2 Abstract At the beginning of the 21st century, all nations in the world are faced with global problems such as: the protection and preservation of the environment, the mitigation of natural disasters and global climate changes, and the application of the National Spatial Data Infrastructure (NSDI) to the reasonable exploitation and usage of natural resources for the sustainable developments of the economy and society, and so on. For those who work in the Surveying and Mapping in Vietnam to get more actively and effectively involved in such areas, it is necessary to carry out comprehensive reformations in staff training in Surveying and Mapping in the current time when the country is integrating into the world economy.
3 1. Introduction: The Earth is the common house of human beings. Up to the year 2000, the population of the world has exceeded 6 billion people, three fifth of which are in Asian countries. For the last several decades, globalization has become a trend in almost all countries as a result of the rapid developments of information technology and the demands for trading exchange. Together with the development of the global economy, especially in developed countries, climate change caused by green house effects has become a burning issue that involves millions of people from every corner the world. During the past few years, mineral resource exploitation industry has benefited many countries and freed them from poverty. However, together with these benefits, it also has negative impacts on the ecological environment and causes the exhaustion of the national resources. According to Jean-Francois Richard [1], there exist 20 global problems, the solutions to many of which are based on the Spatial Data Infrastructure (NSDI) or the Geographic Information System (GIS).

Geodesy and mapping in the era of digital technology Surveying and Mapping has always played an important role in providing spatial information for other purposes in socio-economic developments and national defense. In the era of digital technology, the spatial information is integrated into the National Database by national or international standards. The information is uploaded to the internet or such local networks as LAN, WAN for many people to access. Surveying and Mapping training programs using the old methods are, therefore, no longer applicable in many countries. In fact, many universities have moved from Surveying and Mapping training into Geomatics or GeoInformatic training.
5 The benefits of the NSDI could be seen in different socio-economic activities. Not only is it necessary for the governmental offices of many levels but it also provides information for each individual in the society. In macroscopic administration, NSDI assists the leaders to make wise decisions. For instance, energy shortage, which is of many nations interest, could be solved with the help of a national spatial database and some standard Digital Terrestrial Models (DTM) by evaluating precisely and quickly the hydroelectric potentiality all over the country and making plans for building hydroelectric plants. The whole world is paying much attention to climate change and its direct consequences (which is the rise of sea level.) NSDI, therefore, is getting more and more important because it helps predicting flooded areas and finding solutions when the water reaches a high level.
6 As for investors, NSDI helps them choose a good location for their manufactures and enterprises by providing them with information about the places to build the factories, the water supply and emission capacity, transportation, material region, human resource, evaluating the influences on the environment, etc. One of the most effective ways to collect information for the spatial database and geographic information data is remote sensing. Together with aerial photography and similar photogrammetric techniques, more knowledge about satellite image acquisition and processing, digital image processing and the application of remote sensing in other fields is required. In the digital era, surveying and mapping data broadens from a quantitative concept to a qualitative one which changes temporally.

Staff training of Surveying and Mapping in Vietnam Nowadays, Vietnam has 3 major centers training university and post-graduate cadres for surveying and mapping, including: 1.Department of Geodesy, Hanoi University of Mining and Geology with 4 majors: Surveying, Mapping, Land surveying, Mine and Engineer Surveying 2. Department of Construction techniques, Ho Chi Minh City University of Technology with 1 major: Geomatic. 3. Department of Geography, Hanoi University of Science with 3 majors: Land surveying, Mapping and Remote sensing, GIS. Training duration in the above listed centers ranges from 4 to 5 years. In 2008, the number of students enrolling into Surveying and Mapping in these centers are: 1. Department of Geodesy, Hanoi University of Mining and Geology: 350 students 2. Department of Construction techniques, Ho Chi Minh City University of Technology: 65 students 3. Department of Geography, Hanoi University of Science: 66 students
8 To supply and standardize the staff working in the field of Resources and Environment in the country, a system of colleges of Resources and Environment has recently been planned and developed by the Ministry of Resources and Environment, including: 1. Hanoi Natural Resources and Environment College, which started in College of Natural Resources and Environment in Ho Chi Minh City, which started in College of Natural Resources and Environment in Central Vietnam, which started in All these colleges have a department of Surveying and Mapping and the courses last 3 years. The number of students enrolling in these colleges are as follows:

10 Besides the aforementioned universities and colleges, the College of Mining Techniques in Quang Ninh also trains surveying and mapping staff, providing approximately 50 surveying engineers for the Mine industry. In 2008, the College of Mining Techniques was upgraded to Quang Ninh Industry University. In the future, this university will educate surveying and mapping engineers. It can be seen that every year, universities and colleges all over the country provide about 1000 engineers in surveying, mapping and land surveying with intermediate certificates, college, university, master and Ph.D qualifications. This labour force works in surveying factories, construction projects, administrative offices in resources and environment at central and local levels, etc.
11 It is necessary for surveying and mapping students to be equipped with professional knowledge and foreign languages, especially English so that they can participate actively and effectively in regional and global problems as well as solve domestic tasks. In the future, the responsibilities held by surveying and mapping engineers will not only be limited to dealing with specific and small-scaled scaled tasks in a project or a region but it will also involve community activities such as providing information for sustainable development and planning, minimizing the bad influences of climate change and natural disasters, resources administration, environment, etc.
12 4. Geodesy and mapping education in the Department of Geodesy, Hanoi University of Mining and Geology Established in 1966 at the same time as the foundation of the University of Mining and Geology, the department of Geodesy has experienced a 43 year history of establishment and development. This is the major center training engineers for the industry. The department has supplied the country with over 6000 engineers, hundreds of masters, and 30 doctors. This staff has made considerable contribution to the development of Surveying and Mapping in Vietnam and the national construction and defense. Following the international trend in surveying and mapping education, the department has been making some changes with the main orientations as follows: 1. Credit training with an appropriate program, ensuring both basic subjects and selective professional ones. 2. Improving computer skills and making use of computing tools 3. Improving foreign languages, especially English 4. Meeting the needs of the society
13 The training program is designed with a view to making sure the succession of different training levels from engineers to masters and doctors. Following these orientations, GIS will become a major since the school year together with traditional majors including Surveying, Land surveying, Mapping, Mine and Engineer surveying. Vietnam has a long coast and a wide sovereign territorial water. Therefore, there is a huge demand for sea surveying staff. Accordingly, Vietnam needs more assistance in maritime surveying technology and experiences. In post-graduate education, there is a demand for cooperative training with regional and international universities, especially in the current integrating trend of the country.
14 5. Conclusion In fact, the integration process started in Vietnam in the 1990s. However, it was not until the end of 2006 that Vietnam joined WTO, which marked the country s s official integration into the world economy. It is widely known that integrating into the world economy will bring about many benefits as well as challenges to the country. Surveying and mapping information plays an important role in developing the nation s s economy, solving the influences of climate change and improving the citizen s s living standards. With the renovation in training and education, surveying and mapping staff in Vietnam in the future will be more efficient with their tasks, helping push the country forward on its way to join world economy.
