3 Notes PLENARY Cradle to Prison Pipeline The Rev. Dr. Emma Jordan Simpson Executive Director, Children s Defense Fund NY Room 311/312 Dismantling New York s Cradle to Prison Pipeline: African American children in New York City are 32 times more likely to be incarcerated than White children. The Department of Justice issued a scathing report in 2009 against the state s juvenile justice system highlighting its rampant abuse and the lack of appropriate mental health services for the young people detained in its centers. This presentation will help participants to understand the framework of New York s cradle to prison pipeline crisis and what can be done to challenge its hold on our children. In 1992, the Children's Defense Fund (CDF) established an office in New York City, a city where 30% of children live in poverty and children account for 43% of the homeless population. CDF serves as a resource & partner for children, families & organizations throughout the tri state area & are recognized as an authority in the endeavor to protect children and strengthen families. CDF utilizes a unique approach to improving conditions for children by combining research, public education, policy development, community organizing & advocacy activities, that has made CDF an innovative and tireless leader for New York's children. 13 2
4 Morning Workshop Session Breaking Barriers to Employment & Education for Formerly Incarcerated Adults Ronald F. Day, Osborne Association Nicole White, College Initiative Room C06 This workshop is designed to increase awareness of education and employment barriers generally encountered by adults with criminal backgrounds. Workshop attendees will receive important criminal justice data to better understand the scope of the problem, and they will be equipped with information about organizations that serve this population as well as methods for providing appropriate referrals. They also will be assigned case studies intended to augment their ability to provide direct services to these individuals, many of whom live on the margins of society and are at risk for reoffending. Co-sponsored by Men s Caucus Mental Health & Substance Abuse Services for Adults & Juveniles Charles Melvin, Center for Comprehensive Care at St. Luke's Roosevelt Hospital Room 304 This workshop will teach skills on assessment and evaluation of highly prevalent psychiatric disorders among those formerly incarcerated in correctional facilities and effective strategies to initiate and build a therapeutic alliance with patients managing such disorders. The speaker will incorporate the examples of best practices: Coming Home Program at St. Luke s Roosevelt Hospital s Center for Comprehensive Care in teaching the target skills. Evening Workshop Session Cont. Restorative Justice and Victims Services Rochelle Arms & Rusa Fischer, Safe Horizons Shannon Ghramm Smith, Columbia University MSW Candidate Room 311/312 This workshop will address restorative justice and victim(s) offender mediation. Topics will include principles of restorative justice and mediation, spectrum of its use nationally and internationally, mediation between victims and offenders challenges and benefits, and basic 'how to' mediation conferencing skills. There will be an opportunity to watch these techniques being used, as well as to practice these skills and discuss experiences during the workshop. Unique Issues of LGBTQ Youth in the Juvenile Justice & Adults in Prison Systems Judy Yu, Correctional Association of NY Room 304 This workshop will provide participants with a deeper understanding of the stigma and discrimination against lesbian, gay, bisexual, transgender, queer, and questioning (LGBTQ) people in the criminal justice system, with a particular focus on LGBTQ youth and the juvenile justice system. Participants will learn about the needs, strengths, and experiences of LGBTQ prisoners through discussion; experiential exercises; and first person accounts of prisoners via video and writing. In addition the workshop will cover best practices for working effectively with LGBTQ youth and adults affected by the criminal justice system. Co-sponsored by Queer Caucus 3 12
5 Evening Workshop Session Benefits & Voting Rights of Formerly Incarcerated People Kate Rubin, Bronx Defenders Room 405 Whether they've spent 24 years in prison or 24 hours in central booking, people with arrest and conviction records face a host of legal barriers to successful reentry. In this overview, participants will learn how to flag those issues and identify resources to help clients navigate them. Topics covered will include employment rights, public housing barriers, Certificates of Relief from Civil Disabilities and Certificates of Good Conduct, and voting rights of formerly incarcerated people. Participants will also learn about online resources including Reentry Net/NY ( a clearinghouse on the consequences of criminal proceedings hosted by The Bronx Defenders. Policing Communities of Color: Stop & Frisk Policy in NYC Darius Charney, Center for Constitutional Rights Room C05 Over the past decade, the New York Police Department s widespread and controversial stop, question, and frisk practices have disproportionately and severely impacted the most vulnerable and marginalized communities in New York City, perhaps none more so than youth of color. This workshop will discuss the extent and importance of this impact on youth of color in New York. We will also explore various education, organizing, legal, and advocacy strategies and resources that social work providers and others who work with you can use and access to assist and empower youth to protect and vindicate their own individual rights and safety in street encounters with police and to advocate for large scale changes to policing policies and practices in New York City. NYS Adult Re entry Systems, Processes & Services John Megaw, Harlem Community Justice Center Room C05 This session will provide a primer on the systems and processes reentrants face as they attempt to successfully reintegrate back into their communities. This will include a discussion about the challenges of obtaining legal employment, stable housing and living drug and alcohol free. A description and discussion about services available in NYC including the Harlem Community Justice Center's Parole Reentry Court, one of the first in the nation, will also be provided. Additionally there will be a discussion about current services being utilized that are having positive impacts in the field and what we can strive for and/or expect in the future. NYS Juvenile Justice System and Policy Advocacy Avery Irons, Children s Defense Fund NY Room 311/312 This interactive workshop will teach participants how the juvenile justice system operates and how it effects youth and communities. The workshop will also introduce participants to juvenile justice reform advocacy actions and the current reform issues in play during the current legislative session. Supporting People With Loved Ones in Prison Carol Shapiro, Columbia University Room 305 This workshop will discuss the need to acknowledge and support families of those incarcerated. Many times a focus is put on the individual incarcerated and the emotions, needs, and support of their family is not acknowledged. This workshop will discuss the use of leading methods and services that involve and support families of those incarcerated and will discuss what to look for in the future in terms of innovation and services being offered to families. Afternoon Workshop Session Cont. Unique Issues of Girls & Women: Sex Work & Abuse Lynn Yew, GEMS Room C05 This presentation will provide an overview of commercial sexual exploitation of children and domestic minor sex trafficking to discuss what this issue looks like in the United States. It will examine the factors that put youth at risk for this type of exploitation and explore how youth are recruited into and remain trapped in the commercial sex industry. Best practices for engaging with exploited youth will be reviewed. In particular, this presentation will focus on the commercial sexual exploitation of girls and young women. 7 Afternoon Workshop Session Cont. Problem Solving Courts: Steps to Making Change in the Court System Professor Markus Redding, Columbia University Room C06 The objective of this workshop is to provide an introduction to problem solving courts & the role of the social work professional. Many jurisdictions throughout the country have developed specialty courts that have created new professional roles for social workers. These include problem solving courts such as drug, community, & mental health courts, all designed to provide social services in lieu of incarceration whenever possible. While social workers have worked with the courts since the early days of the profession, these recent innovations have opened up new opportunities for social workers as problem solving courts attempt to address the underlying problems of defendants, victims, & communities. School to Prison Pipeline Hiram Rivera, Urban Youth Collaborative with Adolfo Abreu, Angelica Hernandez, & Samantha Velez Room 311/312 New York City students are being set up to fail in our public education system. More and more working class students of color, immigrant students, students with special needs, and English learners are being pushed out of schools and into low paying jobs and prison. Today there are more than 5,200 School Safety Agents trained and supervised by the NYPD in NYC schools, a police force larger than that of Washington D.C., Detroit, Boston or Baltimore. This workshop will highlight work NYC students are doing to provide positive communitybased alternatives to the harsh disciplinary practices that are currently being enforced by the Department of Education and the New York Police Department. Removing the Bars is facilitating four support groups addressing specific issues that arise from working in the criminal justice system. These support groups will provide a space for practitioners in the field to share experiences and feelings related to the difficult and transformative work they do. We hope these will provide an opportunity for sharing, supporting, connecting, and more deeply relating with one another. 8 PANEL DISCUSSION Voices of People in the System Moderator: Dr. Kathy Boudin, Columbia University Panel Members: Yolanda Morales Robert Riggs Cheryl Wilkins Conrad Williams This panel discussion will provide participants with the unique opportunity to learn about the first hand experiences of individuals who are formerly incarcerated or have family members who are or have been incarcerated. They will discuss their experiences working with various service providers and professionals. They will also share what, from their perspectives are important policy changes that should be implemented in the criminal justice and social services systems. This is an important opportunity for workers to take a step back, listen, and learn from those who are most impacted by the system and those who are often most active in working to bring about change. Afternoon Workshop Session Immigration & the Criminal Justice System Donald Anthonyson, & Daisy Esqueda, Families for Freedom Room 404 Participants attending the workshop will be able to understand the merging of the immigration & criminal systems, therefore, identifying the issues that need to be addressed. As practitioners, especially those working with immigrants, you will be able to make clients & those in the community aware of programs affecting these communities & how people can collectively and individually advocate. You will know the rights of immigrants & be able to educate those who do not know their rights. Those attending will also become aware of campaigns taking place locally & nationally & how they can get involved. Co-sponsored by Social Policy Caucus Positive Youth Development in the Juvenile Justice System Ruben Austria, Community Connections for Youth Room 304 Community based alternative to incarceration (ATI) programs present a vital opportunity to divert youth from prison & redirect them towards positive futures. These programs often necessarily focus on the immediate & pressing needs & risk factors of young people in the justice system. Research shows that these programs can be very successful in preventing recidivism. Yet a narrow focus on risk & recidivism can prevent ATI programs from maximizing their ability to launch young people into productive futures. CCFY believes that a conscious & intentional commitment to strength based programming and positive youth development are necessary to go beyond preventing recidivism and to help young people grow into healthy adults. This workshop will explore the principles behind successful community based ATI programs, & provide specific tips on integrating strength based principles & positive youth development into juvenile justice programs. 7 8
