3 Guiding Principles Addiction is a chronic disease that can be successfully prevented and treated Eliminating stigma associated with addiction is essential to our work Substance use disorders affect individuals, families and communities across the Commonwealth No single treatment is appropriate for everyone Medications are an important element of treatment for many individuals Paradigm shift away from acute episodic care Persons affected by substance abuse should be treated with dignity and respect Recovery works

6 BSAS Priority Populations BSAS requires providers to prioritize for admission those persons who are: Intravenous drug users HIV+ individuals Pregnant women Persons with criminal justice involvement Priority populations set by SAMHSA Block Grant
7 BSAS Initiatives New programs and services being implemented: ATS & CSS in Franklin County Recovery High School in Worcester Residential Services Central Navigation System Pilot Assessment Centers Recovery Support Centers Grants awarded to 23 municipalities for overdose response training and purchasing of naloxone kits
8 Overdose Education & Naloxone Distribution Pilot program supported by the BSAS and the Office of HIV and AIDS 21 agency sites and 16 parent support group meeting sites where an individual can receive overdose education and a naloxone kit As of January 6, 2015: 31,201 individuals enrolled 3,869 bystander overdose reversals reported 712 overdose reversals reported by first responders in DPH pilot
9 Central Navigation System Currently being developed Comprised of a helpline and an interactive website Seeks to facilitate and streamline the process for individuals, family members and the provider community seeking substance abuse treatment and recovery information and services Will work in tandem with the state s Pilot Regional Assessment Centers
10 Pilot Assessment Centers Funding six assessment centers one per region Located within licensed outpatient programs or FQHCs licensed to provide substance use treatment Component of the Central Navigation System Provide assessments and referrals to appropriate level of care Individuals can be seen and triaged 7 days/week with extended hours that can adequately serve the population
