INSPIRE implementation pilot project Implementation of INSPIRE directive in Hungarian e-environment sector KEOP Tamás Tomor PhD, project manager Trans-Tisza Environmental Inspectorate Károly Róbert College Budapest

Overview 1. Background 2. Aim of the project, objectives 3. Participants, target area 4. Remote sensing in environmental monitoring

Background The implementation of the directive is compulsory The Hungarian law was created, which contains deadlines for the environmental public sector Possibility of finance from KEOP fund New approach in data handling Introduction of the INSPIRE law will take expenses for the regional institutes Possibility of proactive cooperation at the regional bodies Expirience of project management

Aim of the project, objectives Will be worked out: Annex 1 2 of the directive Concerning only the data handled or owned by the realizer partnership (regional scope) Only the environmental, nature protection or water management data are affected in the project Developing the metadata and quicklook data service Sharing the expiriences of the project with other associate institutes

Aim of the project, objectives Realizing of the project is organized into two phase Preparation phase: October 2008 March 2010 (15 month) Realiziation phase: June 2010 June 2012 (24 month) Finance: HUF (cca Euro) Contribution rate: 100% Objectives of the preparation phase (done): - IT auditation for members of the partnership - IT development plan for realisation - Feasibility study and its annexes

Aim of the project, objectives Activities of the realisation phase: Development of the IT infrastructure Employment of new colleges responsible for implementation of INSPIRE directive and law Preparation of metadata and layers (cca data) IT development (WEB, metadata service platform) Environmental remote sensed data mining and development application method for INSPIRE Training, seminars

Participants, target area Trans-Tisza Environmental Inspectorate (lead partner) Trans-Tisza Water Management Directorate (partner) North-Hungarian Water Management Directorate (partner) National Park of Hortobágy (partner) National Park of Bükk (partner) Károly Róbert College (partner) Cooperation with the Institute of Geodesy, Cartography and Remote Sensing

Participants, target area Tipical bottom-up initiation Each partner is a regional professional institute in environmental sector (excepted the Károly Róbert College R+D) Each partner assume active participation in the partnership work and delegate professionals to workgroups set up Each partner assume efforts for the projects for realizing an adaptable law for INSPIRE

Participants, target area 1001 settlement of national park directorate of 10 2 water management directorate of 12 1 environmental inspectorate of 10 Project coordination center: Debrecen

Participants, target area Károly Róbert College: the executive of R+D objectives of the project Developper of applications of hyperspectral- and LIDAR airborne systems for Environmental monitoring Ability for testing special and high amount of remote sensed environmental monitoring data according to INSPIRE directive Test of sharing remote sensed environmental monitoring data for the public sector via GIS server technology

New developments in environmental monitoring - Karoly Robert College Research Institute for Environmental Informatics and Remote Sensing New and unique airborne sensor combinations for environmental monitoring: - Leica ALS60 airborne laser scanner - AisaDUAL airborne hyperspectral sensor (VNIR, SWIR data) - High performance thermal airborne hyperspectral sensor Class leading field measurments: - FieldSpec 3 Max spectroradiometer - MINI-PAM Photosynthesis Yield Analyzer - Industry leading soil Sensing, soil Coring Image processing, data storage system - NATO Zoning Procedures - Advanced supercomputing with Silicon Graphics HPC - GIS server and workstations

First compact visible and shortwave infrared hyperspectal system in Europe AISA DUAL Provide smallest airborne hyperspectral systems in VNIR and SWIR ( nm) high spectral and spatial mapping full hyperspectral data at high speed fast turnaround from data collection to information Acquires hyperspectral images in the full nm (VNIR + SWIR) spectral range at 400 wavelengths.

LIDAR Laser and Scanning System The LIDAR instrument consists of a system controller and a transmitter and receiver. As the aircraft moves forward along the line-of-flight, a scanning mirror directs pulses of laser light across-track perpendicular to the line-of-flight. Jensen, 2008

Species mapping with hyperspectral image classification Aquatic Vegetation Mapping Ground resolution: 1,5m by 1,5m Band number: 359 Spectral range: nm Aquatic True vegetation color RGB map image Spectral Angle Mapping (SAM) was applied to classify images

Integrating landuse and biomass map Vegetation 3D Structure & Biomass: for Biodiversity and Habitat Vegetation Type Upland conifer Lowland conifer Northern hardwoods Aspen/lowland deciduous Grassland Agriculture Wetlands Open water Urban/barren High: 30 kg/m 2 Biomass Low: 0 kg/m 2
