1 Baccalaureate Degree Program Proposal Recommendations from the Division of Florida Colleges Baccalaureate Review Team for Consideration by the Commissioner of Education A collaborative review was conducted by the Baccalaureate Review Team members, including staff from the Division of Florida Colleges and the Florida Colleges Budget Office. Written recommendations were submitted to the college by the Review Team, college staff revised the proposal, and submitted the final proposal, which is now complete and ready for consideration by the Commissioner of Education. College Daytona State College Degree Type BS Degree Program Nursing No alternative proposals were received for this program. Comments Summary A Planning Process Daytona State College s (DSC) proposed Bachelor of Science in Nursing (BSN) is designed as a completion program for associate degree nursing (ADN) graduates who possess a registered nursing (RN) license and reside in Volusia and Flagler Counties. The college engaged in a thorough internal and external planning process that included a faculty focus group, the creation of a BSN Advisory Subcommittee, and conversations with local healthcare facilities. Survey results from students, graduates, employers, and ADN nurses working in the field indicate strong support for the program, and the college commissioned Mid-Florida Marketing and Research to complete an independent study validating the needs assessment surveys (survey results and data review included in the Supplemental Materials). Several hospital chief executive officers provided letters of support for this program (included in the Supplemental Materials), and the college states the Bert Fish Foundation agreed to provide financial support. Representatives from DSC met with representatives from Bethune-Cookman University (BCU) and the University of Central Florida (UCF) to discuss the proposed program. BCU provided a letter of support (page 54), and DSC states that UCF indicated it would not object to this program. B C Program Implementation Timeline Workforce Demand/Unmet Need Specific to Program Area The projected implementation date of upper division enrollment is spring The complete timeline of implementation activities is located in Section B of the proposal. DSC cites the Florida Department of Economic Opportunity (DEO) and reports 4,546 current RN jobs in the college s service area of Volusia and Flagler Counties, 29,276 jobs in Central Florida, and 167,481 jobs statewide. Citing the Florida Center for Nursing (FCN), the college notes there were 1,631 open RN positions in Central Florida and 8,994 open RN positions statewide reported in January DSC also states that according to the DEO, 192 annual job openings are anticipated in Volusia and Flagler Counties through 2017, 1,489 annual openings are anticipated in Central Florida, and 6,782 are expected statewide. In order to meet the benchmark set by the Robert Wood Johnson Foundation Initiative on the Future of Nursing that 80 percent of registered nurses possess a baccalaureate degree by 2020, DSC states 154 RNs filling the 192

In addition, the college notes there is a need for 2,300 ADN nurses currently working in Volusia and Flagler Counties to obtain a bachelor s degree in order to meet the 80 percent benchmark. According to the college, UCF reported 32 graduates from its Daytona Beach Campus in 2012, with 218 total UCF graduates reported by the National Council of State Boards of Nursing. DSC reports 52 graduates from BCU, for a total of 84 recent graduates in DSC s service district. This creates an employment gap of 70 a year between the annual job openings for BSNs (154, using the Robert Wood Johnson Foundation benchmark) and the number of BSN graduates in the region. This multiplies to a gap of 350 needed BSN graduates over five years. The college also provides information on nursing program capacity from the FCN, stating in , Central Florida nursing programs turned away 53 percent of qualified students who applied to baccalaureate nursing programs. Statewide, 59 percent of qualified students were turned away because of limited capacity. No additional facilities or technological resources will be needed for this program. Communication devices are included in the budget for faculty use during the two practicum courses. The DSC library has sufficient resources to support an additional baccalaureate program. The college has allocated funds for additional library support for students and faculty. The college currently has 26 full-time (eight possess a doctorate) and 28 adjunct nursing faculty members. The college will initially fund one full-time faculty with a doctorate in nursing, and an additional full-time faculty member in year two. G Cost to Students The cost for four years of study at DSC and other regional postsecondary institutions: DSC = $13,325 UCF = $24,987 BCU = $57,600 H Academic Content Admission to the program requires completion of an associate degree in nursing and an unencumbered license to practice registered nursing in Florida. The 120-credit hour program is composed of 72 credit hours from the associate degree, six credit hours of additional General Education coursework, and 42 credit hours of required nursing coursework. This will be a limited access program. The college intends to pursue program accreditation with the Accreditation Commission for Education in Nursing. I J Enrollment, Performance and Budget Plan Plan of Action if Program Must be Terminated DSC anticipates 50 enrolled students during the first year and 220 students by the third year of operation. The program will be supported primarily through tuition and fees, as well as auxiliary funds. The full budget is located on page 35. In the event of program termination, DSC would perform a gradual phase-out of the program. All students would be given an adequate time frame to complete their program of study or transfer to another institution.

The curriculum has been constructed based on frameworks and research from proven programs in the state. 8 BACCALAUREATE PROGRAM PROPOSAL EXECUTIVE SUMMARY Institution: Daytona State College Degree Type: Baccalaureate Degree Title: Bachelor of Science in Nursing A. Planning Process Planning for this program was completed in three phases after receiving initial approval from internal constituents. The first phase of the planning process was an extensive analysis of regional, state and national workforce data to identify current and projected employment demands in nursing and provide a rationale for a BSN program at Daytona State College. The data were substantiated by a second phase of the planning that focused on employer demand in the local workforce and meetings with local and regional higher education institutions. The effort involved surveys, meetings, and telephone conversations with health care and representatives and college administrators. One hundred percent of the hospital administrators surveyed believe there is a need for more Bachelor of Science Nursing programs in Volusia/ Flagler Counties and all of them support the college s proposal to start a BSN program. The data supported an extensive gap in the number of nurses working in these facilities who possess a baccalaureate degree and the number desired. Bethune-Cookman University verbalized support for Daytona State starting the BSN and University of Central Florida stated that it did not object. A third phase of the needs assessment involved surveying current associate degree nursing students, recent associate degree nursing graduates and registered nurses in Volusia and Flagler Counties who possess an associate degree in Nursing. The surveys demonstrated a strong demand for Daytona State College to offer a Bachelor of Science in Nursing degree program. Mid-Florida Marketing and Research, Inc was commissioned as an external source to complete an independent study validating the needs assessment surveys that were distributed by the School of Nursing at Daytona State College. The results of the study indicated that the needs assessment surveys were valid. B. Program Implementation Timeline The projected implementation date for the first cohort into upper level nursing courses is spring The complete timeline of activities is located in section B of the proposal. The Bachelor of Science in Nursing (BSN) is in response to a call for innovative programs that address the need for higher levels of education. C. Workforce Demand/Unmet Need Specific to Program Area The college provides educational opportunities to citizens of Volusia/Flagler counties. The US Census American Community Survey for 2011 reflects that 18.6% of Volusia County residents are employed outside of their county of residence. Citizens of the college s service area frequently access employment opportunities in Seminole, Orange and Brevard 5

9 Counties, therefore, in addition to workforce demand and unmet need specific to Volusia and Flagler counties, data have been included on the nursing supply and demand for Central Florida which generally is represented as Lake, Orange, Osceola, Seminole, Sumter, Brevard, Flagler and Volusia counties. Certain important data elements that are only available for central Florida are included in support of the proposal. The Volusia/Flagler Florida Department of Economic Opportunity data indicate that the projected number of annual job openings for registered nurses, both associate and baccalaureate, is 192 (Table 9). The Robert Wood Johnson Foundation Initiative on the Future of Nursing indicates that the goal for the proportion of nurses with a baccalaureate degree is 80 percent by With that goal in mind, the number of annual job openings for BSNs is 154 (80% of 192). The current capacity in the Volusia/Flagler area for graduating baccalaureate nurses is approximately 84 a year. The gap between the annual job openings for BSNs (154) and the annual number of BSN graduates (84) is 70 a year. The FDEO data for central Florida show 1,489 annual job openings for registered nurses, both associate and baccalaureate (Table 9). Given the recommended 80% goal, there are 1,191 (80% of 1,489) annual job openings for BSNs. With the current capacity of 270 BSN graduates in central Florida (Tables 10 and 11) there will be a gap of 921 graduates per year. Over five years, the need for BSN graduates multiplies to a gap of 350 (70 x 5years) in Volusia and Flagler counties and baccalaureate nurses for Volusia and Flagler counties and a gap of 4,605 (921 x 5years) baccalaureate nurses for central Florida. Florida Center of Nursing (FCN) data estimate a current workforce of 5,227 in Volusia and Flagler Counties. Approximately 44%, or 2,300 of the current nursing workforce, have associate degrees. The data above do not take into account changes in the health care field that will require many of the currently working ADNs to obtain advanced degrees to remain competitive. D. Facilities and Equipment Specific to Program Area The School of Nursing is housed on the second, third and fifth floors of the Allied Health Building. The nursing program has a presence on five of the six Daytona State Campuses. The curriculum for the BSN will be taught in traditional format in existing classrooms. Communication devices will be needed during the practicum experience. E. Library/ Media Specific to Program Area The library has a physical presence on the Daytona Beach and DeLand campuses and has an extensive online collection for student use. The library collection has expanded with the addition of baccalaureate degrees and new programs. There is a $30,000 allocation in the budget for library support the first year and $10,000 each year thereafter. F. Academic Resources Specific to Program Area The School of Nursing currently has 26 full time faculty members. Seven of the faculty possess doctoral degrees in education and one in nursing. The School of Nursing also has a full complement of adjunct faculty of which 68% are educated at the master s degree level. Daytona 6

10 State will hire one full-time faculty with a doctorate in nursing to teach and supervise the program. An additional faculty will be hired during the second year with a doctorate in nursing. Part time faculty will be used for practicum experiences. Additional faculty will be hired as needed. G. Cost to Students Institution Daytona State College Total Cost of Program (lower) $ x 72 = $7, (upper) $ x 48 = $5, Total = $13, University of Central Florida $ x 120 = $24, Bethune-Cookman University $14,410 per year x 4 yrs = $57,600 H. Academic Content Admission to the program requires completion of an associate of science degree in nursing, a cumulative GPA of 2.5 and an unencumbered registered nursing license in the state. The program was developed according to similar programs listed in the Common Prerequisite Counseling Manual (CPCM). The curriculum will be 120 total credit hours with 72 credit hours for the associate degree in nursing, 32 credit hours of upper level nursing courses and 16 credit hours of general education courses. SACSCOC will be notified of SBOE approval and, if required, will submit a prospectus. Two full-time faculty members who possess a doctorate in nursing will meet accreditation requirements. The program will apply for accreditation from the Accrediting Commission for Nursing Education two years prior to completion of the first cohort. I. Enrollment, Performance and Budget Plan Daytona State anticipates admitting 50 students twice a year. The college will fund all start-up costs and the program will be supported through tuition and fees. Funds have been allocated for projected program expenditures. J. Plan of Action If Program Must Be Terminated In the event of program termination, the college will follow SACSCOC Guidelines for teach-out procedures. 7

11 EVALUATION CRITERIA A. PLANNING PROCESS 1. Internal Process and Meetings The impetus for Daytona State College to offer a Bachelor of Science in Nursing lies in its mission to provide affordable and accessible educational services to the community and its support for students, graduates and the health care community. The limited capacity of the two local programs where associate degree nurses can earn a BSN and the cost to attend the programs represent significant barriers. In addition, implementation of the proposed degree program correlates with the passing of the Affordable Care Act and the release of the Robert Wood Johnson Foundation Initiative on the Future of Nursing: Leading Change, Advancing Health. With these initiatives there will be a need for additional nurses, especially nurses educated at the baccalaureate level who can assume advanced roles. With the Affordable Care Act, there will be a need for more advanced practice nurses to provide primary care to the newly insured Americans. With the anticipated shortage of physicians it is expected that masters and doctoral prepared nurses will provide primary care. Having more nurses prepared at the baccalaureate level will provide a qualified pool of nurses to obtain these graduate degrees. The college was accredited as a Level II institution by the Southern Association of Colleges and Schools to offer four-year degrees in December 2005 (Supplemental Materials SACS Level II status letter). Since then, it has been a strategic priority of the college to provide workforce programs at the baccalaureate level to meet the needs of its service area. The feasibility of offering a BSN was discussed and endorsed first by the college Planning Council. The Planning Council is a 30-member governing council of the college composed of faculty, administrators, career employees and professional employees who help develop and implement the college s strategic and annual plans. In October 1, 2012, the Planning Council recommended the allocation of funds to support the development of the program as an institutional priority (Supplemental Materials Minutes of Planning Council meeting). The President s Cabinet, comprised of the President and the administrators of the college, supported the idea to pursue the planning and implementation of a bachelor of science in nursing. Once the initial approval was given by the college administration, a detailed needs assessment was conducted. Based on the results of an extensive and thorough planning process that involved hundreds of key stakeholders including members of the community, the college administration, faculty, staff, and student body, the Daytona State Board of Trustees voted at the January 17, 2013, board meeting to allow the college to seek approval from the State Board of Education to offer a bachelor of science in nursing program (Supplemental Materials Minutes of Board of Trustees meeting). Support for the program within the college extended beyond the Planning Council and administration. As part of the planning process, members of the School of Nursing met with members of the College of Arts and Sciences to discuss the feasibility of the degree and the resources available to provide quality educational experiences to students. Faculty members were enthusiastic about the prospect of the BSN and committed their time to research courses and programs. 8

12 The president of the Daytona State College Faculty Senate invited faculty members to a focus group to discuss the proposed program, the curriculum and college resources available for the program. Faculty who teach lower division, general education courses were heavily represented among the focus group participants. Faculty expressed unanimous support for the program and agreed to assist with implementation of the degree once the program is approved. A letter of support from the president on behalf of the Faculty Senate conveys its approval and support for the program (Supplemental Materials Letter from Faculty Senate President). The nursing advisory committee for the School of Nursing includes representatives from the six major hospitals, local long-term care facilities, and the community who are familiar with the needs of the community, have strong nursing backgrounds, and are experienced in health care administration and supervision. As part of the planning process for the BSN, members of the advisory committee were asked to identify key individuals in their organization who have expertise in nursing care and are familiar with the skills that nurses should possess at the bachelor s level. These individuals were invited to serve on a Bachelor of Science in Nursing Advisory Subcommittee. Feedback provided by members of this group as well as the employer survey was integral to curriculum development and course sequencing (Supplemental Materials Minutes of Nursing Advisory Committee). Members of the advisory committee and BSN subcommittee had frequent dialogue with nursing faculty about the nursing curriculum. They helped review the planning process and time line; analyze workforce needs and the demands for a baccalaureate program; develop the academic content and curriculum; assess the current and anticipated resources for delivering the program; prepare the proposed enrollment performance and budget plan; and prepare an accreditation plan. 2. External Process and Meetings Planning for the nursing degree continued with exploratory meetings and conversations with local and regional higher education institutions, the University of Central Florida and Bethune- Cookman University, and administrators of the six hospitals in Volusia and Flagler counties. Prior to moving forward on the bachelor of science in nursing, Dr. Eaton, President of Daytona State College held meetings with the presidents and provosts of the University of Central Florida and Bethune-Cookman University. On July 25, 2012, Dr. Carol Eaton and Dr. Thomas LoBasso, Chief Operating Officer/ Provost, met with Dr. Edison Jackson, President, Bethune-Cookman University and Dr. Hiram Powell, Provost. They supported our moving forward with a proposal to add a BSN and have provided Daytona State with a letter of endorsement (Supplemental Materials Letter from Bethune- Cookman). Dr. Eaton had three separate meetings with Dr. John Hitt, President, University of Central Florida, and others from the University of Central Florida on the topic of Daytona State offering a BSN. Dr. Hitt stated that UCF would not object to our proposal to offer the BSN. Over the past 10 years, the college has partnered with area health care facilities and the Bert Fish Foundation, a private philanthropy, to increase the enrollment capacity of the associate degree 9

13 nursing program to address a shortage of nurses. When contacted about the BSN, the six local health care facilities overwhelmingly endorsed the idea and the Bert Fish Foundation immediately agreed to provide financial support. The chief executive officers of the hospitals provided letters to demonstrate their support (Supplemental Materials Letters of Support from Chief Executive Officers). The effort involved surveys, meetings, and telephone conversations to collect data from health care representatives. An employer interest survey was developed to identify the current need for registered nurses, the educational attainment of nurses currently in the local workforce, and desired mix of educational levels within a facility. Results of the survey are shown in Tables 2 and 3. See also Section K Supplemental Materials-Employer Survey. Future changes that will impact their need for BSN-prepared nurses include the desire of a health care facility to obtain magnet status, the Affordable Care Act, the need to fill leadership roles, changes in the care delivery model, increased patient acuities and a shift toward evidence-based practice. The administrators indicated that the current workforce should be trained at the baccalaureate level to fill leadership roles and improve patient outcomes (Table 10

14 3). Baccalaureate trained nurses have a broader knowledge base and are better able to make critical decisions. One hundred percent of the hospital administrators surveyed believe there is a need for more bachelor of science in nursing programs in Volusia/ Flagler counties and all of them support the college s proposal to start a BSN program. In addition, surveys were distributed to students who graduated from the Daytona State College associate degree nursing program during the past two years. Personal calls were made to these graduates to verbally complete the survey or encourage completion of the survey through the Internet. Of the surveys supplied to current students, approximately 40% (224) were completed indicating a high percentage of return. A number of students verbalized their support and excitement about the opportunity of completing a BSN at Daytona State College. The survey results are included in section K-Supplemental Material-Interest Surveys. Highlights of the student interest survey results are listed below: Of the 224 survey respondents, 100% indicated they were interested or very interested in pursuing a bachelor s degree. 100% of the survey respondents indicated they would be interested in pursuing a bachelor s degree in nursing from Daytona State College. 80% of the survey respondents indicated they would be interested in entering the bachelor s degree in nursing in the next one to two years and 20% indicated in the next three to five years. 100% of the respondents surveyed indicated that they supported Daytona State College offering a bachelor s degree in nursing. 11

15 Of the survey respondents, 44% stated that they preferred traditional teaching methodology and 65% preferred on-line. Survey respondents were asked to indicate the factors that most influence the decision to enter a bachelor s in nursing program 79% Availability of program in the local area 71% Cost of the program 69% Ability to schedule courses around work and family 59% Employment opportunities 41% Availability of scholarships 31% Support of their employer To further elicit the level of support for the bachelor s degree in nursing, surveys were distributed to registered nurses in the community who possess associate degrees in nursing. A copy of the survey is included in the supplemental materials. The results were similar to that of the student and graduate surveys. Mid-Florida Marketing and Research, Inc was commissioned as an external source to complete an independent study validating the needs assessment surveys that were distributed by the School of Nursing at Daytona State College. The survey results are included in section K-Supplemental Materials. The results were similar to that of the needs assessment surveys and included the following highlights: Although the question was not specifically asked, the considerable majority volunteered their opinions that Daytona State College was their favored institution to complete the degree program. The findings were conclusive. There is extraordinary support for Daytona State College to offer a BSN program from all segments of the industry! Employers recognize the value of having more BSN holding RNs on their staffs. This contributes to the quality of patient care as well as the institution s standing and accreditation. Employers also recognize the importance of the additional training in nurses career paths. Employers expect to hire more RNs in the near and long range. Nurses want to continue their nursing education at Daytona State College. In our judgment, the findings are clear and unequivocal. The surveys demonstrate a strong demand for Daytona State College to offer a Bachelor of Science in Nursing degree program. 12

17 C. WORKFORCE DEMAND/UNMET NEED SPECIFIC TO PROGRAM AREA 1. Geographic Region to Be Served Daytona State College (Daytona State or the college) over the past 50 years has evolved into a multi-campus institution providing educational and cultural programs for the citizens of Volusia and Flagler counties. The college serves more than 31,000 students annually and is a leader in area workforce and economic development initiatives. Strong relationships with other higher education institutions, public school districts, health care agencies and the business community have allowed the college to implement innovative programs to meet the emerging needs of the community. As the ninth largest of 28 colleges in the Florida College System, Daytona State provides educational access and opportunity to a diverse population characterized by high mobility and low per-capita income. The college has six campuses with the largest campus located in the heart of Daytona Beach. The college is committed to student success and offers a wide range of educational opportunities for the students it serves. One of the college s strategic priorities is to identify baccalaureate level educational needs of the region and offer programs to address those needs. As a key participant in economic development for the region, Daytona State College has become aware of the need for additional nurses with advanced educational preparation in Volusia, Flagler and other Florida counties. The proposal to offer a Bachelor of Science in Nursing (BSN) degree program is in response to a call for innovative programs that address the need for higher levels of education. The primary factors leading to the shortage are the limited number of existing BSN programs in the area that are affordable, accessible and meet the needs of the current nursing workforce. In keeping with its mission, Daytona State College proposes to address the nursing shortage by offering a Bachelor of Science in Nursing degree program. Although Florida universities are producing highly qualified baccalaureate nurses, they cannot keep up with the demand. In , baccalaureate nursing programs produced less than half (2,212) of the total pre-nursing graduates (Office of Program Policy Analysis and Government Accountability, 2013). Nursing programs are turning away qualified applicants because of capacity limits. Although associate degree nursing programs have increased enrollments in recent years, bachelor degree programs have experienced a minimal increase. In , there were 5,477 graduates of associate degree nursing programs. These graduates are potential candidates for RN to BSN programs. The number of baccalaureate degree programs available to the citizens of the college s service area is insufficient to meet the needs. Traditional pre-nursing degree programs for individuals with no health care experience are offered at Bethune-Cookman University in Daytona Beach and at the University of Central Florida in Daytona Beach. Volusia and Flagler residents who want an RN to BSN program can access online programs through the University of Central Florida, the Bethune-Cookman University, and national proprietary colleges; each offers a 14

18 complete RN-BSN program online. The Daytona Beach satellite campus of UCF offers some RN-BSN courses in a face-to-face instructional format. Status reports on nursing supply, demand, and education indicate a strong demand for baccalaureate nursing degrees (Florida Center for Nursing, FCN, March 2013). During academic year , Central Florida nursing programs turned away 53 percent of qualified students who applied to baccalaureate nursing programs; in Florida, 59 percent of qualified students were turned away because of limited capacity. This compares to 43 percent of qualified students who applied to associate degree programs in Central Florida. In Florida, 49 percent of qualified students were turned away because of limited capacity. Data on program capacity is not reported for Volusia/Flagler Counties because one state university serves the majority of counties in Central Florida and reports as one cohort. Of those, it is estimated that 5,227 reside in Volusia/ Flagler counties and 35,688 reside in Central Florida (FCN, March 2013). The Robert Wood Johnson Foundation Initiative on the Future of Nursing recommends that the proportion of nurses with a baccalaureate degree increase to 80% by Implementing the 80% goal to the current workforce implies that there is a need for 2,300 associate nurses to obtain a bachelor s degree in the Volusia/Flagler area, 11,884 in Central Florida, and 55,523 in the state of Florida. The figure also provides a graphical representation of the 15

19 number of nurses that will be needed annually for seven years to meet the Future of Nursing recommendation that 80% of nurses be educated at the baccalaureate level or above by The data do not represent the normal attrition of registered nurses as a result of retirement, relocation or other reasons. Number of Current Jobs The Florida Department of Economic Opportunity provides labor market statistics that are used by the FCN to identify the number of nurses in the workforce. Table 7 contains the number of jobs reported during 2012 for Volusia/ Flagler counties, Central Florida and Florida. Data reported in January 2012 from FCN indicated that there were 1,631 open registered nurse positions in Central Florida with 843 new positions. For Florida, the estimated number of open positions was 8,994 with 6,746 new positions. Data on nursing demand are not collected by the FCN for the twocounties which Daytona State College serves. 16

Data are reported for eight regions with the Central Florida region covering Lake, Orange, Osceola, Seminole, Sumter, Brevard, Flagler and Volusia counties. The FCN used forecasting models to estimate the state s nurse supply, demand and shortage through the year 2025 (October 2010). Results from the study indicated that the nursing shortage for registered nurses in Florida will increase to 20,628 by With health care reform the shortage for registered nurses will increase to 50,300, which has the potential for crippling the health care system and reducing health care access to Floridians. The study indicated that the severity of the shortage could be eased if appropriate strategies are employed. Labor market statistics and employment projections released by the Florida Department of Economic Opportunity identify Registered Nurse as a high skill high wage occupation. 192 openings per year are expected for Volusia/Flagler (Table 9). Assuming that 80 percent of the nurse positions will be at the baccalaureate level, an additional 1,191 (80% of 1,489) bachelor educated nurses will be needed each year to meet the demand for BSNs by

21 The state of Florida will have annual openings of 6,782, with 5,425 (80% of 6,782) of those anticipated to be at the baccalaureate level. This indicates a statewide demand for 27,126 baccalaureate level nurses by 2017 (80% of 33,908). 5. Number of Graduates in Discipline from State University System UCF admissions to the generic baccalaureate nursing degree program on the Daytona Beach Campus ranged from 35 to 39 students during the 2011 to 2013 academic year. The college admits students to the online college of the Orlando Campus for the RN to BSN option but some of the courses may be offered in the traditional format on the Daytona Beach Campus and others are offered on the Orlando Campus. The nursing students who attend UCF on the Orlando Campus travel from across Florida and the United States and tend to return to their home towns for employment following graduation. UCF reports graduates from the pre-nursing program as one cohort; however, the school was able to identify those who were initially enrolled on the Daytona Beach Campus. The data collected on admissions, graduates and licensure are also reported as one cohort group and not by campus. UCF reported 32 graduates from the Daytona Beach Campus during the 2012 academic year of the total 218 graduates in the cohort reported by the National Council of State Boards of Nursing. The nursing students at BCU travel from across Florida and the United States and tend to return to their home towns for employment following graduation. Summary of Employment Gap for BSN The Volusia/Flagler Florida Department of Economic Opportunity data indicate that the projected number of annual job openings for registered nurses, both associate and baccalaureate, is 192 (Table 9). The Robert Wood Johnson Foundation Initiative on the Future of Nursing indicates that the goal for the proportion of nurses with a baccalaureate degree is 80 percent by With that goal in mind, the number of annual job openings for BSNs is 154 (80% of 192). The current capacity in the Volusia/Flagler area for graduating baccalaureate nurses is approximately 84 a year. The gap between the annual job openings for BSNs (154) and the annual number of BSN graduates (84) is 70 a year. The FDEO data for central Florida show 1,489 annual job openings for registered nurses, both associate and baccalaureate (Table 9). Given the recommended 80% goal, there are 1,191 (80% of 1,489) annual job openings for BSNs. With the current capacity of 270 BSN graduates in central Florida (Tables 10 and 11) there will be a gap of 921 graduates per year. Over five years, the need for BSN graduates multiplies to a gap of 350 (70 x 5years) in Volusia and Flagler counties and baccalaureate nurses for Volusia and Flagler counties and a gap of 4,605 (921 x 5years) baccalaureate nurses for central Florida. Florida Center of Nursing (FCN) data estimate a current workforce of 5,227 in Volusia and Flagler Counties. The Volusia/Flagler FDEO data do not take into consideration the additional changes in the health care field that will require some of the current associate degree nurses to obtain a BSN to remain competitive in the workforce. Health care administrators indicate a need for nurses with advanced knowledge, skills and abilities to meet the growing demands of the health care delivery system and to fill leadership positions. There also will be an increased need for nurses with graduate degrees to provide primary care for the newly insured citizens of Florida. 8. Other Measures A shortage of nurses, especially for nurses educated at the baccalaureate level, exists throughout the state and is expected to continue. If strategies are not taken to address the nursing shortage it could be detrimental to the quality of health care for the citizens of Florida. The ability for graduates to find positions in their county-of-residence is important for the individual and has huge implications for the local economy. Many potential baccalaureate students are place-bound because of family ties, jobs, or an inability to assume the additional expenses of relocating. Inadequate access to baccalaureate degree programs has a significant impact on both the community and individuals. Lack of access to baccalaureate degrees creates workforce gaps and limits upward mobility. Individuals with baccalaureate degrees have a greater earning potential and are less likely to use public resources because they make more informed choices. Volusia and Flagler Counties are trailing Florida and the US in baccalaureate degree attainment. This concern is heightened by the fact that 15.2 percent of individuals in Volusia County and 11.3 percent in Flagler County live below poverty levels. This exceeds the state and national poverty levels of 10.7 and 10.5 percent. 19

23 The population in Volusia and Flagler counties is expected to increase at a steady rate of one to two percent through The US Census Bureau estimated that 21.1 percent of the citizens in Volusia County and 24.4 percent of the citizens in Flagler County are persons classified as 65 years old and over. The population growth in the class is expected to steadily increase through The 2010 US Census Bureau statistics on mean earnings by highest degree strongly correlated educational level with income. As an individual s education level increased, the individual income also increased. The Robert Wood Johnson Foundation also identified a direct correlation between level of education and health disparities. Individuals who are educated are more health conscious, live healthier lifestyles, and are more likely to have health insurance. D. FACILITIES AND EQUIPMENT SPECIFIC TO PROGRAM AREA 1. Existing Facilities The School of Nursing is located on the second and third floors of the Health Science building on the Daytona Beach Campus. The School of Nursing has a presence on five of the six Daytona State Campuses. Each of the campuses where the nursing program is offered has dedicated nursing classrooms, student success laboratories and private offices for nursing faculty. Student success laboratories contain the equipment needed to ensure attainment of outcomes for the courses offered on the particular campus. Each classroom used by the nursing program is equipped with a smart classroom bunker to support technology integration into the learning environment. The School of Nursing has a computer-assisted instruction laboratory with 40 computers and a variety of nursing computer software on the Daytona Beach Campus. It is currently expanding the technology on both the Daytona Beach and Deltona campuses by adding an additional 40 computers to each campus. 2. New Facilities Adequate space is available for the Bachelor of Science in Nursing program in the College of Health and Public Services. The program will be housed in Building 320, on the third and fifth floors, on the Daytona Beach campus (Supplemental Materials Floor Plans). As the need arises, the program can be expanded to other Daytona State College campuses. The School of Nursing also has a portable simulator that can be used at any of the five Daytona State campuses where nursing courses are offered. The School of Nursing has a learning resource committee responsible for assuring physical and technological resources are appropriate, current, and available for faculty and student use. Current technological resources will be used for the program so no additional physical or technological resources will be required. There is a line item for communication/ technology in the budget as communication devices will be required for faculty to use during the two courses with practicums. 20
