6 The primary duties of the North Island Corporation board are to manage the assets of the corporation, specifically: 1. Through the secretary of the corporation establish and approve a yearly operating budget. 2. Approve all capital expenditures for additions to or replacement of system components. 3. Maintain an agreement with the ECOMM to provide initial call answering for 911 calls. Board of Directors (duties) 6
7 4. Approve all new or revised operational policies and procedures and ensure they are followed. 5. Resolve any jurisdictional disputes and or operational disputes between participating agencies or regional districts. 6. Operate and maintain a fire dispatch and mapping system used for the dispatch of 50 fire departments covering a geographic area of approximately 56,000 square kilometers. 8 Decisions of the Board Since inception, the board has worked in a collaborative manner by using a consensus based decision making model. Bylaw does provide for a weighted vote system: Comox Valley Regional District 6 Regional District of Nanaimo 5 Strathcona Regional District 4 Alberni-Clayoquot Regional District 3 Powell River Regional District 2 Mt. Waddington Regional District 1 Approvals 8
9 There are two distinct independent services provided by NI 911 Corp: 911 Call Answer Service Fire Department Dispatch Service North Island System 9
10 What is Call Answer Service? The ability to dial from any landline or cellular in the North Island Service Area. The service is provided by Telus via contract with North Island 911 Corp Call Answer Service 10
11 What happens when you dial 9-1-1? The call is routed to ECOMM in Vancouver where the operators transfer the caller to one of the following dispatch centers: RCMP Police dispatch in Courtenay BC Ambulance dispatch in Victoria FIRE dispatch in Campbell River Call Answer Service 11

13 Dialing 911 from a landline Operators at ECOMM will receive your call and transfer to the appropriate dispatcher center. The name, address and telephone number associated with the account will be automatically sent to ECOMM Call Answer Service 13
14 Dialing 911 from a cell phone Operators at ECOMM will receive your call and transfer to the appropriate dispatcher center. The telephone number & Lat/Long of where the call is originating or telephone number and cell tower location will be automatically sent to ECOMM Call Answer Service 14
15 Dialing 911 from a VOIP Phone (Voice over Internet Protocol) Unlike land lines and cellular phones, VOIP (nomadic) phones are not directly registered on the Telus network. VOIP Providers offer a limited form of E9-1-1 calling. 911 service on VOIP phones is not available during power or internet outages. VOIP Phones 15
16 VOIP Phones: Can I dial 9-1-1? All VOIP calls are answered by Northern 911 located in Sudbury, Ontario. Northern 911 operators answer the call, determine your location and then dial the BC Operator s service. Similar to us dialing 0 VIOP Phones 16
17 VOIP Phones: Can I dial 9-1-1? Once the BC Operator Service answers Northern 911 conveys the caller location information based on what is stored in their records, or what the caller tells them. The BC Operator Service then refers to a list of dispatch centers in the Province and transfer the call to the appropriate centre. Voice call only/ no E911 data. VIOP Phones 17
18 What is Fire Dispatch Service? The Fire Dispatch service for North Island Corp is located in Campbell River. Currently 50 fire departments are dispatched over a network using a combination of VHF, Internet and telephone/ Satellite phone to radio systems. North Island System 18

21 What is Fire Dispatch Service? All fire departments receive incident alerts via VHF radio signal to pager All fire departments communicate with dispatch via VHF radio. North Island System 21
22 What is Fire Dispatch Service? Two fire dispatchers are on duty on a 24/7 basis with the option to increase to four on duty at any one time during storm or other major events. There is also a fully functional back up centre located 3km away from the primary centre. North Island System 22
23 What about medical calls? Fire dispatch receives more than 70% of its calls directly from BC Ambulance Victoria. The two systems are digitally linked and fire departments are dispatched usually within 30 seconds of receiving a call. North Island System 23

29 HOW MANY CALLS DOES NORTH ISLAND 911 HANDLE? PSAP In 2014, there were more than 60,000 calls taken at the PSAP with about 5000 of those abandoned calls. Fire In 2014, there were 9,061 calls dispatched (over 15,000 taken) from the Fire Dispatch Center. 4,381 were first responder medical calls. Annual Call Volume 29
