2 A bit of history. Counseling in schools has existed since the early 1930 s. Back then teachers acted as guidance counselors to guide students toward a variety of vocations. This is why, in order to become a guidance counselor (nationwide) one had to be a teacher for at least three years. Not true any longer!

Mid 1900 s George Barden Act- legislation that provided funds to develop and support guidance and counseling activities in schools and other settings This was the first time guidance counselors and state/local supervisors received resources, leadership and financial support from the government.
4 A bit of history. Mid 1900 s National Defense Education Act The NDEA focused on: 1. Providing funds to help states establish & maintain school counseling, testing and guidance activities. 2. Authorized the establishment of counseling institutions and training programs in colleges and universities.
5 A bit of history. Mid 1900 s ASCA (American School Counselor Association)is founded ASCA develops a role and function statement for school counselors. ASCA is the driving force behind all that is school counseling
6 A bit of history ASCA publishes Sharing the Vision: The National Standards for School Counseling Programs Landmark document for the profession, endorsed by national education and professional organizations Contains 9 student content standards for school counseling programs in the areas of: academic/ career/ personal-social Title change: SCHOOL COUNSELOR
7 A bit of history 2002 Roll out of the ASCA National Model: A Framework for School Counseling Programs. This National Model is built from the national standards developed in 1997
8 DE Regulations for K to 12 School Counseling Programs effective June 10, 2010 Old regulations District plan Include the ASCA 9 standards if you want to No vertical K-12 articulation Reviewed and updated every 3 years New regulations Individual school plan and district plan Must include the ASCA 9 standards and National Model Must include vertical K-12 articulation Audited every year using data and school/district goals Implemented by a State certified school counselor
9 Step in the right direction but still a long way to go in DE Unfunded mandate grades 6-12 Teacher unit Social workers/mental health therapists replacing school counselors K - 5
10 In general, what should a counseling program be? COMPREHENSIVE it should address what all students K-12 should know understand and be able to do in the three major domains: 1. ACADEMIC 2. CAREER 3. PERSONAL/SOCIAL
11 It should be: PREVENTIVE it should teach specific skills and offer learning opportunities through Classroom guidance lessons Preventive education programs Direct counseling services Examples: Second Step; Olweus Program; BABES
12 It should be: DEVELOPMENTAL address the needs of all students at various stages of growth and development Use standards to guide what students should KNOW BE ABLE TO DO as a result of being touched by the school counseling program
