2 WEU COUNCIL OF MINISTERS ERFURT DEClARAnON, 18 November 1997 I. INTRODUCTION 1. Ministers of Foreign Affairs and Defence of the WEU Nations met in Erfun on 18 November The WEU Council of Ministers was preceded by a meeting of the Defence Ministers of the 13 countries in the framework of the Western European Annaments Group (WEAG). 2. The meeting of the WEU Ministerial Council was held for the first time in a city beyond the line which separated the peoples of Europe for more than forty years. Ministers seized the occasion to reaffinn their commitment to creating a common European security space, one free of dividing lines, and in which all States are partners in security. 3. In the past months, the European Council in Amsterdam and the NATO Summit in Madrid have taken major steps in shaping the new European security architecture. The decision taken at Amsterdam to further develop the security and defence dimension of the European Union has special relevance for WEU, in establishing a qualitatively enhanced relationship in particular through the competence of the European Council to establish guidelines which shall obtain in respect of WEU in matters for which the Union avails itself of WEU and in incorporating the Petersberg tasks into the Treaty on European Union while relying on WEU for their preparation and implementation. The Madrid Summit was an important milestone with regard to the internal and external adaptation process of NATO. WEU has been actively contributing since Berlin to the development of a European Security and Defence Identity (ESDI) within NATO, permitting inter alia the creation of militarily coherent and effective forces capable of operating under the political control and strategic direction of WEU. 4. In the light of these decisions, Ministers reaffirmed the importance of continuing to develop a genuine ESDI and of assuming greater European responsibility for security and defence matters. The institutional relationship between the European Union and WEU as established in the Treaty on European Union and reinforced in the Treaty of Amsterdam and the strengthening of institutional cooperation between WEU and NATO permit a comprehensive European approach to crisis management. The Amsterdam Treaty, with the incorporation of the Petersberg tasks, has confirmed that the European Union's range of responses, which includes the economic, political, diplomatic and humanitarian, is complemented by access to WEU's politico-military crisis management capability. This capability includes the possibility of having recourse to the assets and capabilities of the Atlantic Alliance including its European command arrangements. The enhancement of WEU's pivotal role between the European Union and NATO remains therefore a high priority on WEU's agenda. '.

3 2 5 Ministers furthennore agreed on the following priorities for WEU's future work They stressed that the reinforcement of the institutional links between the EU and WEU agreed at Amsterdam calls for enhanced practical cooperation between the two Organizations. Between NATO's Ministerial Council in Berlin and the Madrid Summit, major policy issues concerning the development of ESDI within NATO have been resolved. Work is continuing on a number of important, practical measures. Ministers expressed their conviction that new forms of cooperation between WEU and NATO need to be developed, allowing the political directives formulated by the respective Ministerial Councils to be more effectively translated into practical links between both Organizations. Ministers tasked the Permanent Council to take this matter up with NATO with a view to consulting on and coordinating all ESDIrelated work of both Organizations at the earliest possible stage, including through greater use of joint working groups and through the possibility of setting up ad hoc expert working groups on specific topics. Ministers shared the view that WEU's pivotal role between the EU and NATO requires it to improve its consultation and infonnation exchange with both Organizations. They directed the Pennanent Council to keep under review work to this end, bearing in mind in particular the importance of WEU consultation with the EU and NATO in future contingencies. Furthermore, Ministers considered that the moment has now come to reflect on procedures within WEU, facilitating consensus-building and, where appropriate, the emergence of a decision to act in response to a specific crisis, within the framework of the relevant provisions of the modified Brussels Treaty. They tasked the Permanent Council to take this matter up with priority and report its conclusions to their next meeting, taking into account the discussions in the Permanent Council following the French proposal on constructive abstention. 6 WEU is also ready to support the UN and OSCE in their crisis management tasks II RELATIONS WITH THE EU 7. Ministers underlined that in their Declaration of 22 July 1997 attached to the Final Act of the Intergovernmental Conference WEU for its part had already endorsed the results of the IGC insofar as they relate to the organization. In that Declaration, Ministers have reaffirmed the objective "to build up WEU in stages as the defence component of the EU", as developed by the Treaty of Amsterdam. They therefore reaffirmed the working priorities set out with a view to enhancing cooperation between the European Union and WEU in paragraph 7 of that Declaration.

Bearing in mind the need to implement fully the provisions of Anicle J.7(1)-(3) of rhe Treary on European Union, Ministers welcomed the substantial progress achieved in the shon time span since Amsterdam in translating the reinforced institutional links between the European Union and WEU into a practical realiry. 9. Ministers approved the decision developing the role of Observers in WEU, in line with the provisions contained in Article J.7(3) of the modified Treaty on European Union. They confirmed that these arrangements, which shall come into effect upon entry into force of the Treaty of Amsterdam and agreement by the Council of the European Union, shall be applied on a provisional basis also with regard to operations undertaken by WEU in accordance with Article J.4(2) of the Treaty on European Union. Ministers considered these arrangements as an important step facilitating close cooperation of the European Union and WEU in crisis management (Petersberg) tasks. 10. Ministers approved the decision to harmonize the sequence of Presidencies in WEU with the existing sequence in the European Union. They expressed their expectation that the implementation of this decision will be a qualitative step in enhancing the daily working relations between both Organizations and invited future Presidencies to aim, in particular, at a coordinated agenda management permitting a greater synergy in the work of both Organizations. 11. Ministers noted with satisfaction the ongoing work on a modus operandi for the implementation of paragraph 2 of Article J.4 of the Maastricht Treaty and paragraph 3 of Article J. 7 as revised in Amsterdam. In panicular, they expressed their appreciation for the further development of an illustrative, practical model for linking the decision-making processes of both Organizations in crisis management operations for which the EU avails itself of WEU. They requested the Pennanent Council to pursue this work as a matter of priority and to examine the possibilities of dovetailing the illustrative flow chart with the parallel exercise covering WEU-Ied operations having recourse to NATO assets and capabilities in order to be better prepared for WEU-led operations for which the EU avails itself of WEU. 12. Ministers noted that joint WEU/EU discussion on a common European defence policy is continuing and tasked the Permanent Council to pursue this reflection further. 13. They underlined the value of joint WEU/EU ad hoc groups as a useful tool facilitating practical cooperation between the two Organizations. They invited the PeIn1anent Council to develop further practical methods of cooperation with the European Union including the holding of joint meetings of the relevant bodies of the two Organizations. 14. Ministers took note with interest of the upcoming seminar on WEU/EU cooperation in the field of humanitarian missions. They expressed their expectation that the seminar will raise the awareness for the possibilities of organizing humanitarian aid in critical environments in more efficient ways by linking the instruments available to both Organizations.

Ministers welcomed the declaration attached to the Final Act of the IGC concerning the establishment of a Policy Planning and Early Warning Unit, whose personnel is to be drawn from the EU General Secretariat, EU Member States, the European Commission and WEU. The composition of the unit will further enhance practical day-to-day cooperation between the two Organizations and contribute to the implementation of the Amsterdam Treaty's provisions on closer links between them. 16. Ministers requested the Secretary-General to develop, for submission to the Permanent Council, proposals for closer coordination of the work of the staff of the Secretariat- General of WEU with the General Secretariat of the Council of the EU, taking into account progress in establishing the EU's Policy Planning and Early Warning Unit, including the exchange and secondment of personnel. Ministers underlined that close day-to-day cooperation between the WEU and the European Union inter alia depends on a rapprochement of the different working cultures of both Organizations. 17. Ministers noted with satisfaction that a draft decision on security clearance for officials of the EU Council Secretariat called upon to handle classified infonnation is at present being examined by the competent EU Council bodies. Ministers looked forward to the early conclusion of improved security arrangements with the EU. III. RElATIONS WITH NATO 18. Ministers reaffirmed their conviction that NATO, which is based on a strong transatlantic partnership, continues to be central to stability and security in Europe. They welcomed the process of adaptation of the Alliance, an imponant aim of which is to build the European Security and Defence Identity within the Alliance which will enable all European Allies to take greater responsibility for their security and defence. WEU is essential for the development of ESDI within the Atlantic Alliance and will accordingly continue its effons to strengthen institutional and practical cooperation with NATO. In this context, Ministers welcomed the achievements towards this end under the German Presidency: - WEU's response to NATO's initial work on operational planning for illustrative WEU missions. Ministers took note of WEU's recommendations for follow-up work in this field in close cooperation between WEU and NATO. - the work on modalities for cooperation between WEU and NATO in military planning. Ministers noted with satisfaction the WEU document on these modalities, and looked forward to an early response from NATO with a view to reaching an agreement. - the preparation of an agreed WEUINATO document on military exercise programme coordination. Ministers emphasized the need to elaborate similar coordination mechanisms for WEUINA TO crisis management exercises and the need for detailed and efficient arrangements for their planning, conduct and evaluation. In this context, they expressed their satisfaction at the invitation extended to the WEU Planning Cell to panicipate as observer in NATO CJTF headquaners trials.

6 5 - the transmission to NATO, as a discussion paper. of a document on modalities for WEU involvement in the NATO defence planning process. Ministers considered the document a valuable contribution to clarifying the outstanding issues. including the possible involvement of non-allied WEU Observer States in the NATO defence planning process, and looked forward to early agreement on the modalities. In this context, they welcomed the joint work of WEU and NATO on this matter, including a joint working group meeting. Ministers looked forward to the outcome of the joint WEUINATO work which will allow NATO to take account of the proposals transmitted by WEU. including the 'Principles document' approved by the Council on 13 May Ministers reaffimled the need for a WEU/NATO consultation mechanism in the perspective of future WEU operations. They welcomed the substantial work carried out on this matter during the past months within WEU, in particular the work on a practical model for linking the decision-making processes of both Organizations in WEU-led operations using NATO assets and capabilities. They considered that this work constitutes an important element for an agreed WEU/NATO consultation mechanism and looked forward to its early conclusion. In this context, they welcomed a joint meeting of WEU and NATO working groups. 20. Ministers reiterated the importance of a framework agreement between NATO and WEU setting out the general principles governing the transfer, monitoring and return of NATO assets and capabilities. They tasked the Permanent Council to continue to ensure this work is taken forward as a high priority in joint WEU/NA TO meetings. IV WEU'S CONTRIBUTION TO PEACE AND STABIUTY IN ALBANIA 21. Ministers had an extensive exchange of views on the present situation in Albania. They welcomed the willingness of the new Albanian Governmento pursue the process of democratic normalization and its readiness to cooperate closely with the international community. They called upon all political forces of Albania to contribute actively to the process of national reconciliation which is a prerequisite for sustained stabilization of the country. 22. They welcomed the ongoing efforts of the international'community to assist Albania and took note with satisfaction of the results of the Rome Ministerial Conference on 17 October. They expressed particular appreciation for the important contributions of the EU, which provides significant assistance and advice for Albanian reconstruction, and of the OSCE which continues to provide a flexible coordinating framework for international support. They welcomed the successful conclusion of the mission of the Multinational Protection Force and paid tribute to the nations participating in it and in particular to Italy for its role in leading this Force, as well as to effective initiatives undertaken for the stabilization of Albania. They welcomed the decision of NATO to assist in the reconstruction of the army.

7 6 23. Ministers welcomed the results achieved so far by WEU's Multinational Advisory Police Element in Albania. They noted with satisfaction that MAPE's shon-term programme provided training and advice to key Albanian police officers in the areas of public order, border policing and in the framework of the Police Academy. They reiterated their willingness to maintain WEU's involvement in Albania and welcomed the increased panicipation by WEU countries as pan of the extension of MAPE's mandate until 12 April The option of a funher extension of the mandate thereafter will be considered in the light of results. They welcomed the implementation of a long-term programme offering basic training, specialized training, evaluation, advice and logistic suppon to the Albanian police. 24. Ministers welcomed the readiness of WEU nations to contribute personnel to the mission and noted with satisfaction that Associate Members, Observers and Associate Panners have been taking pan in the mission from the beginning. They expressed their appreciation for the work accomplished by the MAPE personnel and confirmed the need to provide MAPE personnel with the adequate equipment. 25. Ministers welcomed the readiness of the European Union to support the long-term programme of WEU's Multinational Advisory Police Element in Albania. Coordination and cooperation between the advisory and training activities of WEU and complementary activities in support of the Albanian police funded by the European Union's Phare programme is being considered as a key element for the success of the long term programme. The cooperation of Phare experts with the MAPE team is one important step in ensuring close coordination of WEU and EU activities in Albania. v. WEU'S OPERA nonal DEVELOPMENT 26. Over the past six months significant progress has been achieved in further strengthening WEU's operational capacities. 27. Ministers recalled that WEU constitutes a genuine framework for dialogue and cooperation between all 28 WEU nations on wider European security and defence issues. Ministers welcomed the enhancement of the participation of the Associate Partners in various WEU bodies and their ongoing activities, in particular those related to crisis management. Ministers tasked the Permanent Council to pursue the process of strengthening the Associate Partners' participation in an increasing number of activities. 28. Ministers approved the document on the practical arrangements for participation of Associate Partners in Petersberg operations, defining their involvement in the different phases of the crisis management process, in particular with regard to the planning and force generation process..

Ministers welcomed the improved arrangements allowing Associate Members and Observer States to panicipate fully in accordance with their status in all Petersberg operations undenaken by WEU and tasked the Pennanent Council to pursue its examination of possibilities for maximum panicipation in its activities by Associate Members and Observer States in accordance with their status, in panicular in the fields of annaments. space and military studies. 30. Ministers welcomed the progress achieved since their meeting in Paris, in the implementation of their decision to establish a military committee of WEU. They approved the recommendation of the Pennanent Council on the implementation of the military committee and the reorganization of the military structure at WEU Headquaners to coincide with the rotation of the Director of the Planning Cell in They noted that the responsibilities of the military committee as regards WEU's contribution to NATO defence planning will have to be clarified. 31. Ministers noted with interest the Presidency Report on the CHODs meeting held in Bonn on 28 October In particular, Ministers welcomed the agreement on the way ahead for MDG work on the future role of the Planning Cell. Ministers reaffirmed the importance they attach to an effective Planning Cell within WEU. 32. Ministers took note of the growing role of imagery supplied by WEU's Satellite Centre for WEU's work. Ministers asked the Pennanent Council actively to pursue the tasking agreed at Madrid in November 1995 and reaffinned at Ostend in 1996 on the evaluation of the possibilities of WEU participation in a developing multilateral European programme, taking into account all relevant aspects of technology, and to produce a progress report at their next meeting. Ministers welcomed the progress made in the work aimed at maximizing possibilities for participation of Associate Members and Observer States in space activities and asked the relevant bodies to explore further opportunities to this end. Ministers expressed interest in an offer made by the nations participating in the HEllOS programme to improve WEU access to HELlOS imagery. They also noted an offer by France to make available for crisis management operations and exercises a mobile ground station for receiving HELlOS imagery which is currently being developed. Ministers tasked the PerDlanent Council to examine these proposals. 33. Ministers noted the contribution made by EurolongterDl, Eurocom and the Western European Logistics Group (WELG) in the development of military concepts and doctrine, and that this strengthened military cooperation between participating WEU nations. They emphasized in particular that it was essential for Eurolongterm to pursue its work on developing long-term concepts and requirements, taking into account work in other WEU and non- WEU fora. Ministers approved the document "A Joint Logistic Suppon Concept for WEU". They funher approved the proposals relating to the panicipation of interested non-allied Observers and Associate Panners in... Eurolongterm and Eurocom Main Group.

Ministers welcomed the document on WEU's exercise policy as a solid and comprehensive framework for future exercise activities of WEU which takes into account the requirements arising from both the development of ESDI within NATO as well as WEU/EU cooperation in accordance with the Amsterdam Treaty. Ministers tasked the Pennanent Council to monitor the implementation of the exercise policy involving the participation of all WEU nations. 35. Recalling their decision to task the Permanent Council to study the modalities for mounting WEU operations having recourse to multinational FA WEU Headquaners, Ministers underlined that in building up its operational capacities WEU must focus on WEU-led operations using NATO assets and capabilities as well as its ability to act autonomously. Ministers welcomed the work initiated under the German Presidency and tasked the Permanent Council to further pursue the issue. 36 Ministers welcomed the decision of Gemlany and the Netherlands to nominate the staff of the First Gemlan Netherlands Corps as a headquarters answerable to WEU. They noted with satisfaction that the headquaners may be employed in the framework of WEU for the missions defmed in the Petersberg Declaration. At the initiative of the participating States, they tasked the Pemlanent Council to detail the relations between WEU and this FAWEU headquaners together with its use in the WEU framework. the decision of Italy and Spain to establish the Spanish-Italian Amphibious Force (SIAF) and took note that it will be declared answerable to WEU (FAWEU). The Force, which could be employed in the framework of NATO as well, will be able to carry out missions of common defence and Petersberg-type missions requiring amphibious capabilities. Ministers considered that these initiatives will contribute to the development of the European Security and Defence Identity. 37. Ministers expressed their concern at the continuing human tragedy caused by the use of anti-personnelandmines worldwide. They reiterated their determination to do their utmost, in all the appropriate international fora, to ban anti-personnellandmines worldwide. They noted with satisfaction the efforts undertaken by the international community in this respect inter alia within the framework of the Ottawa process. Recalling their decision in Ostend, they requested the Planning Cell to continue its work on a landmine clearance database and to act as a clearing-house for information on landmines.

10 9 VI. ARMAMENTS COOPERAnON 38. The Defence Ministers of the thineen nations of the Western European Annaments Group (WEAG), the European forum for annaments cooperation. met on 17 November They reviewed the annaments cooperation activities in Europe and the funher development of the WEAG. 39. They considered the current process of the restructuring and rationalization of the defence industry in Europe, which is taking place against a background of reduced defence budgets. Ministers emphasized that it is becoming increasingly imponant for European governments to work together on armaments development and procurement. They noted the implementation, on 1 April 1997, of the operational body of the Western European Amlaments Organization (WEAO), as a precursor to the European armaments agency, which for the time being is tasked only with cooperative research on armaments technologies. They recalled their intention to enhance European armaments cooperation and the aim of establishing a European armaments agency as soon as all appropriate conditions are met. They agreed that clear and timely indications on common requirements should be provided to industry. Such an initiative would also encourage European defence industries to form associations with each other to respond to large orders and would promote more effective use of resources for the development of new technologies. Ministers discussed how progress could be made towards more effective European armaments cooperation using the aim of a European armaments agency as a means to better coordinate European effons. They agreed that a plan, including a timetable, should be developed to guide further steps. They tasked the National Annaments Directors to propos,e recommendations on the way forward on this basis for consideration at their next meeting. 40. Ministers also considered how WEAG should develop. They agreed that the arrangement whereby non- WEAG EU nations could participate as infonnal observers on a case-by-case basis in Panel activities has been a success. Ministers noted that a number of WEU Observers and Associate Partners have continued to express interest in the armaments cooperation activities of the WEAG and, recalling their agreement at Ostend to examine a European armaments partnership, they agreed to respond by further opening the WEAG to those nations. Ministers agreed the modalities for the participation of interested WEU Observers, which are not members of WEAG, in all WEAG meetings. For the Associate Partners, they agreed modalities allowing WEAG Panels and their sub-groups to examine whether, for each. item on the agenda, participation can be opened to them. When appropriate, Associate Partners may be invited to participate in NADs and Ministerial meetings. If it is decided that an Observer or an Associate Panner shall participate in a specific armaments project, the nation concerned shall take part in that project on the same basis as full members, including the contribution of an appropriate financial share.

11 Ministers noted that since their Ostend meeting improvements to the effectiveness of WEAG had been reviewed. A number of initiatives were being pursued. including enhancing relations with operational users and close relations with other bodies and institutions. Ministers welcomed the enhancement of the ongoing dialogue with the relevant bodies of the EU. Ministers also welcomed the reaffirmation of the relationship between WEAG and NATO's armaments activities. Ministers agreed that all important organizational and administrative means for the efficient functioning of WEAG were in place. 42. Ministers welcomed the continuing efforts in a number of important areas, for example the study of a European science and technology strategy and ongoing work to produce common procedures and regulations for a European armaments agency and on maintaining a European defence technological and industrial base. 43. Finally, Ministers welcomed the completion of work to establish the WEAO and noted the first annual repon by the Board of Directors. 44 The WEU Council at 13 adopted the conclusions of the WEAG Defence Ministers VII. RE LA TI 0 N S WITH THIRD C 0 U NTRIES 45. Ministers recalled the importance of the development of relations with Russia corresponding to its size, capabilities and strategic importance. Russia plays an essential role in Europe's security and stability. Ministers welcomed the development of close cooperation between the Euro-Atlantic security structures and Russia, in particular the cooperation developing on the basis of the NATO-Russia Founding Act, and stressed WEU's readiness to develop further WEU's relationship with Russia based on an enhanced political dialogue and practical cooperation. Ministers requested the Pemlanent Council to continue to explore further possibilities for practical cooperation. In this context, they looked forward to the results of consultations with Russia on cooperation in the field of long-haul air transport. 46. Ministers reiterated their attachment to the development of relations with Ukraine in recognition of Ukraine's significance as an important European partner of WEU, which is making an essential contribution to security and stability in Europe. Ministers welcomed the conclusion of the NATO-Ukraine Olarter and reconfirmed WEU's readiness to intensify the ongoing political dialogue between WEU and Ukraine and to enhance practical cooperation. They welcomed the conclusion of the document on cooperation in the field of long-haul air transport between WEU and Ukraine which was signed on 30 June Ministers requested the Permanent Council to continue to explore further possibilities for practical cooperation. 47. Ministers reiterated the hope that Russia, Ukraine and Belarus will soon take the necessary steps so that the Open Skies Treaty can enter into force.

12 Ministers endorsed the recent pragmatic initiatives to enhance the dialogue with non- WEU Mediterranean countries and noted that WEU's relations with these countries are being developed in a climate of dialogue, transparency and cooperation. They welcomed the invitation extended to the dialogue panners to visit the WEU Satellite Centre. The~' confinned that the WEU Mediterranean Group will contribute its expenise in the framework of its general mandate in response to requests from the European Union. 49. Ministers noted with satisfaction that the ongoing dialogue, including the recent visit of the Secretary-General, with Cyprus' evolves in line with the development of the links between Cyprus. and the European Union. 50. Ministers noted the dispatching of observers from WEU to the planning conference of the West African Peacekeeping Exercise Guidimakha 98, which comes within the framework of the American/Franco/British initiative on peacekeeping training, and requested the Council to pursue the exchanges with the OAU and the work on peacekeeping in Africa. They stressed the imponance for WEU nations to make a contribution to the enhancement of African peacekeeping capabilities and recalled their decision at Ostend to task the Permanent Council further to examine possible measures to this end. VIII. OSCE 51. Ministers welcomed the work being done under the Danish Chairman-in-Office as a follow-up to the Lisbon Summit to strengthen non-hierarchical cooperation between security institutions which accept and adhere to the principles and commitments contained in the relevant OSCE documents. WEU supports and has already contributed to the OSCE initiative on developing the platform for cooperative security in cooperation with other relevant security organizations. WEU will be interested in the further development of the proposals and modalities for the Platform for Cooperative Security and remains prepared to playa constructive role in this process. IX. TRANSA nannc FORUM 52. Building on the experience of previous Transatlantic Forum Presidencies, Ministers welcomed the programme on the Transatlantic Forum activities to be undenaken under the Belgian Presidency, allowing for an increased input of the WEU countries panicipating in the Transatlantic Forum so as better to focus in a cost-effective way on issues that matter to the decision-making circles in the US and Canada.. Turkey dissociates itse1f from this reference by reserving its position on this Issue.

13 12 x. OTHER QUESTIONS 53. Ministers also looked forward to the forthcoming 50th anniversary of the signing of the Treaty of Economic, Social and Cultural Collaboration and Collective Self-Defence (Brussels Treaty). Although political circumstances have dramatically changed since the signature of the modified Treaty, Ministers agreed that it continues to form a valuable part of the European security architecture. 54. Ministers requested the Pennanent Council to commemorate WEU's 50th anniversary by organizing a conference involving high-ranking representatives of the 28 WEU countries and international security experts from scientific institutions and the media as well as members of the WEU Assembly, fonner Secretaries-General of WEU and highranking representatives of the institutions of the EU and NATO; the conference should focus on the perspectives for WEU's future development in the light of its historic role in overcoming conflict potential in post-war Europe. 55. Ministers took note with interest of the seminar at 28 organized on the initiative of the German WEU Presidency by WEU's Institute for Security Studies and the Federal College for Security Policy Studies on "European security - prospects for the future and present tasks" and welcomed the involvement of representatives of the Unites States, Ukraine and Russia. 56. Ministers acknowledged the valuable contribution of the WEU Parliamentary Assembly to the work of the Organization and welcomed its contribution to the debate on security and defence in Europe. 57. Ministers reiterated their commitment gradually to develop the WEU Institute for Security Studies into a European Security and Defence Academy. They requested the Permanent Council to examine the necessary modalities to allow all WEU countries to be more closely involved in the work of the Institute. 58. Ministers noted the decision of the Permanent Council to abolish the Agency for the Control of Armaments. They further noted that, with this decision, Protocol No. IV of the modified Brussels Treaty has ceased to have practical effect. 59. Ministers welcomed the statement by Greece on its programme for the next six months during its Presidency of WEU which includes: establishing closer institutional links and practical cooperation with the European Union in accordance with the agreements reached in Amsterdam and the provisions laid down in the WEU Declaration of 22 July with a view to assuming greater European responsibility for security and defence matters;

14 3 reinforcing WEU's institutional and practical cooperation with the Atlantic Alliance in accordance with Ministerial Council decisions of WEU at Birmingham and of NATO at Berlin and Brussels and at the NATO Summit in Madrid in order further to develop WEU as a means of building ESDI; further strengthening WEU's operational capabilities to ensure the full politico-military control for autonomous operations; funher enhancing the panicipation of WEU nations in WEU's activities in preparation for, and conduct of WEU operations; further identifying possible areas of future cooperation with third countries; intensifying WEU' s contribution to the reconstruction of Albania's institutions, in close cooperation with the Albanian Government with the aim of further promoting security and stability in Albania, through the continuation and possible extension of MAPE's mandate to assist in the reorganization of the police force.
