2 Momentum 2014 A targeted intervention with a clear objective To get long term unemployed persons into jobs Exclusively for people who have been on a JA or JB for 312 days in the last 18 months Focused on categories that have job growth Momentum s outcome is all about employment for the participants The budget is 20M for 6500 participants (33% of whom will be U25 years of age)

5 Project Design Projects will be considered for funding where they align to Project growth areas (identified in the SOLAS Occupational Employment Projections 2020 report) or where there is specific local data and agreements with employers justifying a Project. Projects must also take cognisance of current provision. SOLAS may not provide funding were there are excessive demands on either the supply of candidates or the availability of work placements. The categories where Projects will be considered for funding are: Built Environment (Construction) ICT Transport, Distribution and Logistics Tourism (Hospitality, Accommodation, Food and Beverage) Financial Services Manufacturing (technology) Other services (Personal Services, Sales and Marketing, Business Administration, other services un specified) Health Services, Traditional Manufacturing, Food Processing, Education and Agriculture Projects will not be funded.

6 Project Design

7 Project Design All Participants taking a place on Momentum Projects will be subject to referral by DSP Employment Services or its nominated agents The typical Participant: Will be long term unemployed (2 3 years on average, and a minimum of 312 days out of previous 18 months). May or may not be demotivated and lack belief in the programme and/or themselves. Will be between the ages of Will come from a wide range of socio economic backgrounds. May have education levels ranging from no formal qualification to master degrees. May have varied life and work experience history.

8 Project Design Projects must have participant numbers of 60 or over unless a justification for a localised Project linked to specific job opportunities is provided.

9 Project Design Courses must be a minimum of 30 hours over 4 or 5 days per week for the duration of the delivery and work placement phase which must be no less than 20 weeks. Project structure Phase 1 induction Phase 2 delivery (classroom and work placement) Phase 3 after course support

10 Project Design (phase 1) The 1 st phase of the Project must comprise of 3 weeks of induction that addresses the following issues for the Participants: Their self confidence. Their motivation to participate in and complete the Project. Their motivation to return to work follow a long period of unemployment An assessment of the person s ability to successfully complete the Project content. An exit process for Participants that find that the Project is not the correct intervention for them. The issues raised in the exit process must be agreed between the contractor and the Participant and a report submitted to the DSP. Basic specific training that prepares the Participants for the substantial elements of the Project.

11 Project Design (phase 2) The 2 nd phase of the Project will be the specific skill training and work placement elements of the Project. The specific skills training must specific skills modules of major awards at level 5 or 6 or be equivalent to a major award at 4, 5 or 6 on the NFQ (National Framework of Qualifications) or be a recognised industry qualification You will be required to justify your proposed certification and this will be a pass or fail element of the assessment for funding Between 30% and 50% of the duration of this phase must be allocated to work placement. The contractor is responsible for sourcing an appropriate work placement for each participant

12 Project Design (Work Placement) Participants must be reconvened to the classroom a minimum of every two weeks to review, discuss and address any issues with their work placement Where the intention of a Project is to progress Participants into selfemployment; This must be stated at the proposal stage of the Project. The Project must contain appropriate modules on Start Your Own Business or working with contracts of service. Engagement with the DSP regarding BTWEA (Back to Work Enterprise Allowance) should take place early in the Project. All Participants working on their business during the work placement period must have an assigned mentor/coach. (This person must be self employed in a similar area). Participants must be required to reconvene at least once every two weeks to the classroom to discuss their progress with their business plan. Participants must be given appropriate assistance to address any issues that arise in the work placement.

13 Project Design (Phase 3) After course support for a period of approx. 6 months from the end of the course Participants who have not secured employment must be given the opportunity to attend a Job Club once a month with the other Participants of the course to: Refine their job search skills. Review interviews and applications for jobs where they were unsuccessful. Given the opportunity to review specific skill elements of the course through group discussion or other resources. Prepare for upcoming interviews or refine CVs etc. for job applications. Participants who don t attend these workshops may be notified to the DSP Every two months Participants who have obtained employment must be contacted by phone and offered appropriate advice around issue with attending and maintaining their employment

14 Project Design (other considerations) All Projects must have 33% of their Participants under 25 years of age. A contractor may structure and target a course(s) or entire Project specifically for under 25s. The following additional modules (circa 10% of the course duration) must be provided to the under 25s: Time management. Team working. Other life skills necessary for success specific to the sectorial category. An additional 4 weeks of work experience. It is been shown that better outcomes may be achieved where various age groups are integrated during the training. Suggestion: schedule modules for under 25s on Wednesday or Friday afternoons allowing the rest of the class finish early.

15 Recruitment Eligibility for the Projects will be determined by the local DSP office Suitability criteria for the Project will be defined by the contractor Consideration should be given to the client demographic and available pool The contractor will need to work with local DSP offices to assist the wait listing of potential Participants. This may include attendance at recruitment sessions, referral of potential clients to DSP for wait listing, reviewing the location of a course within a region to ensure maximum participation

16 Recruitment Topping up of courses will not be permitted after the start date of the course. Course start dates may be changed by agreement with SOLAS; this will be facilitated where there are insufficient numbers on the waiting list to start an instance of the programme

18 Administration Requirements Start up information by Wednesday of the first week Attendance records Every week attendance must be maintained. A spreadsheet recording relevant data about each Participant. the location, relevant dates of each Participant on work placement, contact details for Participants and host companies, certifications and assessment results. Recording of certification information on the SOLAS RCCRS (Results Capture and Certification Request System) when final results are issued by the awarding body. Terminations from the Project where Participants have been absent without contact for one week or more, or where a Participant is absent for two consecutive weeks. Reports following the induction, the delivery and the project completion will be required At all times, any document, advertisement or poster issued by the contractor must contain the Momentum and the ESF (European Social Fund) logos.

19 Other considerations Individuals may, in agreement with the contractor, be given up to two weeks absence for personal reasons Projects must be scheduled so that the contractor s holiday period does not impact on the Project or on the Participant s attendance The Contractor must adhere to all relevant legislation including equality legislation. SOLAS require that all premises for Momentum Projects are universally accessible and fit for purpose

20 Other considerations Where SOLAS monitor a course and deem the premises unsuitable, alternative premises must be provided. Examples of unsuitable premises: Classrooms that have other uses that require take down and setup each day Classrooms that are located in buildings such as social or sports clubs that do not have purpose built classroom facilities. Classrooms where the Participants feel that there is not adequate space provided. Classrooms that don t have permanent and sufficient internet connectivity where internet access is required for the programme. Classrooms where there are no facilities adjacent to have breaks. Classrooms that don t meet a commitment made in the Project proposal. Facilities that have unsuitable or insufficient toilets and/or washrooms.

21 Outcomes based Funding model This system is designed so that payments are made on a per person basis. In order to get 100% of the per person fee, the Contractor must: Recruit the Participant. The Participant must complete the Project and be offered supports during the 6 months to the end of the contract. The person must get full time employment at the end of the programme. The Project must be closed with submission of the required reports and documentation

24 Determining the fee Determine the numbers of potential job vacancies that the Project may lead to. This information should determine the number of Project Participants. Submissions without strong links to actual jobs for placement and vacancies will not score highly and therefore will not be prioritised for funding. Work with employers to agree work placements for in company training and potential employment recruitment opportunities following the Project. Projects with strong work placements for in company training will increase the likelihood of achieving full time or part time employment after the course. The stronger the agreement for work placements for in company training and potential recruitment opportunities, the more likely that the Proposer will be able to claim payments for these outcomes. Ensure that the Participant profile for the Project matches both the general cohort profile and the job vacancies identified locally. Note that you, the Contractor, will be required to get the work placement for every Participant.

25 Determining the fee Define, develop and describe the Project and the relevant certification (approved by that awarding body). The Participant profile for the Project must be developed to ensure suitable Participants can be identified, referred, matched and recruited to the programme. The programme should include and consider the recruitment of the Participants, liaison with DSP Employment Services and the methodologies that will be used to ensure sufficient participation to meet the numbers proposed for the Project. Determine how groups of participants within the Project will be managed for invoicing purposes i.e. plan the Project to cope with the proposed numbers. Determine after course employment support system, workshops etc. Identify the associated Project risks and state any appropriate risk reduction measures.

26 Determining the fee Develop a cost for the delivery of the programme. It is essential that you look at both a best case and worst case scenario to understand the risks. If you fail to recruit sufficient persons to the Project, and Participants drop out during the course, and do not get full time employment, you will not receive the full fee for that person. Take into account the actual likelihood of the various options for placement and progression; Persons on the programme who progress into other courses at a higher level will entitle the Contractor to a 5% payment of the per person fee. Persons on the programme who get part time work will entitle the Contractor to a 15% payment of the per person fee. Persons on the programme who get full time work will entitle the Contractor to a 30% payment of the per person fee

27 Making a submission Read the documents carefully Follow the instructions Sign submissions with original signatures Answer all the questions There are word count limits don t exceed them Ask for clarifications if you need them Don t make assumptions

(Maximum 9 marks, 300 words ) Describe your management and administration capacity to deliver the target number of participants. (Maximum 6 marks, 200 words) Describe how your project s specific skills modules will improve the participant s readiness for employment. (Maximum 6 marks, 200 words) Describe your experience in recruiting host companies for work placements and how you will apply that experience to your Momentum 2014 project. (Maximum 9 marks, 300 words) What is your job placement target (full time and part time) for this project? (Maximum 10 marks) Identify 10 key risks that may adversely affect the delivery of this project and describe your management strategy if the issue occurs. (Maximum 15 marks)

30 Section 2 Questions (cost) The cost per participant will be subject to the rules of the Delivery Based Outcome Model The cost must fully inclusive for the entire project. The participant may not be charged for any resource required to deliver the project Provide a justification for the fee charged. This justification should relate to specific costs associated with running the project (Example: Additional cost to supply facilities and materials for a construction course) (Maximum 14 Marks, 300 words) Indicate a costs per participant
