1 PROJECT TITLE: BASELINE STUDY PROJECT PROPOSAL I. SUBJECT This prject prpses a baseline study t gain an understanding f the level cmpliance with the current Internatinal Educatin Standards (IESs) in rder t establish Member Bdies (MBs) preparedness t adpt the principle based apprach t prfessinal accunting educatin. In additin, the baseline study will prvide an infrmatin base against which t mnitr and assess the adptin prgress f the IESs pre-implementatin and pst-implementatin. Results frm the baseline study will prvide directin fr the type f guidance and related material required by the MBs in rder t implement the revised IESs. II. BACKGROUND AND RELEVANT DEVELOPMENTS The IAESB has undertaken a substantive revisin and redrafting f its eight IESs. The aim f the revisin prject is t imprve cnsistency and clarity f the principles-based IESs in rder t imprve prfessinal accunting educatin glbally. The IESs prmte cnfidence in financial reprting as they set ut the educatinal requirements fr the initial and cntinuing prfessinal develpment f prfessinal accuntants. The requirements in the IESs are enhanced by accmpanying explanatry material. The IAESB will perfrm a baseline study in rder t ascertain the current status f prfessinal accunting educatin prgrams (entry requirements, prfessinal accunting educatin prgram cntent, practical experience, and assessment) in Initial Prfessinal Develpment (IPD) and Cntinuing Prfessinal Develpment (CPD). This baseline study will use a sample f develping and develped IFAC member bdies, and will draw n existing data frm IFAC s cmpliance prgram and ther surces. Findings frm this study will enable the IAESB t identify best practice that can be shared with develping MBs r identify gaps in best practice that require develping implementatin guidance, maintaining the revised IESs, r develping additinal educatin standards. Subsequently, the IAESB envisages undertaking a pst-implementatin review f the revised IESs that will cmpare the latest practices against the findings frm the baseline study. Page 1 f 5

2 A. Recent Develpments The recent shift twards a learning utcmes based apprach t the IESs has triggered the need fr guidance n hw t implement learning utcmes based prgrammes. In this regard, the learning utcmes task frce will rely f the findings f the baseline study t ascertain the MBs preparedness t implement a learning utcmes based apprach t prfessinal accunting educatin. The baseline study will als prvide insight int the type f guidance and related dcumentatin required by the MBs. III. PROJECT OBJECTIVES AND HOW IT SERVES THE PUBLIC INTEREST A. Prject Objectives The fllwing bjectives supprt the aim f the baseline study: a. T establish the level f cmpliance with the current input-based IESs thrugh a desk tp review. b. T establish the MBs preparedness t adpt the revised IESs thrugh analysing the desk tp review data. c. T establish a base line against which t mnitr and assess the MB s prgress frm an inputbased apprach t an utput based apprach t prfessinal accunting educatin 1. d. T ffer guidance n the specific needs f the MBs with regards t the utcme based IESs. B. Serving the Public Interest An understanding f the status f whether member bdies are cmplying with the IESs will assist in strengthening the wrldwide accuntancy prfessin by infrming IFAC f the need fr further develpment and enhancement f prfessinal accunting educatin. The enhancement f prfessinal accunting educatin standards cntributes t the prmtin f public cnfidence in the wrk f prfessinal accuntants. 1 Questins used in the baseline study must be capable f being replicated in the pst implementatin study. 3 IV. OUTLINE OF THE PROJECT A. Prject Scpe The Task Frce (TF) has scped the prject in the fllwing manner: 1. The initial phase will assess MBs that have full respnsibility fr the implementatin and delivery f the IESs thrugh infrmatin gleaned frm the Cmpliance Prgramme s dashbard reprts. a. The parameters t be measured will be drawn frm the bright line requirements f the extant IESs. E.g. respnsibility fr curse cntent, which fr example included prfessinal knwledge, prfessinal skills, and prfessinal values, ethics, and attitudes, assessment and practical experience. b. The ratinal fr initially fcusing n the MBs with full respnsibility is due t the fact that MBs with full respnsibility are best psitined t implement the IESs. Measurement f their level f cmpliance will prvide sme insight int the current uptake f the IESs and will draw ut sme f the factrs that may need t be included in the phase tw data cllectin prcess. 2. The secnd phase f the prject will be scped based n the infrmatin cllected frm the initial phase. a. This phase will include the presentatin f a prject plan t the Bard fr apprval. The plan will include the prject scpe, methdlgy and deliverables. b. The actual sample size and methdlgy will nly be determined after the initial phase. 3. The third phase f the prject will be the delivery f the apprved prject plan. 4. The final phase f the prject will be the drafting f a baseline reprt that will prvide the fllwing: a. An verview f the cmpliance with the current IESs. b. An verview f the MBs preparedness fr the revised IESs. c. Guidance n the factrs t be measured in the pst-implementatin review in rder t measure prgress f adptin f the IESs. d. Cmment f any further guidance r best practice mdels gleaned frm the baseline study. B. Key Issues that the Prject will Address 1. Data t be cllected Baseline data shuld prvide the minimum infrmatin required t assess the adptin and implementatin f the IESs. It is imprtant that nly thse factrs that can be cnsistently and reliably measured are included in the initial data cllectin prcess. Equally, the data cllectin methdlgy shuld be capable f being replicated t yield similar results. Page 3 f 5

4 2. Linkage t ther prjects The data cllected and the infrmatin gleaned frm the baseline study shuld be f use t the ther taskfrces. Cnsultatin amngst the prject chairs will ensure that all relevant data is sught and shared. 3. Pst-implementatin review The pst-implementatin review will be develped frm the baseline study. The taskfrce will remain circumspect f the need t generate questins fr the nging mnitring and review f the revised IESs. VI. DEVELOPMENT PROCESS AND DELIVERABLES A.
