11 Standardisation / Harmonization Tasks FCC initiated Group Sessions in order to set up a standard Most providers formed a group to seek for a harmonized approach The group has every week telcos for technical/administrative tasks The group provided 2 sets of documents: One for database interoperability Communication with the FCC Communication protocol between the databases One for propagation modeling and terrain data Communication protocol between databases and devices has not been covered, as this is seen as a competitive discriminator Page 11

12 Whitespace-Summary TV Whitespace will very likely not be a stand alone service but mainly be used to add more capacity to other channels of wireless access. Dynamic Spectrum Access is the way forward for future spectrum management Databases can provide the required control and speed / volume of access There is a developmental cost to the regulator to manage their data and make it accessible There are commercial drivers to any database provider should it not be the regulator One of the most important issues; How are you going to protect any users that are not accustomed to registering / interacting or dealing with a regulator or other spectrum management organisation?
