1 Job Title: Principal Officer Asset Management Job Grade: Band 6 Directorate: Job Reference Number: Environment, Sustainability & Highways P00744 The Role The Corporate Plan identifies transport as a top priority for the County Council, the post holder will have a key role in the successful delivery of the Getting Essex Moving Programme. The post holder is responsible for the development, management and delivery of key strategies such as the Transport Asset Management Plan as well as management and development of the maintenance policy and roads maintenance programmes and future strategies to achieve the aims of the County Council whilst ensuring value for money. The post holder will lead a range of complex multi disciplinary projects in partnership with a range of internal and external agencies and should demonstrate excellent organisational skills and an innovative and challenging approach to problem solving. Job Purpose The development, management and monitoring of maintenance policies, current and future strategies to ensure that a safe reliable and well managed highway network can be delivered. Key Accountabilities To manage the implementation and development of the County Council s Transport Asset Management Plan, to meet Government standards, provide a pragmatic strategic direction to front line service providers, and maximise value for money and evidence this key service driver as a regional exemplar. The Transportation Asset is valued at 4.6 billion. To manage the development and refinement of roads maintenance programmes, policies, practice notes, standards and strategies, to ensure that these are fully appropriate to the declared priorities and performance targets for the service.

2 To develop, refine and commission the annual programme of Highways Assessments and Condition Surveys to ensure it continues to meet the requirements of the Department, reflect national best practice and is delivered on time and within budget. Responsibility for the management of County Councils Winter Service to ensure sustained service provision and appropriate response to achieve the County Councils responsibilities. To manage the production of the materials guidance for carriageway and footway works to contribute positively to best practice on a regional basis. To project manage policy development of operational assets to achieve service improvements and all efficiencies. To motivate, develop and effectively deploy team resources through both direct management and working with the Head of Service on wider cultural and service planning issues. To communicate effectively with a range of internal and external partners, in complex relationships and demonstrate strong leadership to introduce modern working practices. Knowledge, Skills and Experience Degree or equivalent high level qualification Aptitude and experience in management and delivery of projects Experience and knowledge of Asset Management principles and practice Able to demonstrate basic knowledge and understanding of highways maintenance good practice and standards Able to demonstrate knowledge of survey techniques, measurements and performance indicators for highway condition Excellent written and verbal communication including writing professional reports and presenting to an audience Able to demonstrate excellent organisational skills and an innovative and challenging approach to problem solving
