1 INVITATION FOR PROPOSALS CONSULTANT FOR STRATEGIC INFRASTRUCTURE PROJECTS 11 BUSINESS PLAN 1. INTRODUCTION This request by the National Agricultural Marketing Council is an invitation for individuals and consulting firms to submit proposals to conduct a comprehensive business/investment plan for the Strategic Infrastructure Projects (SIP) BACKGROUND The Country s National Development Plan (NDP): Vision for 2030, identifies the need for investment in a strong network of economic infrastructure designed to support the country s medium and long-term objectives in order to achieve sustainable and inclusive growth. The New Growth Path (NGP) also identifies infrastructure as one of the key job drivers, mainly through four activities, namely: construction of new infrastructure, operation of the new facilities, expanded maintenance, and the manufacture of components for the infrastructure programme. In addition to these direct benefits, the multiplier effect of the infrastructure programme on job creation across the economy is considered to be significant. To operationalise the NDP and NGP vision on infrastructure, the President, in his State of the Nation announced a massive infrastructure development drive to be driven by the Presidential Infrastructure Coordinating Commission (PICC). The PICC was established in 2011 to oversee the implementation of infrastructure project that stimulate social and economic development.

2 The NAMC has been tasked to coordinate the SIP 11 on behalf of the Department of Agriculture, Forestry and Fisheries and the Department of Rural Development and Land Reform. SIP 11, which focus on agro-logistics and rural development, aims to improve investment in agricultural and rural infrastructure that supports expansion of production and employment, small-scale farming and rural development, including facilities for processing and storage, transport links to main networks, irrigation schemes in poor areas and improved R&D. This SIP will be implemented 3. OBJECTIVES OF ASSIGNMENT The NAMC invites tenders from reputable service providers to compile the SIP 11 Business/Investment Plan. Deliverable: A business plan that sets out: Strategy and action plans Define projects and key milestones Funding of projects SIP 11 spreadsheet with the final list of projects to be tracked Joint DAFF-DRDLR agriculture and rural development project management plan, including an M&E frameworkcross cutting issues localisation, local manufacturing, skills, greening the economy, youth employment and opportunities Duties will include, but will not be limited to: 1. Prepare consolidated input from SIP 11 Stakeholder Workshop commissions 2. Prepare SIP 11 Business Plan as per PICC guidelines through, inter alia: a. Liaising with relevant public and private sector stakeholders to solicit relevant input b. Working with NAMC staff responsible for various elements of the SIP 11 infrastructure register to compile relevant information c. Contacting any other relevant sources of information

3 3. Attend various SIP 11 fora and meetings: a. SIP 11 Steering Committee b. SIP coordinators forum c. Any other SIP 11-related meetings 4. Compile the final list of projects to be tracked through the standard PICC spreadsheet template for monitoring and evaluation purposes 5. Liaise with DAFF and DRDLR to compile a agriculture and rural development action plan/project management plan emanating from the SIP 11 Business Plan 4. TECHNICAL PROPOSAL The technical proposal must include the company profile including the following: 1. The firm s name 2. Certification of registration 3. Methodology to be employed in delivering on this assignment, 4. Detailed prior experience of completing similar assignments, 5. Detailed CV s of the team that will complete this assignment, 6. Certified certificates of membership with professional bodies or institutions, if applicable 7. List of Partners/ Directors, 8. Completed SBD4 form, 9. Original valid tax clearance certificate. 10. BEE Certificate 11. Application Form to register as NAMC Supplier NB: Please note that the above requirements are mandatory and MUST accompany the proposal. Non-compliance with the above will automatically lead to disqualification.

PROFILE OF THE CONSULTANT Minimum 10 years of proven knowledge and professional experience in strategic planning and management, organizational change, corporate planning, in the public or private sector At least 5 years proven experience in Project Management MBA/Masters in agricultural economics or economics or equivalent relevant field Proven track record in providing premium consulting and capacity development services. Knowledge and experience of different Monitoring and Evaluation techniques Strong competence in business plan development and implementation Excellent analytical and report writing skills. The SIP 11 Business Plan must be done in close co-operation with NAMC management and staff. 6. CONTACTABLE REFERENCES NAMC is seeking a provider that is fully knowledgeable with the analysing compilation and operational and regulatory issues faced by public entities. Details of previous experience of providing business plan services to the public sector are recommended. Supply at most five contactable references by simply stating the following: Name of client Position Contact telephone numbers Work performed Dates when work performed

5 7. DELIVERABLES A successful proposal will be required to submit two (2) hard copies as well as an electronic copy of a detailed business/investment plan. The successful proposal will also be required to make a formal presentation to the SIP 11 Steering Committe. 8. TIME FRAMES The business/investment plan is expected to be completed within a maximum of two (2) months after the awarding of the contract. 9. COST Indicate total costs for the assignment (Please provide a clear breakdown of costs). NB: PROPOSALS MUST BE PROPERLY INDEXED The tender obtaining the highest points will usually be awarded the contract, although other factors may lead to a different decision. In event of equal points scored, the tender will be awarded to the tenderer scoring the highest on BEE. The short listed tenderers will be notified within 30 days and will be required to make a presentation to the Bid Adjudication Committee.Reference checks will be conducted on all Tenders submitted for consideration. The following principles will apply when awarding the contract: * NAMC will enter into an agreement with only one party for the provision of the service

6 * Such a party will have to demonstrate that it has the necessary acumen and infrastructure to render the services.
