Department and/or Degree Program Department of Communication Online B.A. Completion Program in Media Studies Action Requested CSUEB approval to offer a new, self-support, online degree program; B.A. Completion Program in Media Studies Requested Catalog Date Fall, 2016 Summaries should include the following elements, which are the criteria by which proposed changes to the Academic Master Plan are evaluated: A brief summary of the purpose and characteristics of the proposed degree program (or proposed modification/option/ minor/etc). This is a proposal to create an online B.A. Completion Program in the field of Media Studies. The program is designed to target mobility impaired people, working adults, parents, and other students who need flexibility in their degree completion options. Program delivery in America is evolving in response to technologies and student demand. There are only a few B.A. programs in the related field of Communication delivered online to serve this societal need, and even less in the field of Media Studies. This presents a unique opportunity for CSUEB to be at the forefront of meeting this societal and student demand by implementing an online Media Studies BA program. Description The CSUEB Bachelor of Arts in Media Studies Online Degree Completion program features the focused study of Digital Media and Society, covering the topics of media and communication theory, criticism, and the development of practical research and writing skills, while emphasizing scholarly integrity, disciplinary rigor, and professional excellence. Graduates will be prepared to make an important, positive, and professional contribution in the fields of digital media and online communication by becoming inclusive, ethical, and effective leaders and participants in global and local media environments, online organizational contexts and graduate studies. At a time when media (print, telephone, television, internet), modes of communication (oral, written, visual), and contexts (face-to-face, public, and organizational) converge in our careers and daily lives, the online Media Studies BA Degree is the first state- CSU East Bay Academic Master Plan_Resource Implication Form 1

2 university program in the Bay Area of its kind to cover this interrelated spectrum of today's communications media. By incorporating and looking beyond the latest best practices in online pedagogy, the program pushes the frontier of online education in Media Studies to take a position ahead of the status quo and achieve the greatest benefit for busy students seeking a credible program of degree completion with maximum lifestyle flexibility. The program s range of courses (including Digital Media Literacy, Interpersonal Communication, Online and Social Media Communities, Critical Cultural Studies, Online Media Research, Digital Visual Culture, Writing Online, Political Economy of Media, Digital Copyright, Digital Consumer Culture, Online Celebrity and Social Media Activism) provides exciting choices for students throughout their program of study. Students acquire skills in critical analysis, writing, research online, media and communication theory, cultural and organizational change, copyright and ownership issues, politics in the digital era, and digital communication practices. They learn about the rapidly evolving world of digital media as well as the long history of the relationship between media, communication, self, and society; and they are prepared for a broad array of careers. To graduate, students must complete 19 courses in media studies for a total of 76 units. How the program fits into the campus mission and strategic plan CSU East Bay already has a long history of online program offering, and as a result, an excellent infrastructure and support resources to build upon. The CSUEB Communication Department is grounded in critical cultural theory, which addresses all of the diversities in society, has no ethnic majority and is predominately women. Media Studies and Communication disciplines attract a wide range of students and our current on the ground program student population consists of majority Women and Students of color. Online and hybrid courses relating to Media Studies currently offered by the Department of Communication are always in high demand, filled to capacity within the first week of enrollment, often with long wait lists. This presents an opportunity to highlight shared strategic commitments in the mission of the CSU system and the Media Studies Program s ILO, specifically: CSUEB Mission Media Studies Program Goals (3 program goals) Student Learning Outcomes (7) Courses Cal State East Bay welcomes and supports a diverse student body with academically rich, culturally relevant, learning experiences that prepare students to apply their education to meaningful lifework, and to be socially responsible contributors to society. The program explores global mass communication issues from all dimensions: societal, cultural, historical, political, economic, technological and legal. A sophisticated understanding of mass communication is a critical asset for careers in business, government, community and the non- profit sectors. Students will examine a variety of media and communication subjects including History of Mass Communication, Social Media, Political Communication and Media Issues in American Pop Culture. The program leading to a Bachelor of Arts degree in Journalism and Media Studies is designed to prepare students to become thoughtful scholars and effective professionals in broadcast and print journalism, integrated marketing communication, advertising, public relations and media technologies. Areas of concentration include: journalism, integrated marketing communication (IMC) and media studies. Media studies provides cutting- edge preparation for students seeking non- traditional careers in mediated communication. Changes in communication technologies and media industries have led to the emergence of career opportunities that did not exist a few years ago. Although technology created the need for this degree program, instruction is not solely technology- based. Rather, instruction focuses on the processes and effects of mediated communication, as well as the intellectual tools to help graduates excel in an ever- changing technological and organizational environment. In the second semester, media studies students study personal empowerment as media consumers and mediated communication across different nations and cultures. The program culminates in the third semester with a course on the convergence of media industries into new hybrid models that transform the structure and function of traditional media. The School of Journalism & Media Studies envisions a global society where citizens are engaged in their communities; where media professionals are ethical and committed to social justice, and embrace technology to serve the public good; and where people from all backgrounds think critically about the media. The School s curricula reflect these very important themes. Students are required to take a set of core classes in global communication and technology, ethics and law, and research methods for professional communicators. They also complement their in- class work with internships and service- learning projects in the community. The Communication Department Online working group (who produced this report) found that technology mediated instruction has great potential to enhance and augment classroom instruction on-campus and to expand access for students who would other wise be denied the opportunity to earn a degree because they are remote from or, for other reasons, cannot attend the campus. Further The Communication Department Online working group finds that a Media Studies degree program facilitated by mediated instruction at CSUEB, will especially increase educational opportunities for its diverse student body by providing a broader range of courses or degree programs from which to select. An assessment of the required/anticipated resources needed and a campus commitment to allocating those resources (or possible changes to current resources, including library collections). If no new resources are requested, provide justification/explanation. It is not anticipated any new library resources will be required, as the current library resources servicing the BA in Communication program are sufficient for CSU East Bay Academic Master Plan_Resource Implication Form 8

9 the Online BA in Media Studies. Library resource review report is pending and will be added to the proposal upon receipt. 11 Appendix A: Draft Budget The draft budged for the Online BA Degree Completion in Media Studies demonstrates the ability for the program to be self-supporting, even with the modest of projection modeled here maintaining a steady enrollment of 60 students per year starting in the second year. This draft budget projects that over a four-year period, the program will take in $3,201,120. Total expenditures and costs during that same four-year period will total $1,805,069, resulting in a total net cash flow of $1,396,051. Please note that these estimates are based on several existing DCIE budget figures, and projected enrollments based on the startup of existing online degree programs at CSUEB.
