4 Creative England Corporate Business Plan /Introduction England s thriving creative industries are amongst the most successful in the world and it s our job at Creative England to cultivate the TV, film, games and digital industries so they continue to flourish. We fund, connect, mentor, advocate, and collaborate at all levels of the industry from small independents to large internationals creating the right conditions for more success. More than anything, we unite; connecting creatives, innovators, investors and experts so that we can forge ahead together. Despite the whopping 71.4bn they add to the UK s economy the creative industries are often undercapitalised, under-skilled and have unequal access to the infrastructure they need to reach their full creative and commercial potential. Creative England works to address these challenges and has already established itself as a significant national organisation; supporting the creative industries in England, creating the right conditions for creative people and companies to thrive and raising the profile of the contribution they make to the growth of the economy. Over the last two years we have provided talented individuals and creative businesses in games, TV, film and digital media with much needed access to finance, markets; mentoring and business support. And working closely with talent outside London and our regional partners, we have supported the growth and development of key creative clusters to provide a more fertile environment for culture, talent and enterprise to thrive. Our innovative Business Growth programme brings together Local Enterprise Partnerships, local authorities, public agencies and leverages money from private investors to support the best new ideas and build on the wealth of talent that exists in towns and cities everywhere.

5 Creative England Corporate Business Plan /Introduction And in 2013 we launched a dedicated games division in recognition of the potential for growth in the games industry. We are currently working with both Microsoft and Sony to support games developers across England. This multi-partnership approach of working across the creative industries is central to the way in which we work and brings added benefit to all our partners. And this builds on our support for new and emerging filmmakers who require access to money, markets, training and networks. Our team of industry experts is dedicated to finding and developing new voices; helping them to reach existing and new audiences. We are also helping to ensure that England strengthens its global position in the sector through supporting inward investment and international partnerships. Over the past 18 months our Production Services team has supported the production of blockbuster titles such as Les Miserables, World War Z, Rush, the newly released The Monuments Men and has overseen 1,500 location and crew enquiries bringing an estimated spend of over 100m into the English regions. Creative England is a new type of business model; a not-for-profit company we are part investor, advisor, advocate, partner and critical friend to the industries we support. By working across the creative industries we are pioneering cross-sector innovation, new investment models and new ways of working.

6 Creative England Corporate Business Plan /Introduction We are building partnerships between large corporates and indie SMEs and bringing private and public interests together. Our experts on the ground across the country combine local knowledge and sensitivity with national reach and impact. Socially-minded but commercially-led, we are the only national organisation based outside of London using public money to leverage private sector finance to help small creative businesses grow and scale. And we are providing a much needed, strong, national voice for people and businesses across the creative industries, shouting about its success and providing the right conditions for more. Our corporate plan sets out Creative England s ambitious plan of activity for and shows how we will continue to make a difference. Caroline Norbury, Chief Executive, Creative England [+] FocusOn Opening up new markets for digital media companies Creative England s Interactive Healthcare Programme improves cross-sector collaboration and innovations, and opens up practical opportunities for creative businesses to work with businesses in the healthcare sector. In 2013, we joined forces with partners, including NHS England and Creative Skills for Life, to invest a total of 400,000 in product and prototype development for a range of healthcare issues. The NHS Digital Fund supported the development of web, mobile and tablet applications that focussed on NHS priority areas: quality of care; caring for people with dementia; people with long-term conditions; and mortality rates from the major diseases.

8 Creative England Corporate Business Plan /Our Future To support the rapid changes of a growing creative business sector, we have to be flexible and responsive. In Creative England was reliant on one major source of funding for 73% of its income with our programme of work focussed almost solely on the film industry. Two years on we are working with multiple public and private sector organisations to deliver a range of contracts supporting the growth of the creative industries across games, TV, film and digital media. The transition from a small organisation to a larger company serving a variety of constituents requires the strengthening and consolidation of internal capacity and requires us to invest in our operational infrastructure and communications. Unlike our predecessor bodies, Creative England is not under-pinned by core government funding for these business development activities. So we have embraced a commercial approach to generating additional revenues that can contribute to the operational costs of the company, aid our sustainability and build the necessary reserves. [+] FocusOn Investing in games developers, building our industry Our work with games developers across England supports the development of innovative games and IP, creating the conditions to enable the most innovative and commercially astute games companies to flourish. Working in partnership with such industry leaders as Microsoft and Sony, we are opening up new markets and investing in one of the biggest growth industries in the UK. Since our first games initiatives launched in August 2013, we have invested a total of 475,000 into 17 start-up games companies, with that set to exceed 1million by the end of 2014.

Who we are Creative England is dedicated to the growth of the creative industries. We invest in talented people and their creative ideas, nurturing our richly diverse games, TV, film and digital media industries. From direct investment and soft loans to business mentoring; we champion the best ideas of talented people and their businesses. As a not-for-profit organisation we mobilise public and private resources to garner as much support and investment for the creative industries as possible. We work with a wide range of partners and investors from commercial brands and companies such as Google, Facebook and KPMG to local authorities, cultural bodies and universities, national government, and the European Commission. [+] FocusOn Raising England s profile as a first-class filming destination Creative England s expert Production Services team helps domestic and international film and TV productions to find the very best locations, crew and facilities. During 2013, we assisted 800 productions shooting on location outside of London. This included major features such as Philomena, The Monuments Men and Jupiter Ascending, and TV dramas like Downton Abbey, Last Tango in Halifax and Sherlock. Working closely with local partners we encourage a film friendly ethos; promote the economic benefits of filming in the regions and expand our network.

We offer information, funding, advocacy, inspiration, support and access to networks, so that talented people and businesses can thrive and commercialise. Our industry experts are on the ground across the country, combining local knowledge with national and international reach. We are the voice of the creative content industries in England, highlighting success and creating the right conditions for more. Why we do it The creative industries play a vital role in our economy, but they also contribute to our creative and cultural wealth and health today and for the future. England s creative industries are already a big success. They generate jobs, profile and value. They drive innovation. We help them raise their ambition further. But some are under-capitalised and under-skilled. They need better access to mentoring, infrastructure, business planning, finance, markets, new ideas and new networks. And because there is a damaging inequality of access to these things between London and the rest of the country, talent is wasted, opportunities are lost. England s place amongst the best in the world for creative talent is wellknown, but that won t stop us driving for more success, recognition and reward.

13 Creative England Corporate Business Plan /The Plan In Creative England will deliver a wide range of activity and services to support the growth of the creative industries, from the investment of funds into new ideas, products and services to helping businesses grow and access new markets. We will support individuals and their ideas by providing mentoring, networking and professional development. Games, TV, film and digital media industries make a vital contribution to the growth and prosperity of many of our cities and regions. We will build upon this success by marketing and promoting these assets to increase inward investment and by helping domestic and international film and TV productions find the very best locations, crew and facilities in the English regions outside of London. Our strategic objectives are: 1. Developing and growing creative businesses. 2. Developing and supporting creative talent. 3. Fostering the development of creative clusters. 4. Identifying new and expanding markets for creative content. 5. Promoting the talent and creativity of England. 6. Advocating the economic and cultural contribution of the creative industries.

14 Creative England Corporate Business Plan /The Plan 1/ Developing and growing creative businesses England s small creative and digital businesses have huge potential to help grow the economy. However, there s often a fundamental mismatch between a start-up s potential to grow and its practical ability to do so. Many businesses falter at the first hurdles, and often it s not because of the quality of their product or service or the inadequacies of their business propositions, it s because they simply cannot access the finance they need to scale up their operations and take their business to the next level. Banks and investors struggle to understand creative and digital business models and still perceive business based around intellectual property and other intangible assets to be too risky for investment. There are plenty of people willing to invest in a business when it s turnover is measured in millions, but there aren t that many venture funds or individuals with the knowledge or confidence to invest in small creative businesses to get them off the ground or help them grow to scale. Creative England works to address this lack of access to finance, providing crucial working capital and helping firms with potential to plan for success and position themselves to become more attractive to investors. And we re not just interested in start-ups - 40% of the businesses we supported in 2013 had been trading for 5 or more years. We re working hard to help these businesses grow in scale and become more sustainable as well as more ambitious.

15 Creative England Corporate Business Plan /The Plan 2/ Developing and supporting creative talent Translating individual talent into viable, sustainable businesses is not easy. It needs to be nurtured, encouraged and given the space to experiment and find its feet. It takes time to reach its true potential and often needs a guiding hand to progress. Creative talent is pervasive in England, stretching across the length and breadth of the country, but many opportunities within the creative industries are concentrated in London and the South East. The result is lost opportunities and wasted talent. Supporting talented people is key to the continued success of the creative industries and at Creative England we re helping them realise their potential and find their own routes to success. 3/ Fostering the development of Creative Clusters For creativity to prosper, it s vital that the appropriate infrastructure is in place. From superfast broadband connections, excellent educational institutions, production facilities, and business support that understands the needs of creative and IP-rich companies; good infrastructure plays a key role in the growth of the creative industries. Creative England helps to develop and support this infrastructure, whether through our Production Services team s on the ground support for filming, by facilitating partnerships with public and private bodies or providing opportunities for creative people to connect with relevant networks.

16 Creative England Corporate Business Plan /The Plan 4/ Identifying new and expanding markets for creative content The creative industries have time and again proven to be great catalysts of product and process innovation across the economy. As digital technology becomes central to more and more industry sectors, creative businesses are becoming an essential part of the country s economic future. Creative England initiatives such as our Interactive Healthcare programme aims to improve cross sector collaboration and innovation, and open up practical opportunities for creative businesses to work with business clusters in many sectors including healthcare, education, retail, high-end manufacturing and government services. 5/ Promoting the talent and creativity of England Creative England works closely with local and national partners to help regional businesses access national and international markets. By attending festivals, events and conferences we will showcase England s creative talent and businesses to relevant stakeholders.

17 Creative England Corporate Business Plan /The Plan 6/ Advocating the economic and cultural contribution of the creative industries Our direct engagement with industry means that the Creative England team has unique insights into the creative industries. This knowledge, matched with our national reach, allows us to feed into and influence policy development, consultations and government decisions that directly affect the industry. By drawing on our own data about the people and businesses we invest in, and by working with think tanks, universities and public and private sector organisations, we will focus our policy and research work on three areas of the most pressing need for creative businesses; access to finance, creative clusters and talent development. [+] FocusOn Supporting new and emerging filmmakers Our film team will invest 2.5 million over the next 2 years in feature film development and short film production, focusing on new and emerging filmmakers. In doing so, we aim to nurture a generation of filmmakers that better reflect the diversity of the country today. ifeatures, our flagship low budget filmmaking initiative, has already produced films such as 8 Minutes Idle, Flying Blind and In the Dark Half, with three more films currently in production. Our support for new voices will be reflected in a UK-wide programme of script development and short films. We will address the paucity of film-related businesses outside London by supporting established regionallybased talent and ambitious producers; and we will help more traditional players within the film world to connect with the rapidly expanding range of moving image and content-related businesses and to explore opportunities offered by new business models and platforms.

Creative England has offices in Birmingham, Brighton, Bristol, Salford, Sheffield, Pinewood and at Elstree Studios in Hertfordshire.
