The project was awarded to 4B Construction Corporation, the winning bidder, with P45.9 million declared the lowest calculated and responsive bid. The approved budget for the contract was P78.3 million. The winning bid gives P32.4 million in savings to the government. SALVANA 4 killed, 13 arrested in Bulacan encounter by Genaro Macalinao CAMP OLIVAS Four suspected members of an illegal drugs gang operating in Bulacan were killed following a firefight with lawmen at Sitio Crusher, Barangay Bigte, Norzagaray town. Acting Central Luzon police director Chief Supt. Rudy Lacadin said 13 other members of the group were arrested. Lacadin said the suspects are members of the Eric Espinosa Drug Gang operating in Bulacan and other areas in Region 3. He said the suspects were caught by surprise by operatives in their safehouse past 11 a.m. yesterday. One of the suspects, Lacadin said, opened fire at the direction of approaching operatives that prompted the policemen to fire back, leaving KPOP GOES TO ZOOBIC. Cayabyab ANGELES CITY A councilor here has filed an ordinance requiring all restaurants and fast-food chains operating within the city to disclose and include the nutritional content information of all food items on their menus. Under the ordinance filed by Councilor Carmelo Pogi Lazatin Jr., all restaurants and fast-food chain establishments covered by the ordinances shall secure, as an additional requirement for operation, a Nutrition Disclosure Compliance Certificate (NDCC) from the City Health Office (CHO), within six months following the effectivity date of the ordinance. The disclosed nutritional information, as mandated by the ordinance, should include the following: total fat, saturated fat, cholesterol, sodium, total carbohydrates, sugars, dietary fiber, and total protein. Lazatin said the proposed ordinance aims to promote a healthier and more balanced lifestyle and diet among residents of this city. Having the nutritional information of various food items clearly visible on the menu allows consumers to be more discerning with the food that they eat, Lazatin said, adding that, Consumers will have an easier time to distinguish between healthy food items and those that are not. If the ordinance is approved, restaurants and fast-food chain establishments that fail to comply with the mandatory disclosure or are proven to have declared false nutritional information will have to pay a fine of P5,000 to P10,000.

Cigaral By Marna Dagumboy -del Rosario CITY OF SAN FERNANDO The Social Security System (SSS) has generated an income of P274.5 million during the first six months this year from the lease and sale of SSS-owned real estate properties such as residential and commercial lots, condominium units, buildings and parking lots, with year-end earnings seen to surpass P1.2 billion. May Catherine Ciriaco, SSS Senior Vice President and Concurrent Officer-in-Charge of the Lending and Asset Management Division, said the earnings were mainly derived from leasing SSS investment properties with a combined value of P12.7 billion, which accounted for majority of the P17.9-billion total. held at the Mimosa Convention Hall, Mimosa Golf and Country Club. Bataan Governor Albert Garcia, the president of the NUP Central Committee, presided over the convention, which was called to consider and adopt proposed resolutions of the party in connection with the 2016 national and local elections. These include resolutions creating a special committee tasked to negotiate a coalition agreement between the NUP and political parties for the 2016 elections, and another on the selection of national candidates to be supported by the party next year. Three declared presidential bets Vice President Jejomar Binay, former Interior and Local Government Secretary Mar Roxas and Senator Grace Poe graced the event and presented their respective platforms of government. Barzaga said the invitation extended to the three candidates was part of the process being undertaken by the NUP in selecting the presidential bet that it will support next year. We have invited them altogether in one day in the spirit of fairness, Barzaga said. They should come personally. They can t have representatives. If they can t make it, that is not our concern anymore. But if you are invited by an important group and they think that our support will be material to their candidacy, I think they will be coming, Barzaga added. Poe was invited to speak at 10:30 AM, followed by Binay at 11:30 AM and Roxas at 1:30 PM. Barzaga said the party would decide by October, as they would still have to consider the candidate s running mate, senatorial slate, and platforms. The NUP, with 26 congressmen, is also allied with 18 partylist lawmakers in the House under the Coalition for Peace and Development. The SSS expects to generate additional earnings of P289 million in the remaining months of 2015 from the continuing lease of these assets, and P696.5 million more from the sale of SSS investment properties scheduled in the second half of this year, for a year-end total income of at least P1.2 billion. Contrary to recent news reports, SSS assets for the most part have not remained idle, for about 70 percent of our P17.9-billion investment properties have been on lease and are bringing in regular income for the SSS. The rest of SSS assets are either for sale, or are retained as SSS property due to their expected increase in value, Ciriaco said. Lilia Pineda s suggestion to tap the local government units to build classrooms to be used for the full implementation of the K-12 program is a sound idea. After all, who would benefit from the classrooms, if not the constituents of local chief executives? The Governor said the LGUs should share counterparts like purchase of lots and equipment for the senior high school program. They should assist the Department of Education in this endeavor, as the DepEd is still preparing for the SHS at this time and needs all the help it can get for the program to push through. There are doubts if the needed classrooms for the SHS can be finished on time. As of this writing, only a number of classrooms have been completed. The provincial government had earlier allocated P200 million for the construction of 267 SHS classrooms in Pampanga, to be done by the Department of Public Works and Highways (DPWH). But for some reason, it seems that their target would not be met, in time for the implementation of the SHS next school year. The DepEd also needs a lot of equipment for various schools in the province, including thousands of armchairs. Also, they need to hire thousands of teachers for the smooth implementation of the SHS. Will the DepEd be ready on time? Hopefully, with the further assistance of the provincial government and the local government units. That, if the Air Passenger Bill of Rights will breeze in the Lower House which is set to deliberate on the basic law that will finally protect unsuspecting passengers from the abuses of airlines. It will be soon presented to the plenary for second reading. Among others, the Passenger Bill of Rights will extend a 20-percent discount on airfares to senior citizens, persons with disabilities (PWDs) and students, a 75-percent reimbursement of the airfare if the passenger cancels the flight 24 hours before departure, refreshment for a two-hour delay, including free phone calls or Internet and hotel accommodations for cancelled flights. The Air Passenger Bill of Rights also include the right to receive the full value of the service purchased, right to mandatory fare discount, right to refund, right to cancel a flight, right to rebook a flight, right to be processed for check-in, right to board aircraft for the purpose of the flight, right to equal protection, right to be respected, access to emergency measures, medical assistance, safety devices and essential services. Once approved, how will the Bureau of Immigration who is known to offload poor Filipino passengers here and there, accept the Passenger Bill of Rights? The Lower House should also act on the profiling of the Bureau of Immigration which saw the offloading of hundreds of poor Filipino passengers at the Clark International Airport. Most of these passengers have vowed not to take their flights at the Clark airport in the future citing the ridicule, waste of money AS OF the time of writing, our resource speaker, Dr. Nick Capulong, introduced his lecture through a short video which narrates the story of a tree which gave itself up in wanting to make a boy happy. 5 OCTOBER 01, 2015 Headline Gitnang Luzon OPINION 5 The Aldub nation goes berserk, and I am loving it AFTER not writing on anything for two weeks except for the descriptive copy for my photo feature on the Museo ng Kasaysayang Panlipunan ng Pilipinas in Angeles City, I found myself having a hard time trying to make sense of what people are getting now from both the mass and social media and how they react to them. Despite having been involved in various political movements and exercises since my youth days, I still get surprises from my own reactions that follow neither idealism nor political correctness. In an earlier column I was hoping people would go beyond the pabebe wave with the present Aldub craze but came the day of the first akyat ligaw of Alden and I was one of the more than 25 million who went bananas on the event. Not only that, when Lea Salonga insinuated on her Tweet that it was all kababawan I felt alluded to and then fell into deep rationalization of what I and the rest of the Aldub nation have been going through. To add to what smitten priests refer to as values and practices of old that the Aldub phenomenon has brought to life again, like pagmamano and paggalang at pagsunod sa mga magulang, I dug into my library of Maoist teachings on the masa (Or was it Joma s?) and pulled out for my own defense the rule emphasizing that the masa should never be blamed for what they are. But wasn t that condescending? So I raised it to the level of revolt - the Aldub nation is a revolt against kabaklaan and kalaswaan. But this was merely riding on the attack against the competitor network that had already gone into panic mode with its steep drop in ratings. Was I happy because the losing network was more identified with the administration? Did that make my line of thinking politically motivated? What about revolt against all the political trash that keeps bombarding us through the airwaves and bandwidths? This one sounds more politically correct for those who are already tired of repeating cycles of non-direction, or more of misdirection, in the country s politics. A tabloid fellow columnist had a bright and novel idea the Aldub nation of 25 million can vote its President! Even this sounded gut feel Leny Manalo There seemed to be nothing that could put this nation together for the needed stop and reflection. As now claimed by many social critics and analysts, it took a love team on TV supported by social media to do it. more like a sarcastic blast against the practice of putting more weight on popularity than on capability in choosing national leaders. Somewhere in the ranks of the Aldub nation though, a big chunk of moviegoers contributed to the box office sale of P150 million for Heneral Luna in two weeks, a rare feat for a local movie with patriotic theme. It was no surprise that a cabinet member who is a descendant of former President Emilio Aguinaldo was mobbed in social media when he claimed General Antonio Luna was not assassinated. I can imagine even the young ones who never knew why Mabini never stood in the movie came to know in time the answer and then realized the significance of Heneral Luna to our Aldubbed nation. The lines at the ticket booth became longer during the second week prompting the addition of more theaters to accommodate more curious moviegoers. It was a delayed reaction of a nation looking for direction while suffering the daily grind of a troubled society. Since early this year there was no stopping the events that simply overwhelm us into submission to the strong flow of unchanging direction of the country s future. There seemed to be nothing that could put this nation together for the needed stop and reflection. As now claimed by many social critics and analysts, it took a love team on TV supported by social media to do it. The sheer size of the population that was involved was too big to ignore and belittle. It was an entertainment material that seeps into social awareness and then into political consciousness. The people who experience kilig from watching Aldub are the same people who rage after watching Heneral Luna. Mabuhay si Heneral Luna! It was later revealed that Frazier actually had a cataract in his left eye and, with the punishment from Ali closing his right eye, Frazier was effectively fighting blind in the last rounds of the fight. Port of Subic posts hike in container shipment by Dante M. Salvana SUBIC BAY FREEPORT Container shipments at the Port of Subic doubled as of August this year as Manila continues to experience massive port congestion. Subic Bay Metropolitan Authority (SBMA) Chairman Roberto V. Garcia, in a press briefing, told reporters that as of August this year, container volume at the Port of Subic has already reached 83,000 twenty-foot equivalent units (TEUs) compared to 43,000 TEUs for the same period last year. This indicated a 93 percent increase, Garcia pointed out. The SBMA official said efforts by the agency and partner locators to ensure ease in cargo processing at the Port of Subic, as well as other marketing initiatives, contributed to the rise in container volume here. We are the only port in Luzon that has a one-stop shop, and this gives us the competitive edge, Garcia also explained. They come to our container port, go to our onestop shop where offices of the SBMA, Customs, and the Landbank are there all in one place, and in just a matter of 30 minutes, their papers are already processed. The one-stop shop and our marketing programs such as the two recent maritime summits and the formation of a Maritime Technical Group, are all coming into play right now, Garcia added. At the rate the Port of Subic is performing, Garcia said he expect shipping volume this year to double last year s yearend record of 77,000 TEUs. The SBMA chair also concurred with Senator Ferdinand Marcos Jr. who said in a recent forum here that Subic is the answer to the current traffic congestion in Manila. Senator Marcos hasn t been here for some time, but he was really impressed with Subic. We are really pushing very hard to increase the volume here to help decongest Manila, Garcia said. Garcia said that unlike the Port of Batangas, which has now reached its full capacity, shippers can come to Subic any time.
