Purpose of the Position Role of Community Planning & Development Department The role of the Community Planning & Development department is to support the Mayor, Councillors, Chief Executive and senior management team in achieving the high level objective of promoting and advancing community wellbeing (social, environmental, economic and cultural) throughout the Gisborne District. This is achieved through the delivery of its community planning function (e.g. the Ten Year Plan, Annual Plan, Community Outcomes), supporting policy and cross-portfolio strategy development, and being a conduit for the extension and coordination of Council s services into the community (i.e. Economic Development and Community Development). Role of Olympic Pool Complex The motto of the complex is To Welcome People to have a Good Time! It is the objective of the pool team to offer opportunities to the people of our community and to all visitors for aquatic recreation, fitness, sport, play, fun, education, health and social interaction which are safe and enjoyable and appeal equally to people of all ages and abilities. Role of Reporting to the Olympic Pool Complex Manager, the five key roles of the Pool Duty Manager are: Leadership Pool Supervision Technical Operation Pool Water Quality Customer Service.
3 Primary Functions 1. Leadership Lead, manage, engage and supervise full time and part-time casual staff within a team environment. 2. Pool Supervision Ensure and manage proactive supervision of all pools and effective emergency response in accordance with Council s policies and with the current Pool Operations Manual and Emergency Action Plan. 3. Technical Operation Be responsible for the day-day-operation of the pool plant and technical equipment as part of a team of three Duty Managers (including responsibility for repairs and maintenance). 4. Pool Water Quality Maintain the pool water quality according to NZS 5826:2000 standard as part of a team of three Duty Managers (including management of supply, handling and application of pool chemicals and testing equipment). 5. Customer Service Supervise and manage a diverse range of pool users in a changing environment to deliver quality customer service and ensure a positive reputation and image of the pool complex are established, maintained and enhanced. In all of the above, the Job Holder is expected to actively: Act as an ambassador for the GDC and the Olympic Pool Complex. Demonstrate and promote commitment to GDC s Vision, Strategy, Values and Expected Behaviours. Seek opportunities for learning and improvement as an individual, within the immediate team and as part of GDC as a whole. Participate positively in the GDC performance appraisal process. Attend meetings as required from time to time during work hours, or with a minimum of one week s notice for out of hours meetings. Participate in and contribute to regular team meetings, providing input into work practices and effective communication. Attend training and development sessions as required from time to time during work hours, or with a minimum of one week s notice for out of hours meetings. Ensure compliance with all requirements regarding the Health & Safety in Employment Act and Occupational Safety & Health including wearing of appropriate protective/safety clothing. Act as an authorised or delegated staff member when requested by the Olympic Pool Complex Manager to assist Council committees (e.g. Health & Safety), projects and initiatives. In addition to the above primary functions, the Job Holder is expected to perform such other duties as can reasonably be regarded as incidental to the position profile and such other duties reasonably within their experience and capabilities as may be assigned from time to time.
4 Academic / Professional Competencies Essential: Secondary School qualification equivalent to NCEA Level 2 or above. Pool Water Treatment and Operations Certificate. (Experienced, but unqualified appointees to this position are required to commence relevant training within six months of appointment and achieve complete qualification within 12 months). Current National Pool Lifeguard Award Certificate. Current First Aid qualification. HSNO certified approved handler of relevant substances (chemicals). Current Drivers Licence. Desirable: Sports coaching/instructor qualification. Advanced First Aid qualification. Skills / Knowledge Essential: Demonstrated knowledge of aquatic industry standards and pool supervision standards (PoolSafe). Demonstrated skills and experience in customer service and in dealing with people from a wide range of different cultures and backgrounds. Demonstrated knowledge of and experience in pool plant and equipment operation and maintenance. Demonstrated knowledge of and experience in pool water treatment. Demonstrated well developed communication, negotiation and conflict resolution skills. Desirable: Demonstrated experience in leading aquatic activities and programmes. Demonstrated experience in health & safety and evacuation procedures. Personal Attributes Passionate about delivering opportunities for aquatic recreation and sport to the community. Ability to inspire others to achieve the organisation s goals. Ability and willing to work well in a team situation and with a diverse group of people. Additional Responsibilities The job holder is expected to contribute to maintaining a safe working environment, reporting incidents and accidents as they occur and assisting with hazard identification. Furthermore, the job holder must participate in civil defence emergency management training initiatives upon request and assist with any civil defence emergencies as required. Work will be on sites where exposure to hazards will be unavoidable. Safety procedures must be adhered to, protection being on the hierarchy safety principle of eliminate isolate minimise.
5 Hours of Work The position requires shift work according to a rotating roster, seven days per week. Out of normal hours and work on weekends and public holidays is required. Average work hours per week are: 37.3 hours during summer opening hours ours during winter opening hours. Any other times as may be reasonably necessary and/or required by the management (including regular staff meetings and training) between 5am and 11.30pm. Shift hours are: Pool opening hours Morning shift Afternoon shift 6am to 8pm (normal hours) 5.30am to 1.30pm (8 hours) 1pm to 9pm (8 hours) 8am to 6pm 7.30am to 1.30 pm 1pm to 7pm (all public holidays) (6 hours) (6 hours) (Winter season = Saturdays and Sundays) Relationships External: General public. Stakeholders (ie. user groups, clubs, other business and community organisations). Industry partners (ie. SFRITO, NZRA, Educational institutions). Suppliers, contractors and other service providers. 6 Job Expectation POOL DUTY MANAGER Primary Functions and Related Deliverables Leadership Lead, manage, engage, supervise, guide and support all staff on duty in particular Pool Lifeguards. Promote teamwork and communication through the management of day-to-day and ongoing staffing levels, allocation of duties and breaks. Contribute to the development of the Duty manager s team. Provide technical knowledge, adequate training and ongoing coaching and support to Lifeguards and other relevant pool staff. Ensure that appropriate work standards are understood and achieved by lifeguards and other relevant pool staff. Monitor perform ace of Lifeguards and other relevant pool staff, providing feed-back and managing non-performance effectively. Assist the implementation of the industry standard systems and procedures (PoolSafe) through the ongoing review and development of the Pool Operations Manual. Show a basic understanding of all aspects of pool operation including the role of Council as owner and operator, revenue & expenditure budgets, fees & charges, activity management plan and relationships with major stakeholders. When rostered to do so, deputise for the Olympic Pool Complex Manager in his/her absence. Pool Supervision Ensure all pools are supervised by a Lifeguard at all times when open to the public (PoolSafe). Ensure supervision of all pools in accordance with the Pool Operations Manual (PoolSafe). Carryout frequent checks for the safety of facilities and equipment in accordance with the Pool Operations Manual. Ensure consistent high levels of cleanliness, hygiene, safety, maintenance and security within the pool surrounds. Ensure that rules, policies, procedures and instructions regarding pool supervision (whether written or verbal) and/or management directives are followed at all times. Cover poolside duties if required. Ensure compliance with the Code of Conduct for Poolside Staff as per Pool Operations Manual. Ensure ongoing and frequent communication between all poolside staff on duty. Attend timely and appropriately to rescue and First Aid cases when required and maintain appropriate documentation ( First Aid/Accident/Injury Register ).Maintain appropriate general documentation and record keeping ( PoolSafe Daily Operations and Incident Response Record ). Be proactive in the identification and management of hazards which may result from areas including the operation of the plant/equipment, work practices, storage of chemicals, environmental hazards or inadequate training or supervision of staff. Observe and obey all rules, policies, procedures and instructions (whether written or verbal) that are relevant to public health and safety.
7 Technical Operation Ensure efficient and safe day-to-day operation of the pool plant including electrical system, recirculation system, filtration plat, disinfection plant and all tools and equipment as part of a team of three Duty Managers. Frequently monitor the condition and performance of the plant and equipment and identify and report repairs and maintenance issues. Report any faults and proactively carry out and/or co-ordinate in-house repairs and maintenance. Liaise with suppliers, contractors and consultants to co-ordinate repairs and maintenance projects. Supervise and monitor the actions of contractors and those responsible for repairs and maintenance services and check performance and completion of work. Carry out administrative duties related to repairs and maintenance (eg. the supply of services, materials and equipment) including monitoring supply levels, completion of purchase orders and record keeping. Ensure that operational efficiency and energy efficiency is maintained at all times (eg. pool covers at night). Maintain appropriate general documentation and record keeping ( PoolSafe Daily Operations and Incident Response Record ). Develop short-term (seasonal) plans for maintenance of specific facilities and ensure that assets are repaired and maintained in good working order. Assist in the development and updating of long-term asset management programmes for the complex. Pool Water Quality Maintain the pool water quality according to standard NZS 5826:2000 as part of a team of three Duty Managers. Frequently monitor pool water temperature and pool water quality and carry out water testing as specified in the Pool Operation Manual and record all test results accurately. Establish requirements for pool water quality adjustments and apply chemicals to pool water accordingly. Monitor stock supplies for all pool chemicals, testing equipment and reagents to ensure that levels are maintained to carry out water testing and achieve required pool water quality in an efficient, cost-effective manner. Liaise with suppliers, contractors and consultants to co-ordinate supply of pool chemicals, testing equipment and reagents. Ensure correct delivery, handling storage and use of all chemicals. Customer Service Liaise and co-operate with regular users, use groups, swimming clubs and other lessees to effectively manage pool space and ensure the harmonious operation of the complex. Ensure that all bookings are effectively managed. Monitor feed-back from customers about the service provided to them and deal appropriately with issues and/or complaints. Effectively resolve incidents of inappropriate behaviour and co-ordinate assistance from support agencies (Security, Police) if required. Assist in planning, co-ordination and instruction of activity programmes and events. General operation and cleaning duties.
