1 Level 2 Officiating Technical This document is pre reading for the Level 2 Administration Seminar. It is important that Officials read this document prior to attending the seminar. Key elements of this will be explained in further detail throughout the seminar

3 Safety Be aware of safety at all times! Always ensure the safety of athletes, Officials and spectators Allow only competitors, Officials and other accredited personnel onto the field of play Ensure the safety cages have no holes and all components move freely Provide water as required by the rules (or by common sense) in running and walking events and provide water and shade for field events Always have qualified medical personnel in attendance Always look in both directions before crossing the track Always take care when lifting objects, especially heavy ones Use your common sense

5 Technical Manager RULE 123 The Technical Manager shall be responsible for: Ensuring that the track, runways, circles, arcs, sectors, landing areas for Field Events and all equipment and implements are in accordance with the Rules The placement and removal of equipment and implements according to the technical organisational plan for the competition as approved by the Technical Delegates Ensuring the technical presentation of the competition areas is in accordance with such plan Checking and marking any personal implements permitted for the competition according to Rule Ensuring that they have received the necessary certification under Rule 135 before the competition
6 Technical Manager RULE 123 Additional: Carrying out pre-event venue technical inspections, if requested Liaising with Chief Judges prior to events with regard to technology being provided Agreeing the location of all field events in consultation with the Referees and Meeting Manager/Competition Director Ensuring that any necessary repairs/upgrades are carried out Ensuring that all event sites are ready and fully equipped on the day Ensuring that appropriate implements and all other equipment is available Liaising with the Technical Judges before and during the event Communicates with Competition Management, Referees and Chief Judges
7 Technical Judges The Technical Judge shall be responsible for: Ensuring that all venue equipment necessary for the competition is available, prepared and made available at the correct time Ensuring that any venue and personal implements are marked appropriately, checked and presented for the competition at the correct time for the relevant competition. Any implements that do not conform should again be marked appropriately and the reasons conveyed in particular to the relevant athlete Ensuring along with the Referees / Competition Manager /Competition Director that equipment no longer required is removed in a timely fashion Ensuring along with the Referees that all equipment and implements are cleaned and returned to the technical shed at the end of the competition Where relevant ensure that any implement involved in a record performance is rechecked and if correct confirmed with the relevant Referee
8 Technical Team: Throws Maintenance Technical Judges must check: Cages: netting gates pulleys attachment points Circles Runways Stop board Implements: hammer wires, indentations, splits/cracks grips
9 Technical Team: Jumps Maintenance Technical Judges must check: Runways Take off boards Plasticine boards Boxes pole vault, Horizontals inserts Landing areas: sand pits, landing mats surrounds Vertical uprights Cross bars
10 Technical Team: Track Maintenance Technical Judges must check: Markings Cleanliness Running rail Start areas Starting blocks Hurdles: battens weights Steeplechase: water jump hurdles All lanes safe
11 Pre-competition Tasks Technical Judges must : Liaise with venue staff as to what is provided or required Ensure survey reports and calibration certificates are current Review the competition timetable Interact with Organising Committee Prepare draft field layouts for all wind conditions Prepare field set-up schedules and allocate Technical Judge duties Survey facilities, equipment and implements required Repair and augment as required Determine additional temporary tents, seating and safety barriers
12 Pre-competition Tasks Determine additional temporary tents, seating and safety barriers Check and measure all implements to be used, including personal implements Set up site trolleys Walk around track to check for any worn areas, fading lines, plinth Ensure that the water jump is filled with water and the steeple is the correct height Ensure that the electronic clocks and wind gauges are in working order Ensure all hurdles are of the correct height, weights move easily, and they are placed alongside the track marks or on trolleys awaiting transport Review and monitor progress
13 Venue Management & Facility Maintenance Check equipment as it is returned Ensure electronic equipment is switched off and place golf carts on charge Before each season and championship provide the facility owner with: A written list of defects of the equipment and implements A maintenance list from the Athletics Australia Operations & Maintenance paper amended for local situation A list of the equipment, implements and personnel which will be required to conduct the meet
14 Elementary Surveying Set-out field event sites as agreed with the Competition Director / Referee Locate sectors centrally to cage, stop-board or runway Set out sectors with tape or paint Prepare the sector lines for all throws Check the stop boards for condition and stability
15 Responsibilities: During Competition A Technical Judge will: Continually refer to the timetable for set up, change of sites Solve problems Respond to requests Allocate implements according to age/gender at the event sites Assist at sites (i.e. horizontals plasticine board maintenance) Provide steel tapes (records) Be in communication with the Technical Manager/ Assistant Technical Manager
16 Responsibilities: Post Competition A Technical Judge will: Clear the event site Athlete markers/tape from runways and track (relays) Put away equipment in the technical shed Ensure all equipment, including personal implements, is returned Remove sector tapes, electronic devices Measure implements for records Prepare site for next event
17 Personal Implements Athletes are permitted to use their own implements in a competition, but if accepted it will placed in the equipment pool for every competitor to use The Technical Team must check that the implement conforms with the specifications within the Rules Checks to be completed: All implements: Weight Diameter Imperfections Length: of Hammer wires; Javelin Centre of Gravity: of Javelin Para-athletics: Throwing chair Racing chairs Throwing implements
18 Personal Implements: Javelin 14 checks are made by the Technical Judges Visual and touch check: Blemishes Extras e.g. advertising Grip Tip Head Tail Length Diameter Centre of Gravity

28 Technical Requirements: Pole Vault Checks are made by the Technical Judges Visual and touch check: Uprights: Do they move easily? Landing mats: Are they safe? Box: Is it clear of debris? Zero line with extension: A line 10mm wide and of distinguishable colour shall be drawn at right angles to the axis of the runway in line with the back of the box (zero line). A line up to 50mm wide shall be placed on the surface of the landing area and extended to the outside of the uprights. The edge of the tape closest to the athlete should be in line with the back end of the box Athlete markers Cross Bar Cross Bar Supports: Vertical peg backings must extend mm above the pegs Measuring stick 3m & 4m marks

Determine the centre of circle Use two tapes Run both tapes out to 20m Place a peg at this mark Move each tape across to the opposite tape Manipulate each tape until a measurement of 12m is reached and the base of a triangle is formed Review the sector from both the landing area and circle for correctness
