3 1. Introduction. a. These Policies and Procedures describe seven American Integrated Training Systems, Inc. International Registry Programs. The EVOC International Trainer Registry (EVOCITR) was established in The purpose of the EVOCITR is to certify and register those individuals who attended the EVOC Train the Trainer (T3) Course conducted by AITS as EVOC Trainers. The AITS T3 course uses the US Department of Transportation (USDOT), National Highway Traffic Administration (NHTSA) National Standard Curriculum for ambulances and the National Fire Protection Association (NFPA) Standard 1002 for fire apparatus as the primary references. The International Registries are: 1. Emergency Vehicle Operator Course (EVOC) International Trainer Registry (EVOCITR) 2. EVOC International Registry (EVOCIR) 3. Medical Van Operator Course International Trainer Registry (MVOCITR) 4. MVOC International Registry (MVOCIR) 5. Ambulance Safety Inspection Course International Trainer Registry (ASICITR). EMI conducted course in Kingdom of Saudi Arabia 6. Ambulance Safety Inspection International Registry 7. Ambulance Crash Investigation Course International Registry (ACICIR) b. Law Enforcement Officers (LEOs) also attend the T3 course and AITS supplements the curriculum with an LEO curriculum track that is based on the New Jersey State Police curriculum. 3 P a g e
4 b. Each person who completes the T3 course receives a Certificate of Completion and an EVOCITR number that is good indefinitely or until revoked for cause. The initial EVOCITR card shows an expiration date of two years from the date of the course. Eight hour Refresher courses are offered during the year at various locations. Personnel are encouraged to attend a Refresher course but it is not mandatory to retain the EVOCITR. c. The second program is the EVOC International Registry that was established in 2012 to identify those individuals who successfully complete an EVOC course, using the EVOC National Standard Curriculum that was conducted by an instructor who is enrolled in the EVOCITR. The EVOC National Registry (EVOCNR) has been changed to the EVOC International Registry (EVOCIR). The International Registry (EVOCIR) more accurately reflect the customer base and the AITS Memorandum of Agreement with the Emergency Medicine Institute (EMI) in Riyadh, Kingdom of Saudi Arabia. These Registries provide organizations worldwide with a database for identification of the level of EVOC training for the trainers and trainees. d. The Third program is the Medical Van Operator Train the Trainer Course and Medical Van Operator Course with the International Trainer Registry (MVOCITR) and the Medical Van Operator Course International Registry (MVOCIR). These courses were developed after AITS conducted a Job Analysis for Medical Van Operator/Drivers. The US Department of Transportation Ambulance National Standard Curriculum and Train the Trainer Curriculum were revised to meet the training requirements to operate a medical van. The courses focus on the operation of the van, lifting devices and securement systems for the wheelchairs. The Train the Trainer Course is 16 hours and includes 4 hours of evaluating and conducting presentations, operation of lift devices, and the operation of wheelchair securement devices. The course also includes 4 hours of operating a van on a cone course and commentary driving. Organizations must provide training on the American with Disabilities Act requirements and passenger interaction. The Medical Van Operator Course is normally 8 12 hours duration. e. Individuals who complete either course receive a Certificate of Completion with the International Trainer Registry and International Registry that can be verified by contacting AITS or accessing the EVOCITR/IR database. 4 P a g e
5 f. The Ambulance Safety Inspection Course Program was developed by EMI and AITS to meet a training requirement in the Kingdom of Saudi Arabia. EMI conducts this training and issues the Certificates and provides AITS the information to enroll graduates of this course. g. The Crash Investigation Course was developed by AITS to meet an industry need to qualify organizational personnel to conduct an investigation of a minor crash and use the information to assist in preventing further similar crashes. This course is conducted only by AITS, Inc. and organizations with a license agreement with AITS to conduct this course. h. AITS and organizations and individuals authorized by AITS, may conduct EVOC or EVOC Refresher Courses to meet specific training needs. These courses must be coordinated with AITS and the duration and curriculum approved in advance. 5 P a g e
6 Personnel completing these courses may be enrolled in the AITS International Registry and receive a Certificate of Completion and Certification Card. The courses will normally be provided to experience personnel who have previously attended an EVOC course. 2. Background. a. The US Department of Transportation (USDOT), National Highway Traffic Safety Administration (NHTSA) is responsible for developing pre-hospital training programs and making them available to the public. These courses must be responsive to the guidelines established by the Highway Safety Act of b. One of the most compelling highway safety justifications for an EVOC was that such a course would reduce the incidence of emergency vehicle collisions. The Emergency Vehicle Operator Course (EVOC) is one of the National Standard Curriculum Courses that is the responsibility of USDOT. In 1994, USDOT contracted through the US Office of Personnel Management (USOPM) training contract to revise the EVOC. NHTSA selected a Curriculum Development Group (CDG) with representatives from the following organizations: National Council of State EMS Coordinators American Society for Testing and Materials National Association of State EMS Directors National Association of Emergency Medical Technicians American Ambulance Association c. The General Services Administration (GSA) was responsible for the Federal Specification for the Star of Life Ambulances (KKK-1822) and participated in all phases of the curriculum development as did the US Fire Administration (USFA). GSA no longer publishes this Federal Specification. The National Fire Protection Association (NFPA) publishes NFPA Standard 1917, Standard for Automotive Ambulances, The companion document for the Fire Service is NFPA 1901, Standard for Automotive Fire Apparatus, d. NHTSA asked each State EMS Director to provide examples of EVOC programs being conducted in their states. Over fifty examples of EVOC programs were sent to USDOT for the CDG for review. These programs ranged in length from one hour to over 40 hours and may or may not have included operating an ambulance. NHTSA provided the following guidance: 6 P a g e
7 Develop the course into 3 modules Classroom, driving and on-the-job training Develop each lesson in a narrative format that can be used by small and large organizations in a rural and urban environment. Validate the course at both locations Provide sample checklists when appropriate Develop the course in a format that can be edited to accommodate each organization, county and state EVOC rules, regulations and laws 3. Designing and Developing the EVOC National Standard Curriculum. a. NHTSA approved the following lessons as Module A: 1. Introduction to the National Standard Curriculum for Ambulance Operators 2. Legal Aspects of Ambulance Operations 3. Communications and Reporting Roles and Responsibilities 4. Ambulance Types and Operations 5. Ambulance Inspections, Maintenance, and Repair 6. Navigation and Route Planning 7. Basic Maneuvers and Normal Operating Situations 8. Operations in Emergency Mode and Unusual Situations 9. Safety: Special Considerations 10. The Run b. NHTSA approved the following 10 driving exercises for Module B: 1. The Serpentine 2. Diminishing Clearance 3. Braking while Turning 4. Straight Line Braking 5. U-Turn 6. Three Point Turn 7. Right Side Road Turn 8. Left Side Road Turn 9. Slow Speed Lane Change 10. Perpendicular Parking, Back In and Drive Out c. NHTSA approved Module C as an Operator Internship and provided Guidelines for additional On-the-Job Training and Documentation. 7 P a g e

The basic design and content of the National Standard Curriculum (NSC) has changed very little over the years. AITS has not revised the basic curriculum documentation but has replaced the overhead transparencies with PowerPoint visuals. These visuals are revised as needed to include the current policies and procedures. f. The EVOC is normally conducted in 8 to 16 hours depending on the number of people in the course. 4. Train the Trainer (T3) Course AITS developed a twenty hour T3 course in 1995 and has been conducting these courses ever since. The T3 course consists of 12 hours of classroom training that covers: Course Overview Adult Learning How to Conduct EVOC How to Develop Standard Operating Procedures Presentation Techniques 10 Lessons from the Instructor Guide 8 P a g e

11 American University Police Vehicle on Driving Range. Washington, DC 5. Who Attends the Train the Trainer (T3) Courses? a. Prerequisites. There are no prerequisites for attending the T3 course. Individuals who are not affiliated with an organization may attend if they are qualified as an EMT, Firefighter, LEO, Medical Van Operator or related position. AITS will make the final decision on the individuals applications to attend the course. b. The emergency responder community is comprised of a wide variety of personnel and types of organizations. From the beginning, it was obvious that the T3 courses would be attended by personnel who were EMTs, Firefighters, EMT/Firefighters Law Enforcement Officers and personnel who must operate special vehicles in an emergency mode, such as the US Coast Guard. To make the course appropriate for firefighters, information from National Fire Protection Association Standard 1002, Standard for Fire Apparatus Driver/Operator Professional Qualifications was added to the T3 Course. The United States Coast Guard contracted with AITS to conduct training for the Medical, Firefighters and Law Enforcement personnel. The T3 curriculum was supplemented with lessons in a separate Law Enforcement 11 P a g e
12 Curriculum Track. 6. T3 Course Completion and Individual Qualification. Personnel completing the course are designated as EVOC Trainers and are qualified to conduct operator level EVOC. They are enrolled in the EVOC International Trainer Registry and assigned a Registry number. This registry number should be shown on each certificate of completion that the EVOCITR trainer issues. In order to issue a certificate of completion, the course must have followed the content of U.S. Department of Transportation EVOC National Standard Curriculum and include the satisfactory operation of one or more vehicle types that the individual will operate in their organization. They must also have received instruction about organization Standard Operating Procedures, State Laws and local procedures for operating an emergency vehicle. 7. EVOC International Trainer Registry (EVOCITR) The EVOC International Trainer Registry is for those individuals who complete the Train the Trainer course. They are enrolled in the EVOCITR and assigned a number on the Certificate of Completion below the person s name and again on the EVOCITR Certification Card. 12 P a g e
13 8. EVOC International Registry (EVOCIR) The second International Registry is for those Individuals who complete an EVOC or EVOC Refresher Course conducted by an EVOCITR Trainer. These individuals may be enrolled in the EVOC International Registry for a fee established by AITS and organizations and individuals authorized by AITS to collect EVOCIR enrollment fees. Individuals who are enrolled in the EVOCIR may request verification of their certification by contacting AITS. For further information, contact AITS or visit the AITS web site at aitstraining.com. 13 P a g e
14 9. Authorized Organizations a. AITS and Safety First, Inc. (Florida Only) are the only organization that can conduct Train the Trainer Courses and enroll individuals in the EVOCITR. b. The Emergency Medicine Institute, Riyadh, Kingdom of Saudi Arabia is authorized to issue Certificates of Completion and enroll individuals who complete an EVOC conducted by an EVOCITR Trainer in the EVOCIR maintained by AITS. c. All EVOCITR certified trainers may enroll individuals who complete the USDOT EVOC that they conduct in the EVOC International Registry. They must contact AITS to get access to the Certificates and be assigned an EVOCIR number for each individual. The administrative fee for enrollment is normally $ The certification is valid for 3 years. 14 P a g e
