3 With nearly 800 million subscribers, 47 million of whom are 4G users, China Mobile Communications Corporation (CMCC) is the largest operator in the country. To maintain its lead and continue to offer the best services to its customers, China Mobile is engaged on a program of transformation. A major role in this transformation is being played by Guang Dong MCC (GDMCC). The largest provincial affiliate with about 10 million subscribers, it leads innovation for the whole company, proving new systems and concepts before they are adopted more widely. The challenge facing GDMCC was that its businessrelated and technology-related data were distributed across different departments and systems. This made it difficult to correlate and analyze the right data to create insights that could lead reveal new ways that the operator could improve its network and services. The disparate systems also limited the sharing of data, leading to unnecessary additional IT investments. To meet this challenge, the Nokia Networks Professional Services team helped GDMCC to build CMCC s first integrated shared data analysis platform, establish the unified data model, and also to set up a solid and effective mechanism and management process. Transforming to open, more flexible operations In its role as the leading province, GDMCC wanted to transform its traditional Operations Support System (OSS) architecture into a more open, transparent, shared and mobile Internet-orientated architecture, to support a new more flexible business ecosystem. To help achieve its transformation goals, GDMCC asked the Nokia Networks Professional Services team for proposals. Accordingly, in January 2014 Nokia Networks demonstrated its Service Operations Center (SOC) solution, which quickly received official endorsement from CMCC s top management. The Nokia Networks SOC solution can be used as a common platform for different applications and services. The approach recommended by Nokia Networks was to build one common platform for various applications, using big data technology to collect scattered data and share it transparently with higher applications. First SOC rolled out with minimal disruption The new platform collects and correlates data from different domains, such as radio access, circuit switched and packet switched, and analyzes this data at the network, service and user levels, and with other partners. The customized content packages tailored the SOC to GDMCC s needs, while a phased roll out implemented the project with minimal disruption to the day-to-day operations of the Network Operations Center. Nokia Networks and GDMCC examined the multiple systems and combined their data to the centralized China Mobile Success Story 3

4 Cost of developing new applications cut by 67 percent The platform processes almost 40 Terabytes of data a day and supports around 100 applications serving marketing, network operations and optimization. A major aspect of the Nokia Networks Expert Advantage is Delivering the Maximum, raising efficiency and getting the most out of existing assets. This was realised for CMCC with a cut in the cost of developing new applications of 67 percent, while GDMCC has also seen a 50 percent increase in application delivery efficiency. This cuts the time taken to deploy a new application from at least two weeks to no more than one week. Following the success at GDMCC, the project has been expanded to include other provinces including Beijing MCC, Jiang Xi MCC, Yunnan MCC and Xinjiang MCC. CMCC HQ has also adopted the architecture as its enterprise-level big data process standard and set a flag for other provinces. The improved quality of the data available has also made analysis and decision-making easier and faster. We compared this solution to other vendors offers, and found that Nokia s platform substantially improves operational efficiency. In addition, Nokia s System Integration Services played a major role in efficiently integrating the solution with our current operations.
