3 Evaluation - 1 A common target has been fixed for all pilot projects: a cut of energy consumption by 40% OR a gain of 2 energy classes (for ex. from class F to class D) an investment for energy retrofitting less than per dwelling To check the achievement of this goal, a set of 9 common indicators has been defined. These indicators will be used to: Compare the different pilot projects together Benchmark energy savings after refurbishment Draw conclusions at territorial and project level on the results of experimentations implemented in WP5
4 Evaluation energy performance indicators Ind 1: Annual amount of electricity delivered to the building Ind 2: Annual amount of thermal energy delivered to the building Ind 3: Annual total amount of energy delivered to the building Ind4: Annual total amount of energy exported by the building Ind 5: Real energy saving potential of ECMs Ind 6: Energy effectiveness of ECMs 1 environmental indicator Ind 7: Annual carbon dioxide emissions 2 economic indicators Ind 8: Investment cost Ind 9: Pay-back time
5 Evaluation - 3 Each pilot project manager is responsible for calculating these indicators (at least those that are relevant for the project). CSTB can support partners but will not do the work! Preliminary version of these indicators shall be delivered to CSTB by September 2014, final version by November A full year of measured data will facilitate the calculation of indicators (no need to make extrapolation).

9 9 Energy signature - 3 The annual thermal energy consumption (kwh) can be calculated (and extrapolated) over the reporting period as follows C th (n+1) = 0,17.Area.(n whn.(p 0 +H.θ mn ) + (52-n whn ).P b ) Energy savings (only for space heating ECMs) are calculated as follows: E save = C th n - C th (n+1)
10 10 Energy signature - 4 The energy signature method is only valid if the reporting period is longer than 6 months (of which 4 at least are within the heating period). What will happen if these conditions are not respected? Plan B: Replace energy & environmental indicators by indicators assessing the thermal comfort
11 11 Thermal comfort - 1 The perception of thermal comfort is different in winter or in summer: In winter, inhabitants may suffer from under heating or cold surfaces. ECMs will improve thermal comfort in winter The rebound effect linked to the increase of thermal comfort after the refurbishment shall be measured In summer, inhabitants may suffer from over heating or hot surfaces.
12 12 Thermal comfort - 2 The thermal comfort in summer can be assessed through: Indoor (and outdoor) temperature sensors. Thermal comfort assessment questionnaires. Both tools require an ante (before refurbishment) post (after refurbishment) evaluation. The difference will give an indication about the thermal comfort improvement. Indoor temperature conditions must be correlated with outdoor temperature conditions in both terms of average values (daily) and peak values (extreme values).
13 Conclusions The evaluation campaign shall start as soon as refurbishment works are finished. If a pilot project contains more than a building (or a house) assessment must be incremental (step by step)! The evaluation campaign shall lead to pragmatic conclusions: thermal comfort improvements, energy savings. Please use the tools (questionnaires, indicators) that were designed for that purpose. Do not wait last days to provide your results! We need your inputs to draw conclusions! 13
