Data can be linked to URIs from other data sources, using open standards such as RDF without being publicly available under an open licence. 20 Linked Open Data: Design Principles 4 Principles 5 Star Model DESIGN PRINCIPLES Re-Use (Voc)
4 Principles 5 Star Model Defining linked data... DESIGN PRINCIPLES Re-Use (Voc) Linked data is a set of design principles for sharing machine-readable data on the Web for use by public administrations, business and citizens. EC ISA Case Study: How Linked Data is transforming egovernment The four design principles of Linked Data (by Tim Berners Lee): 1. Use Uniform Resource Identifiers (URIs) as names for things. 2. Use HTTP URIs so that people can look up those names. 3. When someone looks up a URI, provide useful information, using the standards (RDF*, SPARQL). 4. Include links to other URIs so that they can discover more things. OPEN DATASUPPORT See also: Slide 21

RDF SPARQL JSON-LD RDF & SPARQL Turtle STANDARDS SKOS RDFs FOAF XML The Resource Description Framework (RDF ) is a syntax for representing data and resources in the Web RDF breaks every piece of information down in triples: Subject a resource, which may be identified with a URI. Predicate a URI-identified reused specification of the relationship. Object a resource or literal to which the subject is related. is the capital of Belgium. OR is the capital of Subject Predicate Object SPARQL is a standardised language for querying RDF data. OPEN DATASUPPORT See also: Slide 31

Linked (Open) Data The approach
Linked (Open) Data The Summary Test your knowledge: De echte waarde ligt in het combineren van data, bijvoorbeeld statistische data met tweets over een wijk. Constantijn van Oranje, Kabinetschef van EU-commissaris Kroes Needed for societal and economic impact with (open) data But not that easy. Limited Knowledge & Tools Triple Explosion Precision (same as) B2B transaction world
Fictitious Example: Energy label dataset Is it published as open data? Transparant/open government Is the data re-usable? Can we innovate? Is de data itself valuable? Or valuable combined with other (proprietary) data? If innovation then Energielabels should be A or B A = Open Data B = Linked Open Data Linked (Open) Data is logical next step after open data, and 1 of the staying concepts from the big data hype.
LOD in practice Pharma (e.g. OpenPhacts) Health Care Libraries, Museums, Archiving Education, Universities Geo (Smart Cities) Media, Publishing (e.g. BBC, Wolters Kluwer) High Tech: (e.g. NXP) Logistics Government (Stelsel van Basisregistraties) Join the Platform Linked Data NL meetings
Open Innovation + Linked Data = Platform Linked Data Netherlands + = Open Community for Linked Data knowledge exchange
