2 This policy is intended for learners, staff, volunteers, visitors and contractors who have access to and are users of the ICT resources both within and outside of the venues used by Norfolk Community Learning Services for the delivery of teaching and learning, where actions relate to activities that have been set by the service or which make use of the Wensum Lodge teaching network. It should be read alongside the Cultural Services Safeguarding Policy, the Norfolk Community Learning Services Safeguarding and Prevent Guidance for staff and Norfolk County Council s Digital Inclusion Strategy. Background ICT is an essential skill for life. The Service aims to equip and prepare learners for life in the modern world through the promotion of digital inclusion which refers to the ability and appetite of individuals and communities to access and use digital media, such as the internet, to support in accessing services, achieving higher levels of education, improving employment opportunities, finding cheaper goods and products, and finding new information, advice and entertainment options. The internet can empower people giving skills and confidence to improve their lives, enhance the capacity for independent living and allows people to actively participate in society. Our role is in teaching people how to use ICT effectively to locate, retrieve and exchange information using a variety of technologies, their own or belonging to the Service, to support them in their learning, personal lives and working lives. Unfortunately, the use of technology does present risks to some people and as use of the Internet for work, home, social and leisure activities increases, staff and learners may be brought into contact with a wide variety of potentially unsuitable influences that may post Safeguarding and extremism risks. The technologies that are available include: Internet websites Virtual Learning Environments (VLE) Instant messaging Social networking sites s Blogs Podcasting Video broadcasting sites Chat rooms Gaming and gambling sites Music download sites Mobile phones with camera and video functionality Digital cameras PDA s Smart phones with and web applications J.Youngs Page 2 of 7 January 2016
3 All of these have the potential to help raise standards of teaching and learning and to enable people to access systems that support life in the 21 st Century, but may equally present challenges to both learners and tutors in terms of keeping themselves safe. These challenges include: Exposure to inappropriate material including extremist websites and pornographic images Cyber-bullying via websites, social media, mobile phones or other technologies Identify theft or invasion of privacy Downloading copyrighted materials Exposure to inappropriate advertising online gambling and financial scams Safeguarding issues such as grooming (Children or vulnerable adults) Other illegal activities It is our aim to maximise the use of ICT to support and enhance teaching and learning and we also have a key role to play in educating people in Norfolk in the use of new technologies. But at the same time we need to minimise any associated risks and to support and teach our staff and learners to keep themselves safe as far as is reasonably possible. This policy provides some general principles and a code of conduct although as technologies develop it has to be recognised that the nature of risks will change over time. For example, all staff and learners need to know what to do if they come across inappropriate material, staff members need to know they should not give out personal information to learners such as telephone numbers, address or allow access to their Facebook site etc. We will pay particular attention to the support we give to young learners under the age of 18 and to our more vulnerable adult learners by communicating to them they should not give out their personal information such as telephone numbers, addresses etc to strangers or publish this information on social networking sites. This policy also recognises that there are no totally effective ways of moderating content and controlling use of the internet so our aim is to do what we can towards this while at the same time training staff and learners how to keep themselves safe. Roles and responsibilities All teaching and non-teaching staff are responsible for supporting safe behaviour in all NCLS supported activities, and for following e-safety procedures. All staff should be familiar with this policy and its association with the Learner Code of Conduct and the Cultural Services Safeguarding Policy, both of which are available on the Moodle VLE. All staff should participate in any e-safety training and awareness raising sessions All staff should have read and understood this policy and act in accordance with it Staff should report any suspicion of misuse to the Safeguarding Lead or line manager J.Youngs Page 3 of 7 January 2016
4 Staff should refrain from making negative comments about learners, Norfolk Community Learning Services and Norfolk County Council on any blogs or social networking sites. Negative comments such as these could be considered as gross misconduct as it potentially affects the reputation of the Servcie and/or lowers morale. Staff should help educate learners in keeping safe especially with vulnerable groups. Whilst regulation and technical solutions (such as filtering systems) are important, they must be balanced with educating learners to take a responsible approach. The education of learners in e-safety is an essential part of using technology in classes. Staff should act as a good role model in their own use of ICT. Where Internet use is pre-planned in sessions or enrichment activities, learners should be directed to sites which are appropriate for their use and procedures should be followed for reporting any unsuitable material that is found on Internet searches. Where practicable staff should pre-check sites and any possible searches. Where learners are able to freely search the Internet staff should be vigilant in monitoring the content of websites in case there is any unsuitable material. Staff should be aware of the potential for cyber-bullying in their sessions where malicious messages e.g. through the use of forums on the VLE (MOODLE etc) and social networking sites, or via internal class s or text messages on mobile phones etc, which can cause hurt or distress. Learners should be taught to be critically aware of the materials/content they can access online and be guided to validate the accuracy of information. Learners are educated to of the need to acknowledge the sources of any information used and to respect copyright when using material accessed on the Internet. Learners Wherever possible we aim to provide ICT resources that are appropriate for the purpose. Learners are encouraged to bring in their own ICT equipment and to access various technologies both in class and outside but must follow the NCLS e- Safety and Acceptable use policy when in class. We ask all learners to participate in e-safety activities in the class and to report any suspected misuse of our equipment to a member of staff. Learners and staff are expected to: Behave in a safe and responsible manner Treat equipment with respect Check first with their tutor before using USB/flash memory key(s) on NCLS ICT equipment. Be polite and not use , social media or blogs etc to make negative comments, bully or insult others Use the resources only for educational purposes Learners and staff are asked not to: J.Youngs Page 4 of 7 January 2016
5 Eat or drink in the ICT suites Use someone else s login details or share your own Have any inappropriate files (e.g. copyrighted or indecent material) Attempt to circumvent or hack any systems Use inappropriate or unacceptable language Reveal their personal details or passwords Visit websites that are pornographic, discriminatory or which promote extremist views or are offensive in any way Download anything inappropriate or install any programs Breaching these rules may lead to: Temporary or permanent prevention of access to NCLS ICT facilities and equipment Temporary or permanent prevention of access to the NCLS Moodle VLE Users should note that breaches of the provisions set out in these Rules may lead to criminal or civil prosecution. Senior Management Team The NCLS Senior Manaement team will ensure that e-safety policies and procedures align with Safeguarding requirements and will ensure that all staff receive the appropriate training to enable them to fulfil their e-safety roles. Senior managers will follow the correct procedure in the event of a serious e-safety allegation being made against a member of staff. E-Safety breaches will be reported to a member of the Senior Management team. e-safety will be monitored at the Safeguarding Steering group meetings and reported quarterly to the NCLS Steering Group. Responding to issues It is important that any incidents are dealt with as soon as possible in a proportionate manner. Any concerns around the misuse of ICT must follow the referral process within the Safeguarding Policy and Procedure where there is a potential threat to another learner, vulnerable person or member of staff. Any suspected misuse must be reported to a member of the Safeguarding team and then an appropriate course of action will be agreed. Where an allegation has been made against a learner an investigation will take place by the designated persons of the safeguarding working group. The outcome of the investigation will decide what will be the appropriate course of action and depending on the nature of the misuse the learner could be suspended from classes till the investigation is complete. 6 should the allegation be found to be true and the sanction will depend on the seriousness of the misuse and whether it was accidental or deliberate, a first time offence, thoughtless or malicious e.g. intended to cause harm to others. Sanctions could involve the learner having ICT access removed for a period of time or in very serious cases, exclusion. Where there is a potential legal issue the Head of Service will decide on the need for involvement of outside agencies including the police, together with the designated persons and Senior Management team in line with our Safeguarding and other policies. Wensum Lodge Public Wi-Fi Network NCLS provides a guest wireless network at Wensum Lodge which is available to all staff, learners and visitors. Use of this network is governed by this E-Safety and Acceptable Use Policy and by logging onto the network the user is deemed to have agreed to abide by this policy. All users of the public wireless connection should be aware of and agree to the following conditions: NCLS assumes no responsibility for the safety of equipment or device configurations, security, or data files resulting from connection to the guest wireless network or the Internet, nor liability for any damages to hardware, software or data, howsoever caused. Guest wireless access is provided as a free service on an as is basis with no guarantee of service. Users are responsible for setting up their own equipment to access the guest wireless network. A guide is available to help users connect to the guest wireless network. Staff cannot assume any responsibility for personal hardware configurations, security or changes to data files resulting from connection to the guest wireless network. It is recommended that users make a backup copy of any settings before configuring their equipment for use on the guest wireless network. For your own safety and security, It is good practice to ensure that you do not use the same password on more than one site. Use of the public wireless internet connection is undertaken at the user s own risk and users should only sign into https sites. It is the responsibility of the user to protect their wireless devices through use of up-to-date virus protection, personal firewall and any other suitable measures. The guest wireless network may be subject to periodic maintenance and unforeseen downtime. Printing access is not available via the public wireless network. If the user desires to print, they will have to make their own suitable alternative arrangements. Any attempt to circumvent NCLS procedures or any unauthorised attempt to access or manipulate NCLS equipment or networks, may result in permanent disconnection from the guest wireless network and further disciplinary action being taken.
