4 Glasgow s Development Plan Scheme 2016 This is the 2016 Development Plan Scheme for Glasgow City Council, as required by paragraph 20B of The Planning etc. (Scotland) Act It sets out the programme for preparing and reviewing the City Development Plan. This document is published to enable stakeholders to gain an awareness of the CDP preparation process and how and when they can engage with the process. The Planning etc. (Scotland) Act 2006 modernised the planning system and introduced a new approach for the preparation of development plans in Scotland. The old system of Structure Plans and Local Plans has been replaced by a new system of Strategic and Local Development Plans. The new hierarchy of plan making is explained below: National Guidance Scottish Planning Policy (SPP), sets out the Scottish Government s planning policy on matters such as economic development, town centres and retailing, housing, landscape, natural heritage and transport. National guidance also includes Planning Advice Notes (PAN s) and Planning Circulars. planning National Planning Framework Scotland s Third National Planning Framework (NPF3), 2014, sets the context for development planning in Scotland and provides a framework for the spatial development of Scotland as a whole. National-Planning-Framework Strategic Development Plan The Glasgow and the Clyde Valley Strategic Development Plan (SDP) 2012 sets out a shared spatial vision and strategy for the SDP area, including Glasgow. City Development Plan Glasgow City Development Plan - The Local Development Plan (CDP) for Glasgow will replace Glasgow City Plan 2, 2009, which sets out the Council s land use strategy and provides the basis for assessing planning applications. The purpose of an CDP is to provide a clear basis for determining planning applications and to allocate land to meet the needs and targets set out in the Strategic Development Plan (SDP) for the wider City region (GCVSDPA). Strategic Development Plan (SDP) Glasgow City Council is one of eight West of Scotland local authorities that form the Glasgow and the Clyde Valley Strategic Development Authority (SDPA). The current SDP was adopted May 2012 with a new SDP currently being prepared. Housing Needs and Demands Assessment This provides the evidence base for the Local Housing Strategies, Strategic and Local Development Plans. It is required to be available in good time to inform the preparation of the Main Issues Report along with the Local Authorities views of Housing Supply Targets. June/Sep 2014 June/Sep Main Issues Report Publication and Consultation on Main Issues Report and related supporting documents. January Publication of Proposed Plan and Supplementary Environment Report Publication and consultation on Proposed Plan and related supporting documents including the Action Programme February Proposed Plan Submission Submission of Proposed Plan to Scottish Ministers for approval. May Examination of Proposed Plan Any unresolved representations will be subject to an Examination conducted by an independent Reporter appointed by Scottish Ministers 10. Modification of Proposed Plan Scottish Ministers may amend the Plan in light of the Reporters recommendations. They will publish any modifications along with their reasons for making them June 2016 February Approval and Publication of the Plan, Environmental Report and Action Programme 12. Strategic Environmental Assessment Post Adoption Statement Once Scottish Ministers receive the Examination Report, they may approve the Plan in whole or in part (with or without modification), or reject the plan. The SDPA then have to publish the plan as soon as possible after approval. spring 2017 This details how environmental considerations have been integrated into the Plan. spring 2017 Page 5

6 Glasgow City Development Plan (CDP) Main Stages The current City Plan for Glasgow is City Plan 2 as adopted December At the date of publishing the Development Plan Scheme the Council is at an advanced stage in the preparation of a new CDP. The proposed Plan was submitted to the Scottish Government for examination in June The Council expects to receive the reporters conclusions in spring Once reporters conclusions have been included, the final CDP is expected to be adopted in autumn The key stages of the CDP preparation process are detailed below. The Council will then establish a programme for the preparation of the next CDP in accordance with The Planning etc (Scotland) Act Page 6

7 Timetable for Glasgow City Development Plan Stage Key Components Estimated Timetable Early Stakeholder Engagement & Monitoring Through a series of discussions and workshops we have actively engaged with the key statutory agencies, other relevant groups and individuals and the general public to establish the main issues. We are continuing to monitor the success of City Plan 2. We have directly engaged with our key stakeholders and other interested parties to consider and debate the current issues. The main findings of these discussions have been made available online to early 2011 Main Issues Report We published a Main Issues Report (MIR) in October 2011 which takes account of the City Plan 2 Monitoring Report and early stakeholder consultation. The MIR highlights the main issues that we feel the City Development Plan requires to address and any potential options. The Interim Environmental Report and Monitoring Statement were also published alongside the MIR. The MIR, Interim Environmental Report and Monitoring Statement were published, put on the Council s website and made widely available in the City s libraries, Development & Regeneration Services, 231 George Street during normal office hours. Copies were sent directly to City Plan consultees. Leaflets, posters, freepost postcards, the local press, public displays, exhibitions and presentations were also used to publicise the Plan. This stage gave everyone the opportunity to tell us about their ideas for the future development of the City. October 2011 Post Main Issues Report Comments received were analysed and further stakeholder engagement undertaken. Over 2,000 comments were received. These were used to inform the next stages in the CDP process. January February 2012 CDP Development Assessment considered the SDP, Future Glasgow, Glasgow Open Space Strategy, City Centre future direction and implications of climate change. Policy direction was confirmed and wider engagement took place with Councillors, key agencies and stakeholders to allow CDP to be written. Information received through the MIR process was analysed and engagement with key agencies and other stakeholders took place to identify and confirm the key policies that informed the CDP. The analysis also considered the Clyde Valley Strategic Development Plan which was approved with modifications by Scottish Ministers on 29th May 2012 and was published by GCVSDPA on 13th July March September 2012 Additional Sites Potential additional sites consultation undertaken. Sites consultation consisted of 48 site proposals submitted in response to the MIR. October December 2012 Page 7

Consultation of sites identified through review of the City s Green Belt, based on an assessment of environmental constraints and the potential for additional land to meet Glasgow s housing targets. August October 2013 Proposed Plan & Environmental Statement Examination Adoption After taking account of early stakeholder engagement and consultation on the Main Issues Report, we will prepare and publish our Proposed Plan. This Plan will set out the Council s policies and proposals and will be the main opportunity for formal objection. A revised Environmental Statement and formal statement of Publicity and Consultation will be published alongside the Proposed Plan along with a Habitats Regulations Appraisal and a Health (including Equalities) Impact Assessment. The Proposed Plan/Environmental Statement will be published, put on the Council s website and made widely available in the City s libraries, and Development & Regeneration Services, 231 George Street during normal office hours. The Plan will be widely publicised through a variety of media. This is your opportunity to comment on the contents of the Proposed Plan. We will consider any representations received to the Proposed Plan and will submit unresolved objections to Scottish Ministers. The unresolved objections will be subject to Examination conducted by a Reporter appointed by the Scottish Government who will consider all the evidence submitted and make conclusions and recommendations. Following the conclusion of the Examination and receipt of the Examination Report we will announce our intention to adopt the City Development Plan and publish the Environmental Report alongside the Plan. The Action Programme will be published within three months of adoption. A Public Notice will be placed in relevant newspapers informing that the Plan has been adopted and where copies can be viewed/obtained. Anyone who made a representation will be informed directly. 9 Participation Statement The Consultation and Engagement Process We are firmly committed to ensuring that all Glasgow s citizens have equal access to the Council s range of services, including the planning service. The City Development Plan for Glasgow will be a key part of the planning service. The Plan will contain policies and proposals which affect how land is used and will help to sustain the regeneration of the City and create and support strong communities. We recognise that public consultation and engagement is a very important part of preparing the City Development Plan for Glasgow. It provides the main opportunity for public bodies and agencies, the private sector and members of the public to make their views known and to influence regeneration activity in the City. Public consultation and stakeholder engagement will take place, at various stages, throughout the development plan process. We aim to ensure that, as far as possible, people from all backgrounds (regardless of race, age and gender), communities, businesses and developers, will have the opportunity to participate in the plan preparation process and that relevant issues are taken into account. Good public consultation and engagement helps us to create a Plan that people feel part of and have confidence in. For this reason, careful thought has been given to the type of consultation and engagement that is being undertaken for the new City Development Plan for Glasgow. Page 9

12 Participation Statement (Continued) Participation Method Introducing innovative new techniques such as: Statement At MIR freepost postcards, distributed via a wide range of public venues such as museums and social venues such as cafes and sports centres regular twitter feeds to keep everyone informed about progress and timescales youtube video uploads to promote and expand City Development Plan engagement Attendance at key conferences e.g. State of the City s Economy, Base Glasgow to further promote engagement and awareness Informal drop in sessions for elected members, community councils/groups and the business community Provide summaries of representations on the Plan to commentators to ensure accuracy of summaries prior to submission to Examination. At MIR At MIR Prior to Examination Next Steps The Council is expecting Scottish Government s Examination Report with modifications following examination of the draft Glasgow City Development Plan by spring Any suggested modifications will be implemented unless there is justification not to do so. Once Scottish Ministers are satisfied with the modified CDP will be adopted by the Council. The Council will also consult on the Supplementary Guidance in the summer 2016, and seek to publish the final versions along with the adopted CDP. The Council will then establish a programme for the preparation of the next CDP in accordance with The Planning etc (Scotland) Act An updated Development Plan Scheme will be published in March Page 12
