco, CA: Jossey-Bass. (Hereinafter Condrey) Rocheleau, Bruce (2006), Public management information systems, (Hershey, PA: Idea Group Publishing). (Hereafter Rocheleau) (follow instruction sheet to access this text electronically) Additional assigned readings will be available via Electronic Course Reserve (log in through the library webpage Recommended Reference: Your written assignments should all follow American Psychological Association (APA) style. This link includes detailed information regarding APA compliance. 1

2 Course Requirements and Grading Policy: 1) Preparation and Participation: You are expected to have completed the required reading before each class. You will share your knowledge and opinions of required readings and related materials through weekly class discussion and small group exercises. Participation is an important component of this course and will constitute five percent of your course grade. 2) Daily Questions: Beginning September 14 th, I will randomly call on four students during each class period to respond to questions based on the assigned reading. In order to receive full credit, you do not have to answer the questions correctly, but you must demonstrate to me that you have completed the reading. Each student can have one pass day. If you notify me before class begins, you will not be required to answer the Daily Questions during that one class period. If you will be absent from class, notify me BEFORE class begins and I will make certain that you are removed from the Daily Questions list for that day. If you are absent from class without notifying me first and you are called on that day, you will receive a zero for your daily question grade unless you submit a verifiable excuse. The Daily Question will constitute five percent of your course grade. 3) Team Facilitation: Beginning September 14 th, two students will collaborate to create four facilitation questions for each assigned reading. You will sign up via Blackboard and will coordinate with your co-facilitator to develop four discussion questions related to the assigned material. Your questions will be due via before 5:00 pm on the day your assigned reading is scheduled for discussion. In class, you will work as a team to facilitate group discussion of your questions. Each facilitator s grade will be based equally on: (1) insightful and relevant questions and (2) facilitation during class by driving feedback and discussion. Team Facilitation will constitute ten percent of your course grade. 4) Interview with public human resources manager - Paper: You will interview a public human resources manager and write a seven to ten page paper discussing the results of your interview in the context of the semester's reading assignments and class discussions. The paper must be in narrative form (no bullets or outline numbers) and a simple reiteration of your questions and responses will not be accepted. The purpose of this assignment is to provide you with the opportunity to relate the class readings and discussion to the real world issues faced by public managers. You will arrange an interview (approximately 1 hour) with someone who has had at least three years of professional experience working in human resources in a public sector organization or nonprofit agency. The individual should be in a career position--not an elected one. You are strongly encouraged to contact an individual at an agency that you are particularly interested in, or where you may even be interested in seeking employment in the future. As you read the assigned material relating to these topics, you should make note of possible questions that could be posed to the administrator that you interview. You should begin your interview by asking the human resources manager for a brief description of the agency and his or her role within it. Then your interview questions should address at least three or more of the topics that we discuss in the class; e.g., recruitment, information technology, training (see the list of topics on the class schedule). You should also ask the interviewee about challenges that their HR department faces. Your paper should discuss the results of your interview in the context of the semester's reading assignments and class discussions. You should also cite other peer reviewed materials. All materials (class texts and outside reading) must include complete APA style citation. The paper will constitute thirty percent of your course grade. 2

3 5) Interview with public human resources manager Presentation: you will make a ten minute presentation to the class describing the results of your interview. Your presentation should follow the major topics of the paper, and you should highlight what you learned about public human resource management practice. The presentation of your research will constitute twenty percent of your course grade. 6) Exam: There will be a COMPREHENSIVE, exam beginning in class on November 9 th. The exam will consist of short answers and essay questions. The short answer portion of the exam will be in-class and open book. The essay portion of the exam will be take-home available when you leave class on November 9 th and must be submitted by before 5:00 pm on Friday, November 12 th. The exam is designed to test your ability to understand and critically evaluate the reading, lecture, and discussion material covered during the semester. All materials that you reference during both the in-class and take-home potions of the exam (class texts and outside reading) must include complete APA style citation. The exam will constitute thirty percent of your course grade. Students are expected to: Read all textbook chapters and other assigned readings before the scheduled class; Participate actively in discussions and ask clarifying questions Prepare and submit all written assignments on time Edit all written submissions for clarity, flow, grammar, punctuation, and spelling Include complete APA style citation for all written assignments (papers and exams) Submit all take-home, written assignments through to: c.l.rush@csuohio.edu Log on to the course site at least every other day to check for changes and /or additional information. Grading Final grades will be based on: 1) Performance on the exam 30% 2) Research Paper Interview with a public HR manager 30% 3) Presentation Interview with a public HR manager 20% 4) Team Facilitation 10% 5) Daily Question 5% 6) Preparation and Participation (Group & Individual) 5% Late Assignments Assignments should be turned in on the day they are due. Any late assignment will be reduced by ten points for each day it is late. Assignments turned in more than three days late will not be accepted. 3

4 Grades will be assigned as follows: Percent of total points Letter grade 94 and above A 90 to 93 A- 87 to 89 B+ 83 to 86 B 80 to 82 B- 70 to 79 C Below 70 F Academic Honesty The MPA Program expects students to follow the highest standards of academic and professional honesty. Plagiarism will result in an automatic grade of F. Please consult the CSU Policy on Academic Misconduct that appears in the Student Handbook.
